Annual 2004 Employment Situation
After 3 years of job losses, the 2004 employment situation in Georgia proved to be much more positive than in recent history. Annual 2004 data have revealed that the state created 45,000 new jobs over-the-year. This is a refreshing realization since various other indicators gauging the economic well-being of the state had shown signs of recovery months ago, whereas, job creation was still stagnant. With job gains from 2003 to 2004, Georgia's job creation economic indicator can join those like housing starts, state revenue collections, and commercial construction in showing the state is now moving in a positive direction.
2004 data show that Georgia currently has 3,889,900 total workers on payrolls throughout the state. About 85 percent of those total jobs are in metropolitan statistical areas (MSA). With several newly designated metropolitan statistical areas, Georgia now has 14 MSAs (plus several counties part of the Chattanooga, TN MSA). In 2004, about 17 percent of the jobs in the state were in the "Goods Producing" sector and about 83 percent were in the "Service Providing" sector. facturing sectors, lost a total of 3,800 jobs from 2003 to 2004. The sector had 659,300 jobs in 2003 and 655,500 in 2004. The Service Providing sector, consisting of Trade, Transportation, & Warehousing, Information, Financial Activities, Professional & Business Services, Educational & Health Services, Leisure & Hospitality, Other Services, and Government sectors, added 48,700 jobs from 2003 to 2004. The Service Providing sector gained job as employment rose from 3,185,700 jobs in 2003 to 3,234,400 in 2004.
As the total number of jobs in the state increased over-the-year, Manufacturing jobs dropped by 6,800 workers. Nationally, the number of factory jobs is still on the decline and so is it in Georgia. There were 452,000 manufacturing jobs in 2003 and 445,200 in 2004. Manufacturing hours and earnings data show that from 2003 to 2004, Average Weekly Earnings changed from $560.38 to $569.58, Average Weekly Hours went from 39.8 to 39.2, and Average Hourly Earnings changed from $14.08 to $14.53.
Losing only 100 jobs, Natural Resources and Mining employment was little changed over-the-year. Payrolls in this sector show there were 12,300 jobs statewide in 2003 and 12,200 in 2004.
The Construction sector added 3,000 jobs in 2004. The Construction of Buildings and the Specialty Trade Contractor industries accounted for the growth in the sector, respectively, adding 1,700 and 2,200 workers over-theyear. The industry experiencing a job decline was Heavy and Civil Engineering. This industry lost 900 workers in 2004.

For Georgia, there are eleven sectors in which employment is estimated. Eight of the eleven sectors displayed job growth in 2004, while three sectors experienced employment declines. Positive job growth around Georgia occurred in Construction, Trade, Transportation & Utilities, Financial Activities, Professional & Business Services, Educational & Health Services, Leisure & Hospitality, Other Services, and Government. 2004 was not so kind to the Natural Resources & Mining, Manufacturing, and Information sectors, as all lost jobs.

The Manufacturing sector continues to suffer. As stated earlier, total jobs in Georgia factories were down 6,800 from 2003 to 2004. Most of the decline in jobs was in the Non-Durable Goods industry. Employment in Non-Durable Goods, which includes Food Manufacturing, Textile Mills, and Paper Manufacturing, was down 5,800 over-theyear and Durable Goods endured a drop of 1,000 payroll employees.
The Trade, Transportation and Utilities sector added 3,400 employees to payrolls in 2004. Wholesale Trade employment was up 2,000 over-theyear. Many of the states retailers combined and/or streamlined duties. Establishments in the Retail Trade industry reported a decline of 1,400 total jobs from 2003 to 2004. The Utilities industry, with a loss of 200 jobs, displayed a slight drop in employment over-the-year. Truck Transportation and Warehousing & Storage both had good years in terms of job creation, as

