February 2008 Employment Situation
Nonfarm employment in Georgia was up 16,500 from January to February as the goods and services sectors added 1,400 and 15,100 jobs, respectively. The unemployment rate changed from 5.1 percent to 5.3 percent over the same time frame. The jobs added in February represent a 0.4 percent growth rate over the month. Over the year, jobs have grown by 0.9 percent (+37,600 jobs) as the GoodsProducing sector has lost 14,700 jobs and Service-Providing positions are up 52,300.
The February gain in jobs is most evident in the Government (+7,700 jobs), Leisure and Hospitality (+5,100 jobs), and Professional and Business Services (+4,000 jobs) sectors. Those areas losing the most jobs in February include Retail Trade and Information.
The 7,700 workers added to Government payrolls reflect the Federal Government adding 900 workers, State Government payrolls increasing by 4,000 jobs, and Local Government jobs growing by 2,800. The 900 positions added in Arts, Entertainment, and Recreation combined with 4,200 additional workers on Accommodation and Food Service payrolls, account for the 5,100 positions that the Leisure and Hospitality sector added in February. Added jobs in Professional and Business Services during the month come as Professional and Technical Services jobs increased by 2,700, Administrative and Support payrolls grew by 1,500 jobs and the marginal loss of 200 workers from Management of Companies.
Retail Trade endured a lost of 6,200 workers in February and has now loss jobs for two consecutive months. The Information sector lost 400 jobs over the month and has now lost 100 jobs over the year.
The over the year job growth comes as Educational and Health Services (+13,300 jobs), Government (+10,400 jobs), and Professional and Business Services (+9,600 jobs) have added a number of positions to payrolls. With the loss of 12,700 jobs over the year, the Manufacturing sector has cut the most workers from Georgia payrolls in the last twelve months. The Financial Activities sector has lost 4,000 jobs since February a year ago and Construction related positions are down 1,700 over the year.

The Current Employment Statistics (CES) program began work in 2005 to add new series on hours and earnings. New series have been developed such as average hourly earnings and average weekly hours of all nonfarm private sector employees. Historically, the CES program has produced average hours and earnings series for such categories as production workers in the manufacturing industry and nonsupervisory workers in other industries. The new hours and earnings, covering all employees rather than just production or non-supervisory workers, are more comprehensive in coverage.
The release of these new series are designated "experimental" because of the limited experience to date with the editing and review of the sample reports and the resultant estimates. The experimental State series, being released in March 2008, includes estimates at a total private sector level and limited industry detail.

New Developments
In Bibb County another new business will be rolling into Macon when Kumho Tires Company opens its first facility outside of Asia. The company will build a $225 million plant that will produce car and light truck radial tires for original and replacement equipment markets in the United States. Their original equipment customers include Kia Motors Corporation and Volkswagen AG. With a location in Macon the company's manufacturing plant would be almost half way between the sight of the new Kia plant and Savannah, where a sight in Pooler is still in contention for the new Volkswagen facility. The first phase of the tire plant is slated to come online at the end of 2009 and create 400 jobs in the 5.5 million square foot structure. Another 50 jobs would be added in the second phase after a $60 million expansion that would be completed by 2011 to coincide with the opening of the new Volkswagen plant.
A company's appetite for new business is creating good economic news in Tift County. COI Foodservice Distribution and Manufacturing is in the process of expanding and poised to add some new employees. Adding Ryan Steakhouse to their client list has prompted the growth. Although they have just hired 20 new employees they plan to hire 35 more to cover supplying their new client. The distribution center has been in Tifton for seven years and has been fortunate enough to experience steady growth during that time.
The retail sector in Dougherty County has a new kid on the block that is hiring 130 workers to operate its business. The new Kohl's in Albany is planning to open in mid- March of this year. The store is what Kohl's terms as a "new innovation" model and has 68,000 square feet. The store will feature new exterior glass showcase windows, outdoor seating and zero grade curbs as well as the company's updated merchandise layout. New hires will receive competitive wages and medical insurance. Other benefits include a 401K plan, employee stock ownerships and merchandise discounts.
A company in the travel industry is bringing additional jobs to the Atlanta metro area in two separate locations. Cobb and Fulton Counties are the
beneficiaries of Travelport's decision to move its North American headquarters to the Galleria in Atlanta in Cobb County. This move will create 300 new jobs with about 100 of those going to the company's data center in Hapeville. Travelport is the parent company of the Atlanta travel reservations firm Worldspan and is also the owner of the Orbitz website. The company plans to spend $33 million on upgrading to two facilities. Travelport works with more than 40 airlines, plus hotels, car rental companies, cruise lines and railroads and owns a second reservations company called Galileo. They operate in 145 countries, employ about 7,500 people and have their overseas headquarters in London.
A different travel company is raising the employment figures in Gwinnett County. There will be 100 new positions at American Express Travel in their new facility that will be located in Lawrenceville. The new building will replace the company's previous Gwinnett County location and provide them with much needed space. This will result in an increase in their employment from 250 to 350. American Express has operated travel agencies since 1915 and currently operates more than 2,200 travel and foreign exchange services locations in more than 140 countries.
The boating industry is floating some new employment into Lowndes County. Regal Marine is recruiting new employees to work on the production process of their new 2520 Fasdeck deck boat. The company is also expanding their staff for a new "resin infusion" process to build fiberglass component parts that are supplied to their other manufacturing facilities. Even though the market remains flat the company has experienced a growing demand for their line of sport boats, express cruisers, and yachts that range from 19 to 53 feet. This is mainly due to their recent aggressive efforts to recruit new dealers and the introduction of two new models of Fasdeck boats. Regal Marine holds the distinction of becoming the first boat manufacturer to receive the J. D. Power and Associates Awards in two segments; "Highest in Customer Satisfaction with Express Cruisers (24 to 33 feet) and Small Runabouts (16 to 19 feet).
