July 2008 Employment Situation
Nonfarm payroll employment continued to trend down in July as Georgia lost 46,600 jobs. The over the month loss is a 1.1 percent decrease in total jobs. Over the year, Georgia has now amassed a loss of 7,000 jobs, an employment drop of 0.2 percent. The unemployment rate rose to 6.2 percent (seasonally adjusted) in July after dropping to revised 5.6 percent in June. The unemployment rate is 1.8 percentage points higher now than it was in July of 2008 when it stood at 4.4 percent.
The employment decline in July was widespread as all the major employment sectors endured job losses. The sectors with the largest over the month declines include Government and Leisure and Hospitality. Employment continued to fall in Manufacturing, Construction, and Retail Trade.
The Government sector recorded the highest over the month loss (-22,700 jobs) among sectors and has now endured job declines in four straight months. After adding a revised 2,000 jobs in June, Leisure and Hospitality lost 5,000 jobs in July. Jobs in Manufacturing are down 3,600 this month and have dropped each month since March totaling 12,400 payroll positions lost. Construction employment is down 3,400 in July and is down 6,900 over the last two months. The Retail Trade sector lost 3,100 jobs in July but has added 3,200 jobs since July of last year.
The Metropolitan Statistical Areas (MSAs) across the state all lost jobs over the month. The Albany MSA lost 600 jobs in July and has now lost 1,000 jobs since May. The Athens-Clarke County MSA lost 200 payroll positions this month after adding jobs in each of the previous three months. The Atlanta MSA is down 27,500 jobs in July and 5,300 jobs over the year. The Augusta-Richmond County, Columbus, and Dalton MSAs lost, respectively, 3,800, 1,500, and 1,200 jobs this month. Employment in the Gainesville, Macon, and Savannah areas were down 100, 1,000, and 2,100 in July. Payrolls in the Valdosta MSA dropped by 800 and the Warner Robins MSA lost 1,000 jobs over the month.

The Current Employment Statistics (CES) program began work in 2005 to add new series on hours and earnings. New series have been developed such as average hourly earnings and average weekly hours of all nonfarm private sector employees. Historically, the CES program has produced average hours and earnings series for such categories as production workers in the manufacturing industry and nonsupervisory workers in other industries. The new hours and earnings, covering all employees rather than just production or non-supervisory workers, are more comprehensive in coverage.
The release of these new series are designated "experimental" because of the limited experience to date with the editing and review of the sample reports and the resultant estimates. The experimental State series, being released in July 2008, includes estimates at a total private sector level and limited industry detail.

New Developments
Kerry Ingredients and Flavours has taken a business location in the SPA Business Park off U. S. Highway 80 in Savannah. This company is part of the Kerry Group based on the Emerald Isle and this facility is their first in the U. S., where they will need 100 employees to sterilize and package its food products. The facility will run 24 hours a day, five days a week, but will likely increase to seven days. Their product offerings usually consist of items that have a long shelf life such as packaged broths, soups, milks, and soy as well as nutritional beverages such as teas. The parent company, The Kerry Group, has annual sales of $7 billion and employs 22,000 people to offer more than 10,000 food and beverage products to customers worldwide.
A new employer in McDuffie County is building a 25,000 square foot facility on eight acres that will be a research and development center for medical equipment. With plans to open by the end of this year, Reliant Medical Services will soon be breaking ground in Mount Pleasant Industrial Park in Thomson. The company is based in Pompano Beach, Florida, and has international ties in the medical equipment field. The 50 employees needed to staff the new venture will be developing and testing new digital X-ray and MRI products that will enable the company to expand its offerings of diagnostic imaging equipment, both new and refurbished.
There is another medical firm opening a facility in Georgia, but this one is in Lowndes County. The 40 new employees it will hire will be concerned with the distribution of pharmaceuticals. Smith Drug Company, the largest privately owned employer in South Carolina, is spending $12 million on a new 108,000 square foot facility in Azalea West Industrial Park in Valdosta. Once complete the new complex will be a fully automated distribution center.
An existing Heard County employer whose client list includes Toyota, Honda, Hyundai, General Motors, Ford and Mercedes Benz will be adding 30,000 square feet to their facility in Franklin. JAC Products' Franklin Aluminum is expanding in order to accommodate three new incremental plastic injected molding machines and new assembly jobs. The new productions lines will boost the employment level by 50. The company is very pleased with the Franklin operation since it was responsible for a little over half of the $212 million total business volume generated in 2007.
Engineered Fabrics Corporation has announced plans for a double expansion. The Polk County employer will first construct a 57,000 square foot building then another one measuring 68,000 square feet, both of which will be located near their existing facility. The cost of both phases of the expansion will be $6.2 million and once fully operational will add 200 new jobs to the community.
Blue Bird Corporation in Fort Valley is expanding into the 334,000 square foot former Dan River Textile plant which is expected to create about 100 new jobs with potential for more. Once the improvements, which are scheduled to be completed in January 2009 to the former fabric mill, have been finished Blue Bird will operate it as its new fabrication facility. The structure has been vacant since 2003 when Dan River closed. Part of the building will be used to warehouse fabricated parts, bus bodies, and chassis parts. The renovated facility will also be recycling about 1,000 pounds of scrap metal each day. The school bus manufacturer is in the process of purchasing the building which local officials have had in mind since Dan River first closed. Blue Bird was purchased in 2006 by Cerberus Capital Management.
