Introduction
M t r o Atlanta Economic Indicators, Monthly Report, is designed to provide in a single publication data or. a number ofindicators used to measure movement of the Atlanta Metropolitan Statistical Area's economy.
The indicators have been collected and disseminated for many years by private and governmental agencies, but not under a single cover. Contributing agencies include Georgia's Department of Labor, the U.S. Bureau ofthe Census, the U.S. Bureau of Labor Statistics, F.W. Dodge, McGraw-Hill Information Group, the Metropolitan Atlanta Rapid Transit Authority, Cobb Community Transit System, Smith Travel Research and HSH Associates, Financial Publishers.
All data except Average 30-Year and Average 15-Year Fixed Mortgage Rates and Average One-Year Adjustable Mortgage Rate on Page 15 and those contained in the Metropolitan Atlanta Consumer Price Index chart on Page 3 are seasonally adjusted. Data are presented in graphic and tabular form. Each series shows movement over a 24-month period. Where appropriate, companion graphs and tables show data which have been deflated by the U.S. Consumer Price Index or the U.S. Construction Price Index. The purpose is to adjust for inflation and show growth in constant dollars.
The purpose of this publication is to serve the business and professional communities, economic developers, economists, educators and others who have need for information on Atlanta Metropolitan Statistical Area economic trends.

Atlanta consumer prices rise 0.4 percent
The Consumer Price Index for Metropolitan Atlanta increased 0.4 percent between August and October, according to data gathered by the U.S. Bureau of Labor Statistics (BLS). Over a 12month period, prices in the 20-county area have increased 2.8 percent.
Energy costs dropped 4 percent during the two months ending in October, buthaveincreased 12.7percentoverthe last year.
Food and beverage prices increased 1.3 percent. Costs for food at home rose 1.5 percent while food away from home increased 1 percent.
During the two-month study period, housing costs decreased 1.1 percent. The price of shelter rose 0.1 percent while fuels and utilities costs dropped 8.1 percent. The fuels index dropped 10.1 percent over the two-month period

as electricity costs decreased 19 percent and utility natural gas service rose 10.2
percent.
Transportation costs rose 2.2 percent
during the two-month study period.
Motor fuel prices increased 4.9 percent after rising 11.3 percent in July and August. Over the past 12 months, motor fuel costs have gone up 26.5 percent.
The apparel index, which is subject to large bi-monthly fluctuations, rose a more moderate 2.4 percent between August and September after going up 6.5 percent during the previous two months. Although prices have risen substantially over the past four months, earlier decreases in the index have combined to cause a downturn of 1.4 percent over 12 months.
Medical care costs increased 0.2 percent over the two-month period; recreation prices, 0.1 percent and education and communication costs, 2.5 percent. The index for other goods and services fell 0.1 percent.

Atlanta prices for professionals are low
Atlanta's after-taxes cost for a professional/managerial standard ofliving ranked sixth lowest among 20 metropolitan areas with more than two million population participating in the American Chamber of Commerce Research Association's Third Quarter 1999 cost of livmg survey. New York, where prices were more than twice the average, was the most costly area; Houston, 5 percent below average, least costly. The study included 208 metropolitan areas.
The ACCRA index measures differences in the cost of consumer goods and services, excluding taxes and nonconsumer expenditures for professional and managerial households in the top income quintile. It is
based on 59 items. Prices are collected quarterly by the chamber ofcommerce, economic development organization or some similar group in each participaing area. A city's rating in each area of comparison is determined by measuring its prices against the average of the 208 participating areas. The composite index is based on six components, groceries, housing, utilities, transportation, health and miscellaneous. New York was easily the most costly on all but transportation. Atlanta ranked well on utilities, transportation and housing. Its highest showings were for health care and grocery paces.
Only St. Louis and Baltimore among the 20 largest metros reported lower transportation costs
than Atlanta. The area tied with Washington, DC atop all but Seattle and St. Louis on utilities prices. Five other metros had better housing prices; seven others were lower on groceries. Aside from New York's 141.5 percent, prices for groceries ranged from highs of 122-125 percent in Long Island, San Diego and Oakland to a low of 93 percent in Houston. Housing was 460.3 percent in New York and; 249.9 in Oakland. Housing, costs were lowest in Houston, which reported in at 83.8 percent. New York and Long Island were the most costly metro areas for utilities prices at 179.8 and 160 percent respectively, while Seattle, which ranked lowest, was 66.4 percent and St. Louis, 96.1 percent.
