PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT
Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities.
Monthly Update - The developer continues coding and the CFR staff continues application testing. Once the CFR staff has comprehensively tested the site and the developer has responded to CFR staff feedback, the team will move to a biweekly meeting format as the Go Live date approaches.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM)
Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units.
Monthly Update - The training unit continues development of generalized training and instructions for GCIC unit test groups. Voice-Over is the remaining work to be completed; training will be completed in May.
CUSTOMER SUPPORT & TRAINING
Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment.
Monthly Update - A few of the courses completed that were reported in the charts last month were incorrect. The correct numbers are (eLearning DPH THC Oil Registry 12, Focus on Criminal Justice and the Elderly 25, Human Trafficking Awareness Training 29, National Incident Based Reporting System (NIBRS) 37, Protective Order Registry 3, Sexual Harassment for Employees 9). Trainings completed online and within classrooms are included in the charts. The Training Staff handled 87 phone calls, 835 emails, processed 12 crystal reports and managed LMS user account additions. As of mid-March, the training unit has transitioned from face-to-face classroom training to an online environment. Multiple webinars and one-on-one trainings are being completed to meet the State of Georgia training needs. New training is being developed and outdated courses will be removed from the LMS.

DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT
Project Description - The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance the title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of phase 2 is January 2021.
Monthly Update - Waiting on DDS DRIVES team to load more data into the test environment. Unisys LEMS support provided additional documentation on State fields/XML stylesheets and the DRIVES team is in the process of reviewing and updating their system. Issues with photo retrieval still exist for out-of-state queries. Unisys successfully developed a new stylesheet to resolve the issue.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT
Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor.
Monthly Update - End to end testing continues. UAT issues were found that were corrected during the final round of UAT at the end of April. Final UAT was deemed successful. The GCIC NCJ training team needs time to train external users prior to the system going into production and have requested that 45-60 days be allocated for training. The Go Live date has been pushed back to accommodate user training and will be revisited end of May.
GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS)
Project Description - The message switch provides a means of communication between federal, state and local law enforcement agencies throughout the state of Georgia, the United States and other countries and to take advantage of new features and advances in technology, GCIC is looking to upgrade or replace this system.
Monthly Update - The team assigned point allocations for the GLEMS solicitation package and sent the information to the issuing officer (DOAS) for review and feedback. The new solicitation close date is May 4.
HUMAN RESOURCE (HR) TIMESHEET PROJECT
Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time.
Monthly Update - No accomplishments for this reporting period.
16
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - The vendor continues to work on developing and creating application fixes, conducting internal testing, working on issues that were discovered with the Publication Portal and deploying several items to GATEST for UAT. The application team is working on the development of the UCR/NIBRS data requests, XML error notifications and county code issues. The GA Public portal changes to crime statistics have been completed and moved to the production environment.
RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - System Acceptance Test (SAT) between GBI, AFIS vendor and the CCH vendor is expected to be completed by mid-May. The project has a June 1 deployment date to rollout the changes completed (excluding the Rap back responses since the GAPS changes will be completed 3rd quarter). Weekly conference calls will start with the GAPS vendor at the conclusion of the GAPS project. The first projected call is scheduled for 5/14.
