DILLARD NAMED ASSISTANT COMMISSIONER OF THE GEORGIA DEPARTMENT OF LABOR
ATLANTA -- State Labor Commissioner Marti Fullerton has named M. Spencer Dillard Jr. of Bartow County assistant commissioner of facilities management and support services for the Georgia Department of Labor.
He is responsible for purchasing and warehousing the department's equipment and supplies, printing and mailing of documents, and maintaining the agency's 53 offices statewide and the central office in Atlanta.
"Spencer has been with the department for almost three decades, and he has always done an outstanding job," said Fullerton. "In fact, during the late 1970s and early 1980s, he was the right-hand man of the director of the agency at that time. Spencer has an excellent knowledge of the management and maintenance of the department's facilities. He also knows how to provide the support services necessary for the agency's staff to do their jobs of serving the public. He will do an excellent job as an assistant commissioner."
A native of Savannah, Dillard is a 1963 graduate of Benedictine Military School and a 1969 graduate of Armstrong Atlantic University, both of that coastal city. He holds a bachelor of business administration degree in marketing from Armstrong.
After graduation from college, Dillard joined the agency in Atlanta as an unemployment insurance claims taker for federal employees and ex-service personnel. Later, he worked as a management analyst in the budget office, before being named administrative assistant to the late Judge Walter O. Brooks, who was then the director of the employment security agency, the second highest position in the department. In 1992, Dillard was named director of facilities management, a post he held until his recent promotion.
He is a member of the Georgia Association of State Facilities Administrators and the National Association of State Facilities Administrators. He is also a member of the board of trustees of the Trinity United Methodist Church in Cartersville.
Dillard is married to the former Marcia Hill of Cartersville. The couple has two grown children: Michael, 23, a senior at the University of Georgia in Athens, and Cathleen, 20, a student at the Savannah College of Art and Design.
