Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 4TH Quarter of FY2019 April 1 to June 30, 2019 No hazardous waste was submitted for temporary storage during the 4th quarter. This reflects a trend toward bulk production of methamphetamine in Mexico, mixing with a cover substance such as diesel fuel for smuggling into the United States and conversion to consumable methamphetamine product once inside the U.S. Numerous "conversion labs" were encountered and processed by Georgia law enforcement agencies during the quarter, however due to the quantity of hazardous waste involved (in excess of 220 pounds each), these materials are not submitted to the ACS program for temporary storage. Given the large quantity waste encountered at conversion labs, a DEA contractor responds directly to the lab and collects the hazardous waste at the scene. This shift in methodology has prompted DEA leadership to begin planning to revise the current ACS program to begin addressing conversion labs as well as smaller, traditional labs. The Sumter County ACS site was emptied by a DEA contractor. All 9 Georgia ACS facilities were operational. An ACS Officer Certification Course was held at the Georgia Public Safety Training Center in April. This course was taught by DEA Instructors and DEA contract instructors. Eighteen (18) officers successfully completed the course.

PLANS & PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT
Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities.
Monthly Update - The developer met with stakeholders to review changes suggested from the demonstration. A new email distribution list was created for the developer to send system notifications from the CFR application. It was also decided that the project team would meet each month until the project is complete.
CRIMINAL JUSTICE EXCHANGE PROJECT (CJEP)
Project Description - CJEP will incorporate the electronic exchanges of information between state and local criminal justice agencies in Georgia and will involve the coordination of multiple agencies and vendor applications. The goals of the project are to create seamless connections between systems, establish a single, consistent architecture adopted to guide all aspects of program implementation and to establish a governance structure that views criminal justice as a statewide community.
Monthly Update - Progress with project development continues. The project team is working with vendors and agencies to support ongoing exchanges in all environments. The Criminal Case Data Exchange Governance meeting was rescheduled to 07/02/19.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM)
Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units.
Monthly Update - No significant changes.
CUSTOMER SUPPORT & TRAINING
Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment.
Monthly Update - The trainings completed online and within the classrooms for the month are included in the charts. The LMS Staff handled 117 phone calls, 475 emails, processed 0 crystal reports and managed LMS user account additions.

DEPARTMENT OF DRIVER SERVICES (DDS) - CARD PRODUCTION SERVICES (CPS) Project Description - The Department of Driver Services is working with a new vendor on a card production service. The new system will provide GCIC with a driver's license (DL)/ID photograph when a driver inquiry is performed. The latest image for a DL number will be retrieved by GCIC via a web service call. Monthly Update - GCIC continues to work with the DDS vendor in retrieving photos using test records. GCIC met with Unisys and determined that the old Operating System (Server 2008) was impacting the progress. Unisys had to rewrite the message switch code for the photo vendor. After extensive modifications and windows registry changes, GCIC and DDS were able to successfully retrieve a photo using Portal XL in the test environment.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor. Monthly Update - The GAPS vendor corrected issues found during Phase One UAT and the NCJ unit began testing the corrections.
HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update - No significant changes.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - The vendor deployed the Family Violence report for NIBRS to the public portal and GBI continues UAT for the GA Test Region.

RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update - The project kick-off meeting was held to discuss the key systems involved in the project as well as the project approach. A meeting was scheduled between the CCH and GAPS vendors to discuss the project task dependencies and the schedule of all vendors included in the project. SEX OFFENDER REGISTRY TOOL (SORT) ENHANCEMENT PROJECT Project Description - Continued enhancements to SORT application to meet the needs of local law enforcement and public. Monthly Update - GBI met with Watch Systems and discussed Offender Watch interface's test system IP address, test plan/timeline and handling instances of duplicate data. GCIC researched and fixed issues with the SORT admin website for SORT enhancements. Issues concerning the address delete link which was erroring in both the test and production environments was resolved. SORT reports were modified to include changing annual verification letters from Excel to Word in SSRS subscription, fixed the Auditor Admin report and generated reports for offenders with no NIC numbers.
