Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 4th Quarter FY2018 (April 1 to June 30, 2018) During the 4th quarter, local and state law enforcement agencies used the Georgia ACS program to store and dispose of hazardous waste from 11 clandestine drug labs discovered in Georgia. The processing and packaging of materials resulted in 36 hazardous waste containers with a total volume of 382 gallons. The total weight of the hazardous waste was 269 pounds. All 9 Georgia ACS facilities were operational during the 4th quarter. Totals for FY2018 include 35 clandestine labs resulting in 237 containers of hazardous waste with a volume of 3,282 gallons and a weight 1,225 pounds.

PLANS AND PROGRAM DEVELOPMENT
APPLICATION DEVELOPMENT - Protective Order Registry
Project Description - To provide better information sharing, the Georgia Protective Order Registry (POR) is being updated to improve record data quality and expanding database capabilities by replacing the existing application and infrastructure.
Monthly Update - The new POR was deployed June 25 and the team is currently working on resolving message switch transactions (QPOR and DQ) to be incorporated within the new system.
CHILD FATALITY SYSTEM REVIEW PROJECT
Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities.
Monthly Update - The developer is working on developing SQL Server Integration Services (SSIS) packages to connect to DOFS. The target date for project completion is December 2018.
CRIMINAL JUSTICE EXCHANGE PROJECT
Project Description - The Georgia Bureau of Investigation will programmatically own an initiative of the Governor's Office entitled Criminal Justice Exchange Project (CJEP). CJEP will incorporate the electronic exchanges of information between state and local criminal justice agencies in Georgia. Each exchange automates a manual, paper-based criminal justice business process and will follow a criminal case lifecycle from booking through disposition and supervision. The goals of the project are to create seamless connections between systems, establish a single, consistent architecture adopted to guide all aspects of program implementation and to establish a governance structure that views criminal justice as a statewide community. The exchanges will involve the coordination of multiple agencies and vendor applications.
Monthly Update - GBI, GTA, Consultants, Statewide Stakeholders and vendors continue to meet and work towards the completion of project data exchanges by the October 2018 release date. The GBI is working with vendors to install server patches and will schedule testing after the installation.
CUSTOMER SUPPORT - TRAINING
Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance and other supported law enforcement training to both criminal and non-criminal justice agencies, municipal, magistrate and probate courts across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment.

Monthly Update - The GBI online Learning Management System contains several videos and online classroom training available to agencies and vendors of law enforcement agencies. The trainings completed online and within the classrooms for the month are included in the charts. The LMS Staff handled 92 phone calls, 854 emails and managed LMS user account additions. The Customer Support Training team also developed and delivered agency training on GCIC programs/applications, and the training staff completed teach backs to gain insight and feedback for improving overall quality of training content and delivery.

DEPARTMENT OF REVENUE (DOR) DRIVES PROJECT
Project Description - The purpose of this project is to document, configure, integrate, and test two interfaces with the new Georgia Department of Revenue (DOR) Driver Record and Integrated Vehicle Enterprise System (DRIVES). The two new interfaces will use existing LEMS Web Services capabilities with National Information Exchange Model (NIEM) Extensible Markup Language (XML) message formats. One interface will be used to send and receive vehicle registration queries and responses to and from DRIVES. The other interface will be used to receive stolen vehicle requests and responses to and from DRIVES.
Monthly Update - The GBI and DOR met to discuss the risk of being the first to utilize a fully compliant NIEM web service to NCIC. The GBI vendor confirmed that there is minimal risk involved. GBI personnel connected to the DOR FTP server and downloaded the certificate to consume the DOR web service. GBI is currently in the process of installing and configuring the certificate on the message switch and will conduct testing once the appropriate firewall rules are in place.
FINANCE ACCOUNTS RECEIVABLE (AR) SYSTEM PROJECT
Project Description - GBI Finance/Accounting requested a new accounts receivable system to process fee invoices and payments.
Monthly Update - Finance continues to explore the option of either hiring a consultant to complete RFP requirements for a second posting, or hiring a consultant to develop a customized system to fully meet the needs of the Accounts Receivable unit.

GCIC TRAINING SYMPOSIUM
Project Description - The GCIC Training Symposium is designed to offer continuing education with the goal of providing vital knowledge regarding GCIC and federal law enforcement programs to both the criminal justice and non-criminal communities.
Monthly Update - The project team continues to complete tasks for the symposium. Paid reservations total close to 600.
GEORGIA APPLICANT PROCESSING SYSTEM REPLACEMENT (GAPS) PROJECT
Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor.
Monthly Update - The vendor was awarded the proposal and a contract was signed by GBI. The project kick-off meeting is scheduled for July 2018.
HUMAN RESOURCES (HR) TIMESHEET PROJECT
Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time.
Monthly Update - Application development continues as the programmer works to resolve problems with time features (unlimited Time-In and Time-Out)
INFORMATION SERVICES CRIMINAL HISTORY APPLICATION REDESIGN PROJECT
Project Description - A redesign of the web application used by Information Services staff to log and track activities performed on criminal history information as well as services performed for the public.
Monthly Update - The application developer continues to work on completing outstanding tasks. There are six additional requirements the IT programmer is working on that make up the first phase of the CCH redesign project.
LAW ENFORCEMENT MESSAGE SWITCH (LEMS)
Project Description - The message switch provides a means of communication between federal, state and local law enforcement agencies throughout the state of Georgia, the United States and other countries and to take advantage of new features and advances in technology, GCIC is looking to upgrade or replace this system.
Monthly Update - The Project Manager is reviewing the three recommendations suggested by GTA to add to the RFP requirements: listing of the current architecture and interface of the system, project management implementation approach and defined roles and responsibilities of all parties.

NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update - The State of Georgia received FBI Certification as a NIBRS state. GBI is preparing to shut-down all Family Violence FTP data transmissions on June 30, 2018 to complete the migration and QA of Family Violence data. The project team plans to meet to discuss and finalize the process of year end reports. SEX OFFENDER REGISTRY TOOL (SORT) ENHANCEMENT PROJECT Project Description - System enhancements for the SORT application. Phase 1 will consist of modifications to the application used by Sheriff's Offices, the public website, NCIC web services and SORT Reports. Phase 2 will focus on the web service between SORT and AFIS for the upload of SORT documentation. Monthly Update - The vendors have completed the vendor vetting process and continue to support application development through testing and system access. SHAREPOINT CONFIGURATION PROJECT Project Description - The SharePoint tool will be used as an internal web portal for organizing and sharing information as an employee collaborative tool for internal communication. The portal will also include an Intranet application for each of the three GBI divisions that would allow content management, document repository and information sharing of announcements, news and department information. Monthly Update - No accomplishments for this reporting period.
