PLANS AND PROGRAM DEVELOPMENT
CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with external customers and will provide GCIC end users the ability to search, track and report customer interactions throughout business units. Monthly Update - There are no updates this month. CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, and GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an eLearning environment. Monthly Update - Training Staff handled 221 phone calls, 1,318 emails, 26 crystal reports and managed LMS user account additions. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs.
15

GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Information Services section of GCIC is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). The selected vendor shall also handle receiving fingerprint search results and disseminating results to the requestor. Monthly Update - The map of GAPS locations was rolled into production and a change request was presented to Thales for additional enhancements to the map.
16

GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS)
Project Description - The message switch provides a means of communication between federal, state, and local law enforcement agencies throughout the state of Georgia, the United States, and other countries, and to take advantage of new features and advances in technology. GCIC is looking to upgrade or replace this system.
Monthly Update - The team meets weekly to review the project and discovery meetings have been held to discuss the work required to connect to AIX, SOR, GDC, DDS/DOR and CCH interfaces, in addition to a potential cloud solution.
HUMAN RESOURCE (HR) TIMESHEET PROJECT
Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time.
Monthly Update - The programmer continues to incorporate business rules within the application.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT
Project Description - The National Incident Based Reporting System (NIBRS) collects law enforcement data on each single incident and arrest for each offense for which specific facts are collected. GBI is in the process of replacing the current UCR summary-based system with this system.
Monthly Update - The Bias Crime UAT/GATEST was completed and once confirmed by GBI, the vendor will plan for deploying the Hate Crime functionality to GAPROD. The 2019 Publication has been downloaded to the Public Portal and Optimum is working on the 2020 Publication.
All software development and QA work, including XML upload of Incidents and Reports generation, has been completed. The users at GBI have also performed the User Acceptance Tests (UAT) and signed off. GBI completed the Bias Crime UAT/GATEST and provided the testing results: All functionalities "Passed". GBI has approved and signed off on everything on our end; and confirmed for Optimum to plan deployment of Hate Crime functionality to GAPROD.
Optimum generated the 2020 Publication in GAPROD for GBI review and there are a few issues related to the Crime clock and alignment of tables/graphs. Optimum is working on the fixes and has requested additional time; estimated to require two more weeks. The GBI obtained the GA 2020 ORI Population File from the FBI and provided to the vendor as required for the 2020 Publication. Also, GBI is also in the process of pulling the LEOKA deaths needed by Optimum.
17

RAP BACK PROJECT Project Description - The Rap Back (RB) project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - Thales deployed Rap Back service into production on 8/30/2021 and TNET/AFIS is processing Rap Back transactions as of this date. Several issues/bugs were found while GCIC staff monitored the transition and Thales and GCIC NCJ staff are working diligently to resolve the issues. SERVER REFRESH Project Description - GBI is working in collaboration with GTA with the replacement, installation and configuration of several server hardware replacements and software installs. Monthly Update - GBI continues to work on migrating different applications and migration to the new POR servers was completed. A few records are missing from the new production system and the team is working with Unisys/GTA on a resolution.
