August 2007 Employment Situation
Georgia payrolls added 46,600 jobs in August as the unemployment rate dropped to 4.5 percent. With over-the-month job decreases being realized in June and July, the August gain of total nonfarm jobs comes as a relief. Job sectors displaying the strongest job additions for the month include Government, Educational and Health Services, and Professional and Business Services. Moderate employment declines were realized in the Other Services, Information, and Financial Activities sectors.
The drop in the unemployment rate in August is reflective of the civilian labor force decreasing from 4,875,456 in July to 4,836,354 in August while the number of Georgians unemployed dropped from 237,160 to 216,878. The August rate (not seasonally adjusted) of 4.5 percent is just below the national rate of 4.6 percent. Georgia's unemployment rate a year ago stood at 4.8 percent.
Jobs added for the month were most profound in the Government sector. Though the Federal Government lost 300 jobs in August, State Government jobs were up 4,000 and Local Government payrolls increased by 26,400 workers. The gain in state and local government jobs is reflective of schools across the state reopening for the new year. Educational and Health Services also experienced a gain in jobs for the month. The sector added 4,000 workers in August and has now added 5,200 workers over the last two months. The job growth in Professional and Business Services in August comes as Administrative and Support Services added 2,900 jobs, Professional and Technical Services added 1,300 workers, and Management of Companies lost 200 jobs.
Over-the-year, Georgia has added 76, 200 nonfarm jobs, a growth rate of 1.9 percent. The 12-month growth in jobs comes as several sectors have grown at a rate above 3.0 percent. These job sectors include Government (+3.2 percent) which has added 21,300 jobs since August of last year, Educational and Health Services (+3.5 percent) which has gained 15,300 jobs over-the-year, Leisure and Hospitality (+3.4 percent) and its additional 13,200 workers, and Construction (+3.2 percent) which has added 7,100 jobs. Manufacturing jobs are down considerably over-the-year as the sector has lost 11,100 jobs (-2.5 percent) since August 2006.

New Developments
It's safety first at Elesys North America in Gwinnett County. The Suwanee manufacturing facility is currently producing some one million active and passive safety systems for automobiles per year. Their products are almost never thought about until a life is saved. The company's line of products include anti-lock brakes to passenger monitoring systems which sense the passenger's size and shape every eight seconds and direct the airbags to best protect people. The success of the company has led to expansion plans in the Gwinnett location. The plan is to increase the percent of the product line made in Suwanee to 100 percent from the 67 percent they currently manufacture. This would involve increasing their size by 110,000 square feet and adding 25 new employees over the next two years to complete moving the remaining 33 percent of the production from Japan.
Another expansion is underway at the National Beef plant in Colquitt County. The Moultrie employer is planning to fill another 100 production positions and four management positions by midOctober of this year. That addition will bring their total workforce up to 640. The reason for the company's growth so soon after last year's expansion is that they are increasing their marketing through a contract with Wal-Mart. National Beef currently supplies beef to Wal-Mart locations in Georgia, Florida and Alabama and the new contract adds Mississippi and part of South Carolina to the list. The Kansas based company processes more than 3 million head of cattle a year and ships more than 1,900 orders each week to customers across the United States.
Jobs in Cobb County will get a boost from the pharmaceutical industry as Quintiles Transnational Corporation is moving into the old A T & T facility on Terrell Mill Road in Marietta. Logistics has brought about the move for the company that has been in need of expanding. The North Carolina based firm is one of the world's leading pharmaceutical development companies and has helped develop or commercialize the world's 30 top selling drugs. This $19 million expansion means 400 new high level jobs by 2011.
Harris County is reaping some benefits from one of its neighbors. Xpress Materials, LLC has decided to locate a new facility in the northwest quadrant of the county because it is expecting to do additional business with Kia or with other companies as a result of Kia's new automobile manufacturing plant. The company is a subsidiary of The Graham Family of Companies, based in Dublin, Ga., who was the contractor that did the grading for the massive Kia plant. The company is expected to provide concrete for the new interchange for the Kia plant along with the new road going into the auto manufacturing facility. That is why Xpress, LLC is building their new plant on a 42 acre site and spending $10 million to do so. They expect to be up and running sometime in August with 50 to 55 new employees, but they may need an additional 100 employees in about 18 months when the new maintenance shop is located on the site.
The softening economy has brought an employment increase to Ware County. Jacksonville, FL based Enhanced Recovery Corporation plans to renovate the old Winn-Dixie building in Waycross by spending $5.5 million to open a debt collection call center sometime during the first quarter of next year. The company projects initially hiring 150 employees, but expects to hire as many as an additional 150 in the company's second year. The county expects a significant economic impact since there will an opportunity for local people to be hired for highquality jobs that pay more than average for the local area.
The growth in Muscogee County is continuing as a diversified manufacturing company, Precision Components International, is expanding to the tune of $53 million. The Columbus firm produces a broad spectrum on products such as compressor foils for military and commercial aircraft engines, golf club faces, and replacement joints for the human body among other things. The company now employs around 400 people, and they expected that number to increase by 150 over the next three to five years. The new positions are expected to be in machine operation, engineering, and quality control.
