Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 2nd Quarter FY2021 (October 1 to December 31, 2020) None of the nine Authorized Central Storage sites received hazardous materials related to clandestine methamphetamine labs during the 2nd Quarter of FY2021. This is consistent with a trend in the southern United States whereby methamphetamine availability has shifted away from a model of production in small individual illicit labs. The current model involves production outside of the United States (typically Mexico), smuggling into the country dissolved in a cover substance ranging from diesel fuel or molasses and transformed to a usable product in "conversion labs" in the United States. Several large conversion labs have been discovered and worked by various law enforcement agencies in Georgia; however, these types of labs typically generate in excess of 200 pounds of hazardous waste which requires an on-site response by a hazardous waste contractor. Because of this, disposal is not facilitated through the Georgia Authorized Central Storage program. All nine Georgia ACS facilities were operational during the quarter. The ACS program Memorandum of Understanding (MOU) between the GBI and DEA was renewed during December of 2020. Related MOUs between the GBI and the five of the nine host agencies that manage the ACS container sites have been renewed. The remainder are in the process of renewal. The DEA Training Division has announced its intent to once again begin offering clandestine lab and ACS training to state and local personnel. This training was suspended by DEA in response to COVID-19.

PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities. Monthly Update - The project manager and developer met to review mandatory items and eliminated the database requirement of SYD data. Current tasks are being assessed and the project schedule is being updated. CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update - There are no updates this month. CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, and GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an eLearning environment. Monthly Update - The training staff handled 74 phone calls, 936 emails, 13 crystal reports and managed LMS user account additions. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs.

DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT Project Description - The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of phase 2 is January 2021. Monthly Update - Testing and planning continues in anticipation of going live January 2021.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminating results to the requestor. Monthly Update - There are no updates this month.
GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS) Project Description - The message switch provides a means of communication between federal, state, and local law enforcement agencies throughout the state of Georgia, the United States, and other countries to take advantage of new features and advances in technology. GCIC is looking to upgrade or replace this system. Monthly Update - The team held an introductory meeting with the new vendor. GBI began working on system design documentation for existing GCIC systems to provide to the vendor; also working with CapGemini to ensure the readiness of the server environment prior to software installation.
HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - There are no updates this month.

NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for offenses coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - The vendor continues to work on a resolution for NIBRS XML issues and testing continues with GBI and at the agency level. The vendor is also working on the NIBRS 2019 Publication and development of the NIBRS Bias Crime Report. RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - The GCIC team continues to hold weekly calls. The AFIS vendor is implementing the Rap Back fall back plan while assisting the GAPS vendor with test transactions. Testing will be delayed until late January 2021.
