2. AUDITS: During the reporting month there were 16 full service audits conducted. There were 9 on-site audits conducted for agencies with "inquiry only" access from the CJIS network; 18 criminal justice E-Audits; and 70 fingerprint/disposition audits. The total number of audits conducted during FY2014: 283.

3. TRAINING: GCIC personnel provided 221.25 hours of training to 850 criminal justice agency employees during the month.

4. AFIS REPLACEMENT Project Description: GCIC has replaced the Georgia Bureau of Investigation's 22 year old Automated Fingerprint Identification System (AFIS). The AFIS replacement enhanced fingerprint identification services to permit identification of criminals more rapidly through the use of state of the art alternative search methods and information sharing. Phase II of the project focuses on the Image Archive system expansion. The expansion allows divisions within GBI to store documents and easily retrieve when needed.

Monthly Update: During this reporting period the Sex Offender Registry staff switched over to the Integra Image Archive system and a final conversion of the CBM Archives data was performed.

Microfilm records received through November have been converted and are ready to search and retrieve via TNET.

5. SEX OFFENDER REGISTRY REDESIGN PROJECT Project Description: In October 2012, GBI implemented a new sex offender management application, Sex Offender Registry Tool (SORT). SORT is a more modernized system that uses the latest web technologies to provide local law enforcement access to centralized up-todate information of sex offenders in their jurisdictions. Local agency staff has direct access to offender data with limited administrative authority to manage users.

The remaining phases of the project are the implementation of the Public Sex Offender Registry using the current (SORT) database and the integration of the SORT with the Department of Corrections' SCRIBE system. Additional phases also include the integration of the SORT system with the newly enhanced Automated Fingerprint Identification System's Image Archive (AFIS/IA) and customized photo and reporting enhancements.

6. SERVER CONSOLIDATION PROJECT Project Description: The Georgia Technology Authority (GTA) will be consolidating production, test and developmental servers to the NADC. Consolidation and virtualization will enable the state to reduce the number of servers being supported. The team will identify which servers can be consolidated and the timeframe to complete the move.
Monthly Update: Last Business Council meeting held on November 20, 2013; the next Business Council meeting will be December 18, 2013.

Project Issues / Risks and Mitigation Progress has been made in the legacy environment but AT&T has significant work to accomplish to correct configuration issues with the SSLX. Steady state support issues need to be addressed prior to the 2nd production cut over of the major applications in May 2014.
Issues with Mitigation Plan Several connectivity issues must be resolved with major applications prior to starting 1st UAT. Each month that production cut over is delayed it pushes the cut over date out another month. Production cut over is now scheduled for May 2014.
Risks:

Status

7. ADVANCED AUTHENTICATION Project Description GBI is working with RSA to implement a solution that will meet requirements outlined in the FBI CJIS Security Policy 5.2 for advanced authentication. The RSA product will integrate seamlessly with the State of Georgia's existing SSL VPN and will offer a comprehensive multi-factor layered protection for all users.
Monthly Update: The GBI continues to make progress in the implementation of the Advanced Authentication services to integrate with the SSL VPN product.
Accomplishments This Reporting Period GBI discovered ports were being blocked and network traffic was not making it to the server. Meetings were held with AT&T and IBM to determine what network services, processes or security features were preventing traffic from passing through.
The project team reviewed the Data Application Flow version 6 and discovered discrepancies in what was in the original version provided to GBI. Issues were found with the set-up of the Juniper Adapter SA6500 communication with the Radius. AT&T created a new diagram that documented the correct Radius Server information. The path for the configuration changes were completed by AT&T that enabled Radius connectivity between AT&T Retail's Juniper-based SSL VPN offering and the GETS Hosting Environment.
Tasks in Progress Currently testing the work that was completed by AT&T Developing UAT plan for each test case scenario
Project Issues/Risks and Mitigation The testing completed by GBI was unsuccessful. GBI is working with RSA to review the logs and configuration to determine why the authentication is failing when testing the user IDs. While RSA has provided continued support to the GBI in the software configuration, as the project progresses RSA will be engaged with other projects and limited time will be committed to being on stand-by for the GBI. FBI deadline of September 30, 2013 not met.
Items Requiring Management Attention/Escalation As the testing and configuration continues, change requests will need to be escalated to eliminate continued project delays.
8. SORNA REALLOCATION GRANT PROJECT Project Description - GBI received a Sex Offender Registration and Notification Act (SORNA) grant award from the Criminal Justice Coordinating Council (CJCC) to assist the State in moving towards compliance with the SORNA portion of the Adam Walsh Act. One of the line items within this grant is the purchase of live scan devices to be used by the Georgia Department of Corrections (GDC) to capture fingerprints and palm prints to verify the identity of individuals entering the State Prison system. Another item included in this grant is the configuration of CCH to accept information from the GBI Automated Fingerprint Identification System (AFIS).

Accomplishments This Period The DOC is in the process of selecting a vendor for the purchase of livescan devices. The GBI met with Unisys to discuss the business requirements for the file transfer process.
Tasks in Progress The GBI is progressing with the development of further business requirements and planning for the following: 1) Modify AFIS to incorporate a new transaction type to capture and retain sex offender finger and palm prints. (Task Projected End date: February 2014). 2) Create a Project Change Request (PCR) to modify CCH to accept profiled DNA information from CODIS. (Task Projected End date: January 2014). 3) Work with Unisys on data file transfer routines. Unisys will create the Statement of Work (SOW) to be approved by the GBI by December 13, 2013 and the work is planned to be completed by February 2014. 4) GBI believes that a contract worker will not be required to compare CODIS records with SORT records since an electronic comparison method has been established. Grant funds will need to be returned or the grant modified to reallocate funds to support other initiatives identified within the grant request. (Task Projected End date: January 2014). 5) Develop specifications for an interface between SORT and the SORNA exchange portal. (Task Projected End date: March 2014)
Project Issues/Risks and Mitigation Delays by DOC with the procurement process will result in the grant funds being reallocated or returned.

9. FILE SERVICES TRANSFORMATION/CONSOLIDATION PROJECT Project Description Move identified GBI File Server data from existing legacy hardware to new operationally stable and supportable hardware.
