2. AUDITS: During the reporting month there were 12 full service audits conducted. There were 19 on-site audits conducted for agencies obtaining "inquiry only" from the CJIS network; 14 criminal justice E-Audits; 40 non-criminal justice audits. The total number of audits conducted during FY2013: 418.
3. TRAINING: GCIC personnel provided 418.50 hours of training to 981 criminal justice agency employees during the month.
4. AFIS REPLACEMENT Project Description: GCIC has replaced the Georgia Bureau of Investigation's 22 year old Automated Fingerprint Identification System (AFIS). The AFIS replacement enhanced fingerprint identification services to permit identification of criminals more rapidly through the use of state of the art alternative search methods and information sharing. Phase II of the project focuses on the Image Archive system expansion. The expansion allows divisions within GBI to store documents and easily retrieve when needed.
Monthly Update: Joint Application Design meetings were held with the GBI Sex Offender, Protective Order Registry, Open Records/Legal/Bingo, Human Resources and Customer Compliance Audit groups to outline each groups needs for storing documents and what key fields will be used to retrieve the information once stored.
GBI Finance is scheduled to meet with the image archive vendor representative regarding the documentation requirements for that group in January 2013.
5. SEX OFFENDER REGISTRY RE-DESIGN PROJECT Project Description: Georgia's Sex Offender Registry (SOR) was created in 1996 and the purpose of the SOR is to provide law enforcement with an efficient and effective method of monitoring sex offenders. In 2010, the Georgia Department of Audits and Accounts Performance Audit Operations conducted an audit on the Georgia SOR and their findings indicated that the SOR is an outdated and inflexible computer system; the registry does not fully meet the needs of law enforcement monitoring and investigating sex offenders and that the public website should provide more complete and accurate information. The information contained in the audit validated issues GBI had noted for some time regarding the need to improve and modernize the SOR.

To remedy the current database limitations, the Georgia Bureau of Investigation (GBI) seeks to modernize and replace the SOR using web technologies, which will allow GBI to accommodate requests from sheriffs and other customers. Moving to web technologies will ensure greater flexibility for the State to incorporate future updates or enhancements as dictated by state or federal legislation, operational needs, or public demands. Increased capabilities would also allow the sex offender database to link to other databases to help improve record accuracy or offender tracking, such as address verification or developing a link with the Department of Corrections for information on re-incarceration of offenders. Offender images would be stored in a format allowing sharing with the Federal Bureau of Investigation's (FBI) National Crime Information Center (NCIC) Convicted Sex Offender File for use by all criminal justice agencies throughout the United States. Access to the public registry would be real time instead of 24 hours old as with the current process of providing a daily update for public web presentation.
Monthly Update: The Application Development Support unit and Sex Offender unit continue to monitor transactions transmitted from SORT to the National Crime Information Center (NCIC).
The Project Team met to discuss the feedback from the local agencies referencing desired changes to SORT. The following changes were requested:
Give the SO access to reports specifically a report each month of the offenders scheduled for annual registration.
Email notifications for changes to the Offender Type Level field should include the level the offender type changed to.
The Sheriffs want the following to be included in the Local Agency user rights: o The ability to edit/delete their photos to SORT o The ability to edit their address entries to SORT o The ability to modify SSN and/or add 000-00-0000 to the SSN field
GBI Admin needs the ability to change the initial registration date of an offender For an offender moving out-of-state, the city field should populate the correct city of
the state the offender moves to. The email notification should include more detailed information and possibly attach a
letter to the out-of-state agency.
The SOR Project team will meet in January 2013 to discuss the next phase SORT Public Website Implementation.
6. SERVER CONSOLIDATION PROJECT Project Description: The Georgia Technology Authority (GTA) will be consolidating production, test and developmental servers to the NADC. Consolidation and virtualization will enable the state to reduce the number of servers being supported. The team will identify which servers can be consolidated and the timeframe to complete the move.
Monthly Update: We are now on a once a month schedule for the SCON Business Council meetings. The last meeting was held on December 19, 2012.

7. ADVANCED AUTHENTICATION Project Description - The CJIS Security Policy is published by the FBI in partnership with the CJIS Advisory Policy Board (APB). The CJIS Security Policy integrates presidential directives, federal laws, FBI directives and the criminal justice community's APB decisions along with guidance from the Natinal Institute of Standards and Technology (NIST) and the National Crime Prevention and Privacy Compact Council (Compact Council). The goal of the Security Policy is to provide a unified set of standards and best practices to ensure that criminal justice information (CJI) is kept secure and only accessed by authorized personnel in the performance of their duties and that appropriate controls are in place to protect CJI, from

creation through dissemination; whether at rest or in transit. In order to meet the obligations outlined in the FBI CJIS Security Policy 5.0 (CJISD-ITS-DOC-08140-5.0), GBI will implement an advanced authentication solution that will integrate seamlessly with the States' existing SSL VPN solution. GBI is working with RSA the Security Division of EMC to implement the RSA Adaptive Authentication (On-Premise) application. This solution offers a comprehensive multi-factor layered protection for all users. This risked-based authentication (RBA) technology will conduct a risk assessment to positively assure the user's identity and to detect fraudulent activity.
Monthly Update: GBI/GCIC selected RSA/EMC to provide Advanced Adaptive Authentication services. Several conference calls to discuss the business requirements were held in October and November between GBI, RSA/EMC, IBM and ATT. After the final business requirements were determined GBI entered a "freeze period" in which RSA/EMC will remain disengaged in the process until all hardware is successfully procured. Georgia Technology Authority (GTA) has requested that IBM submit a proposal for providing the infrastructure to host the RSA Adaptive Authentication solution. IBM submitted a Customer Solution Proposal (CSP) to GBI on December 28. GBI is currently reviewing the proposal for approval.
Once approved, the next steps are to procure and install the necessary hardware required for the application, re-engage RSA/EMC for implementation, provide training and deploy the solution by the September 2013 compliance date.
