Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 1st Quarter FY2021 (July 1 to September 30, 2020) During the 1st quarter, local and state law enforcement agencies used the Georgia ACS Program to store and dispose of hazardous waste from 5 clandestine drug labs. The processing and packaging of materials resulted in 15 hazardous waste containers with a total volume of 315 gallons. The total weight of the hazardous waste was 196 pounds. All 9 Georgia ACS facilities were operational during the quarter. The ACS facility in Carrollton, Georgia was emptied by a DEA hazardous waste disposal contractor. The Memorandum of Understanding (MOU) between the GBI and DEA is currently being renewed. The document has been reviewed and signed by the GBI Director and has been sent to the DEA Atlanta Field Division Special Agent in Charge for his signature. Related MOUs are also being renewed between the GBI and the 9 host agencies that manage the ACS container sites. The new MOUs have been distributed to the local agency program representatives for review. The DEA Training Division has announced its intent to once again begin offering clandestine lab and ACS training to state and local personnel. This training was suspended by DEA in response to COVID-19. We hope to secure an ACS certification course for Georgia as the planning process proceeds.

PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities. Monthly Update - The developer continues to build PDF functionality and user roles for the database. Action items were reviewed and confirmed by CFR lead and staff and additional search criteria data points were added at the request of project stakeholders. The developer introduced a delete entry functionality and will reach out to the Investigative Division to request additional access to a specific database for the project.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update - There are no updates this month.
CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment. Monthly Update - The moratorium on agency visits continues and has been replaced with virtual training. The number of phone calls handled by the Training Staff were unavailable. Staff received 1,165 emails, processed 9 crystal reports and managed LMS user account additions. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs.

DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT Project Description - The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance the title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of phase 2 is January 2021. Monthly Update - GBI received data from DDS with various scenarios for the development of testing documentation. One agency began testing at the end of the month.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor. Monthly Update - Final 4 remaining issues have been tested and confirmed; open issues were closed. There are 2 outstanding project items - identification of GAPS locations within a County and a mobile application. The delivery of the test Mobile App is scheduled for mid-November with a target deployment date of March 2021.
GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS) Project Description - The message switch provides a means of communication between federal, state, and local law enforcement agencies throughout the state of Georgia, the United States, and other countries. GCIC is considering a system upgrade or replacement to take advantage of new features and advances in technology.
Monthly Update - DOAS completed vendor reference checks and the contract was sent to the vendor for review. The project team is preparing for contract signing and the Notice of Intent to Award (NOIA).
HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - The current application has been updated to ensure it is browser independent and it will be deployed in early November. Application changes continue so that all Human Resource requirements are incorporated.

NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - Vendor completed the SRS conversion however XML issues have not been resolved. Deployment of the QAR Dashboard /QAR Review is complete and available in the NIBRS Portal. NIBRS Bias Crime reporting is scheduled for deployment in May 2021.
RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - The target date for resolution of all AFIS integration testing issues was missed, though programmers continue to work on resolving open issues. A different internal escalation path will be taken to allow more programming time to finish up the open issues and to obtain a new commitment date. The team also started work on a fallback plan in the event the project timeline is pushed to the new year. The plan would be implemented for a large volume agency to submit subscription registrations. The GAPS vendor began work on the user interface (UI) portion and on the back-end implementation of the NIST package to AFIS. A live demo was performed and the GBI team provided guidance and feedback. The GCIC internal project team discussed the Non-Criminal User Test plan with the FBI and AFIS vendor. GBI continue to send test transactions to FBI.
