PLANS & PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT
Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities.
Monthly Update - There are no accomplishments for this reporting period.
CRIMINAL JUSTICE EXCHANGE PROJECT (CJEP)
Project Description - CJEP will incorporate the electronic exchanges of information between state and local criminal justice agencies in Georgia and will involve the coordination of multiple agencies and vendor applications. The goals of the project are to create seamless connections between systems, establish a single, consistent architecture adopted to guide all aspects of program implementation and to establish a governance structure that views criminal justice as a statewide community.
Monthly Update - The core project team continues to discuss the progress of the exchange implementations during daily cadence meetings. A letter of interest was sent out to 31 county clerks regarding their county's participation in the Phase 1 CJEP Enterprise Roll-Out. A demo of the project was presented to the Criminal Case Data Exchange Board and the House Appropriations Public Safety Subcommittee. The e-Filing exchange for Dawson County was implemented in production on 11/6/18.
CUSTOMER RELATIONSHIP MANAGEMENT (CRM) APPLICATION PROJECT
Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units.
Monthly Update - The CRM team completed a demo of the ongoing work on CRM and issues were found with the CRM email feature. The team plans to meet with Microsoft for assistance. A web form was created for distribution to local agencies to further assist with gathering updated contact information for upload into the CRM database.
CUSTOMER SUPPORT - TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment.
Monthly Update - The trainings completed online and within the classrooms for the month are included in the charts. The LMS Staff handled 152 phone calls, 1089 emails and managed LMS user account additions.
14

15

DEPARTMENT OF REVENUE (DOR) DRIVES PROJECT
Project Description - The purpose of this project is to document, configure, integrate, and test two interfaces with the new DOR Driver Record and Integrated Vehicle Enterprise System (DRIVES). The two new interfaces will use existing LEMS Web Services capabilities with National Information Exchange Model (NIEM) Extensible Markup Language (XML) message formats. One interface will be used to send and receive vehicle registration queries and responses to and from DRIVES. The other interface will be used to receive stolen vehicle requests and responses to and from DRIVES.
Monthly Update - The DRIVES vendor continues to work with GBI's message switch vendor for on-time completion of the project. Significant progress has been made concerning the communication exchanges in the test environment and opening necessary ports in production. GBI experienced issues with the AML message switch and its inability to attach simple PDF files. GBI modified the stylesheets but the problem still exists. GBI will work with Nlets to see if they would accept a PDF in NIEM or GJXDM formats. GETS responded to the service ticket that was submitted for upgrading the existing system to 2008 R2 (to accommodate the latest .NET framework and LEMS application versions) and stated that there is not enough time to complete by the November 30th deadline. Thus, GBI is researching the time and effort required for upgrading the server to a more current OS version such as 2016 or 2012 R2.
GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT
Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor.
Monthly Update - Bi-weekly meetings are held to receive status updates on development milestones. The vendor provided the first deliverable (Manage Agency Users Credentials/Approve Applicant Registration) to GBI for User Acceptance Testing. GBI encountered technical difficulties interacting with the testing website and the vendor is working to resolve the issues.
HUMAN RESOURCES (HR) TIMESHEET PROJECT
Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time.
Monthly Update - There are no accomplishments for this reporting period.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT
Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data.
16

Monthly Update - The vendor provided four additional training videos that were posted to the GCIC SharePoint application for review. Additional NIBRS system modules were purchased by GBI and the vendor will begin development for: Automated Crime Publication, QAR Dashboard, and QAR Review Process.
RAPBACK PROJECT
Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions.
Monthly Update - The project team met to gather high-level Rap Back information. A meeting was also held with the GBI AFIS vendor to gather change requirements. The project will require changes to three of GBI's existing systems. GBI will respectively work with these vendors to make the necessary enhancements for the Rap Back process.
SEX OFFENDER REGISTRY TOOL (SORT) ENHANCEMENT PROJECT
Project Description - System enhancements for the SORT application. Phase 1 will consist of modifications to the application used by Sheriff's Offices, the public website, NCIC web services and SORT Reports. Phase 2 will focus on the web service between SORT and AFIS for the upload of SORT documentation.
Monthly Update - The SORT interface & IA interoperability has been completed. The testing and development of SORT Entry Service Logging and Authentication & Update Service Enhancement was completed and moved to the SORT production server. The vendor has agreed to conduct failover testing once GBI establishes the proper environment.
SHAREPOINT CONFIGURATION PROJECT
Project Description - The SharePoint tool will be used as an internal web portal for organizing and sharing information as an employee collaborative tool for internal communication. The portal will also include an Intranet application for each of the three GBI divisions that would allow content management, document repository and information sharing of announcements, news and department information.
Monthly Update - There are no accomplishments for this reporting period.