Georgia's Transportation and Warehousing industry grew by 3,100 jobs in 2004.
Jobs in Georgia's Information sector have been steadily declining over the past several years and 2004 was no different. Over-the-year, the Information sector lost 4,900 positions. The decrease in jobs in the sector is across most industries. Internet Service Providers, Search Portals, & Data Processing industry lost 1,100 workers. The Telecommunications industry dropped a total 1,900 jobs. Dropping 2,300 payroll employees in 2004, Wired Telecommunications Carriers accounted for the overall employment loss in the Telecommunications industry. Wireless Telecommunications Carriers, which added 800 jobs, were a silver lining for the industry and sector as a whole.
Over the year, employers in the Financial Activities sector increased their payrolls by 1,900 workers. The Finance and Insurance industry added 1,000 jobs. The Real Estate, Rental, and Leasing industry picked up an additional 800 workers over-the-year.
Georgia's employment growth for the year was largely due to the job gains in the Professional and Business Services sector. The sector grew by 20,200 jobs in 2004. The three industries comprising this sector all gained jobs from 2003 to 2004. The Professional, Scientific, & Technical Services industry created 800 jobs; the Management of Companies & Enterprises industry added 1,300 workers; and the Administrative Support, Waste Management &

Remediation industry displayed the strongest employment growth with the addition of 18,100 workers.
The Educational and Health Services sector in Georgia gained 11,600 workers in 2004, second only to Professional and Business Services in total jobs created. Educational Services, which includes private colleges, universities, & professional schools, added 1,900 jobs over-the-year. Health Care and Social Assistance industry created 9,600 jobs from 2003 to 2004. The 9,600 positions created in Health Care and Social Assistance were mainly in Ambulatory Health Care Services (+4,400) and Hospitals (+4,200 jobs) across the state.
Job gains were realized in the Leisure and Hospitality sector in 2004. Georgia employers in this sector combined to create 10,000 jobs over-the-year. The vast majority of the annual job gains in the Leisure and Hospitality sector occurred in the Accommodation and Food Services industry, which added 9,600 payroll employees. The remaining 400 Leisure and Hospitality jobs were in the Arts, Entertainment, & Recreation industry.
Employers in the Other Services sector combined to create 600 jobs from 2003 to 2004. Companies in the Repair and Maintenance industry dropped 900 workers in 2004, while Personal and Laundry Services employment remained unchanged over-the-year, and those employers engaged in Religious, Grantmaking, Civic, Professional and Similar Services added 1,400 jobs.
The number of Government jobs in Georgia increased by 6,000 over-the-year. The Federal Government lost 900 positions in 2004, State Government jobs were down 1,200, and Local Government employment was up 8,100, as many local schools have had to add positions to keep up with population growth.

Georgia Metropolitan Statistical Area Employment
As referred to earlier, Georgia now has 14 metropolitan statistical areas (MSA) plus one cross state MSA with Tennessee that includes 3 Georgia counties. Of the 14 MSAs in Georgia, 11 of them experienced job growth while the other three lost jobs from 2003 to 2004. Those MSAs gaining jobs over-the-year were the Athens-Clarke County MSA (+100 jobs), the Atlanta MSA (+27,600 jobs), the Augusta-Richmond County MSA (+3,300 jobs), the Brunswick MSA (+1,000 jobs), the Dalton MSA (+100 jobs), the Gainesville MSA (+100 jobs), the Hinesville-Ft. Stewart MSA (+800 jobs), the Macon MSA (+600 jobs), the Savannah MSA (+5,400 jobs), the Valdosta MSA (+700 jobs), and the Warner Robins MSA (+800 jobs). The metropolitan statistical areas that endured job losses were the Albany MSA (-100 jobs), the Columbus MSA (-400 jobs), and the Rome MSA (-200 jobs).

Georgia Metropolitan Statistical Areas
In June 2003 the federal Office of Management and Budget (OMB) announced the updated definitions of metropolitan statistical areas (MSA) based on the 2000 Census. Nationally, this increases the number of metropolitan areas published by the Current Employment Statistics (CES) program from 274 to approximately 400. In Georgia, the number of MSAs has doubled, thus CES will expand its estimates from 7 to 14 MSAs. Below are the counties that comprise each of Georgia's MSAs.
