PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT Project Description - The Child Fatality Review (CFR) Unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have requested additional reporting capabilities. Monthly Update - The developer continues to work on programming business requirements.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with external customers and will provide GCIC end users the ability to search, track and report customer interactions throughout business units. Monthly Update - There are no updates this month.
CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, and GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an eLearning environment. Monthly Update - Individuals attempting to complete CJIS Network Operator Certification/Recertification trainings encountered several issues. As a result, the training is being re-developed to operate with all web browsers. Training Staff handled 163 phone calls, 2,252 emails, 36 crystal reports and managed LMS user account additions. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs.

GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Information Services section of GCIC is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). The selected vendor shall also handle receiving fingerprint search results and disseminating results to the requestor. Monthly Update - The GAPS application is experiencing several issues and the vendor is working on a resolution. A call has been scheduled (February 25) with the Georgia APS Steering Committee to discuss all outstanding issues.
GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS)
Project Description - The message switch provides a means of communication between federal, state, and local law enforcement agencies throughout the state of Georgia, the United States, and other countries, and to take advantage of new features and advances in technology. GCIC is looking to upgrade or replace this system.
Monthly Update - The GBI team began meeting with the vendor to discuss the project and is working on detailed technical specifications. After technical specifications of the system design have been reviewed and accepted, discovery, design and development will begin.
HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - There are no updates this month.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects law enforcement data on each single incident and arrest for each offense for which specific facts are collected. GBI is in the process of replacing the current UCR summary-based system with this system.
Monthly Update - The vendor is working on the NIBRS 2019 Publication and Bias Crime Application content and the GBI Team is working on correcting the GA Publication Data modification of 722 incidents.

RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - Team members were on the call during formal Non-Criminal Justice NGI Rap Back acceptance testing between GBI AFIS and the FBI, which was performed to assess Rap Back triggers, notifications, and responses. A verbal confirmation of success was given, and a written confirmation is due the first week of March. Monthly calls are held to update GBI on the progress of Rap Back development. The AFIS vendor has been advised of the target go live date of April 1. The GAPS vendor is working to complete all development and testing to meet the go live date. The GCIC Team conducted conference calls with the FBI CJIS representative for guidance regarding comments noted by the FBI audit team on the GBI's Next Generation Identification Noncriminal Justice Rap Back Service Participation Plan for Submitter Appendix 2 application. The NCJ Rap Back Appendix 2 application must be approved by the FBI CJIS team prior to submission of GBI Rap Back transactions.
