November 2006 Employment Situation
Nonfarm payroll employment in Georgia grew by 0.4 percent in November. This increase of 16,800 jobs falls just short of the 18,200 jobs the state added last month. With nonfarm employment gains, the unemployment rate in Georgia dropped from 4.7 percent in October to 4.4 percent in November. Over the last year, Georgia has added a total of 82,900 new jobs. Employment in the industries that produce goods, which includes Natural Resources and Mining workers as well as Construction and Manufacturing, lost a total of 2,500 jobs in November. Those businesses operating in Georgia's service industries combined to add 19,300 jobs over the month. As we enter the holiday shopping season, the monthly job gains are most evident in the retail industry.
Retail Trade jobs are a large contributor to the state's overall job growth. Employment in the industry is up 13,700 this month, has grown by 20,000 over the last two months, and has increased by 16,900 workers over the year. A gain in Government jobs was also realized in November. The 3,700 additional payroll employees in the sector reflect a four month stretch where the sector has added 43,700 jobs to Georgia's economy; of which 34,800 are Local Government jobs. The Educational and Health sector gained 1,400 workers in November; which is down from the 4,200 jobs the sector added in October. The Health Care portion of the sector continues to be a beacon of job growth as it accounts for 1,100 of the over the month job gains and has flourished over the last year with an additional 13,100 workers.
Job sectors across Georgia experiencing the greatest job losses in November include Manufacturing (-1,400 jobs), Construction (-1,200 jobs), and Leisure and Hospitality (-600 jobs). Construction related jobs have dropped in two of the last three months as we move into the cooler portion of the calendar year. With the transportation manufacturing industry registering a large plant closure over the month, jobs in the Manufacturing were down 1,400 workers in November. In the midst of its normal seasonal drop-off in jobs, the Leisure and Hospitality sector lost 600 payroll employees in November and has now lost workers in three consecutive months.

New Developments
Muscogee County has created quite a bit of business buzz lately. The private sector will benefit from a public sector move when the Army's armor training school moves to Fort Benning from Fort Knox. The impact in total dollars could reach into the billions. As a result of base closings and realignments the move should be complete in about five years. The combination of the infantry training and armor training facilities will make Fort Benning one of the most vital in the military. The economic impact that will come from the sheer numbers is quite impressive. About 33,000 new residents are expected in the Columbus area which breaks down to 5,400 more soldiers, 5,500 civilian employees, 8,000 spouses, and 14,000 children.
On the other side of the state there are some developments in Richmond County that have people talking. Coastal Xethanol, LLC has purchased the former Pfizer facility in Augusta and renovation plans should begin well before the end of 2006. The demolition phase of the project should take thirty to sixty days. Then the infrastructure will be ready to be refitted to produce ethanol. By late 2007 the renovation should be complete and the new plant will produce 50 million gallons of corn-based ethanol a year and provide employment for as many as 100 people. A longer term project will bring even more new jobs to Augusta as Automatic Data Processing, Inc., better known as ADP, has announced a $30 million project that is expected to create over 1,000 jobs over a five year period in Richmond County. Training would initially begin early in 2007 at a temporary facility for ADP who bills itself as a business solutions center, assisting clients with services such as human resources, 401K retirement plans, tax and compliance plans.
A player in the European construction materials market will locate its first U.S. facility in south Georgia. Cook County is welcoming Xella International and a $20 million dollar investment. The Adel plant will be operational in the spring of 2007 and provide 100 new jobs. However, the North American Headquarters for Xella will be located
in Atlanta. The company produces autoclave aerated concrete construction materials. The German company is a subsidiary of the Haniel Company and has been family owned for 250 years.
A heavy equipment manufacturer in Chatham County will add 250 jobs with an expansion of its facility in Pooler. JCB, Inc. is a subsidiary of JCB Group that is ranked fourth in the world in the production of construction equipment. The company is pushing to increase its share of the North American market since the U.S. accounts for 40 percent of the world market in heavy equipment. Currently they have about four percent of the U.S. market. They are the world's largest producers of backhoe loaders. They plan to manufacture two new products, a high mobility engineer excavator and a rough terrain forklift, after the expansion is complete.
Sedgewick Claims Management Services, the nation's largest independent provider of third- party claim administration services, is opening a disability claims service center in DeKalb County. The 100 new supervisory and professional positions will bring the company's workforce total in the Atlantaarea to 400. The selection of DeKalb County is due to the number of Fortune 500 companies that are based in Atlanta served by Sedgewick CMS and the large concentration of highly qualified claims and clinical professionals located in the area.
As part of its long term expansion plans to improve service in metro areas, FedEx Ground has opened a state-of-the-art facility near the Cobb County Airport. The 247,000 square foot automated terminal is located in Kennesaw across from the airport on a 75-acre site. It is three times the size of their old terminal and will employ twice as many workers, which translates into 300 new jobs for the Cobb County area. Personnel from the old terminal in Marietta have been transferred to Kennesaw as well. The company is prepared to handle a continued increase in business and is ready for additional expansion that may mean as many as 400 more positions by 2010.
