2. AUDITS: During the reporting month there were 10 full service audits conducted. There were 7 on-site audits conducted for agencies obtaining "inquiry only" from the CJIS network; 2 criminal justice E-Audits; 19 non-criminal justice audits; and 6 fingerprint/disposition audits. The total number of audits conducted during FY2012: 752.

3. TRAINING: GCIC personnel provided 330.75 hours of training to 1,633 criminal justice agency employees during the month.

4. AFIS REPLACEMENT Project Description: GCIC is replacing the Georgia Bureau of Investigation's 22 year old Automated Fingerprint Identification System (AFIS). The AFIS replacement enhances fingerprint identification services to permit identification of criminals more rapidly through the use of state of the art alternative search methods and information sharing.

Monthly Update: Weekly AFIS Replacement Project Manager and Monthly Executive status meetings are held to assure that the project remains on track.

The NIST conversion of slap prints is complete. The switchover date has been pushed back to June 18th due to issues with internal vendor processes.

Tenprint and Latent Acceptance Test have begun. The Implementation Plan was approved and signed. A purchase order for the expansion of the image archive system was requested.

5. SEX OFFENDER REGISTRY RE-DESIGN PROJECT Project Description: Georgia's Sex Offender Registry (SOR) was created in 1996 and the purpose of the SOR is to provide law enforcement with an efficient and effective method of monitoring sex offenders. In 2010, the Georgia Department of Audits and Accounts Performance Audit Operations conducted an audit on the Georgia SOR and their findings indicated that the SOR is an outdated and inflexible computer system; the registry does not fully meet the needs of law enforcement monitoring and investigating sex offenders and that the public website should provide more complete and accurate information. The information contained in the audit validated issues GBI had noted for some time regarding the need to improve and modernize the SOR.

To remedy the current database limitations, the Georgia Bureau of Investigation (GBI) seeks to modernize and replace the SOR using web technologies, which will allow GBI to accommodate requests from sheriffs and other customers. Moving to web technologies will ensure greater flexibility for the State to incorporate future updates or enhancements as dictated by state or federal legislation, operational needs, or public demands. Increased capabilities would also allow the sex offender database to link to other databases to help improve record accuracy or offender tracking, such as address verification or developing a link with the Department of Corrections for information on re-incarceration of offenders. Offender images would be stored in a format allowing sharing with the Federal Bureau of Investigation's (FBI) National Crime Information Center (NCIC) Convicted Sex Offender File for use by all criminal justice agencies throughout the United States. Access to the public registry would be real time instead of 24 hours old as with the current process of providing a daily update for public web presentation.
Monthly Update: A new Project Change Request (PCR) was submitted to extend IBM's involvement through May 28, 2012. The original closure date for IBM was January 13, 2012.
The SOR unit continues to work resolving the issue of matching charge codes entered on the registry with the corresponding NCIC code.
The Georgia Sex Offender Registry will send notifications to NCIC to update Sex Offender data on the national registry. A meeting with Unisys, the vendor contracted to implement the web services integration, was held to discuss how the new Sex Offender Registration Tool (SORT) would submit updates to NCIC and exchange data with the Georgia Department of Corrections (GDOC). The meeting included representatives from the Georgia Department of Corrections (GDOC), Pardons and Parole, Probations and Sex Offender Registry Review Board (SORRB).
Also discussed at the meeting were the required formats and data fields that will be used to receive and submit data to the SORT application. Unisys presented a proposed method of using "LEMS Services" of web services to communicate between SORT & LEMS/JX and between GDOC and LEMS/JX to allow messages between the SORT and GDOC's SCRIBE system.
The specifications for the message format and structure will use XML and where no XML exist, the format will be developed in the standard Information Exchange Package Documentation (IEPD) that conforms to the National Information Exchange Model (NIEM).
Jim McNeal, contractor hired to customize SORT, has completed customization of the SORT application in the following areas:
Added SRN (System Registration Number) to Offender Summary Bar
The SRN has been added to the offender summary bar the 1st field in the 1st column. The "Active" status has been moved to the last field in the 2nd column.
Added "State Incarcerated" field to Offender Main Form
Added a checkbox field "State Incarcerated" to the offender's main form and integrated this field into the auditing process.

6. SERVER CONSOLIDATION PROJECT Project Description: The Georgia Technology Authority (GTA) will be consolidating production, test and developmental servers to the NADC. Consolidation and virtualization will enable the state to reduce the number of servers being supported. The team will identify which servers can be consolidated and the timeframe to complete the move.

Monthly Update: April SCON Business Council Meeting was held on April 30, 2012. We are currently following up on two critical items that came out of the Business Council meeting. We are meeting with Courtview and GTA on May 3, 2012 and will have an RFS inputted into the system for an Upgrade of Oracle 10 to 11 by May 7, 2012. We are also providing the analysis required to include within an IBM PCR for SCON server changes from small to medium. This must be done by close of business May 3, 2012.

7. WEBSITE RE-DESIGN PROJECT Project Description: The GBI website will be re-designed to better enable the public to find relevant, accurate, up-to-date information. In addition, each division will have a focal point identified to update their websites to improve efficiency. The new website will be consistent with the State of Georgia's website design using Drupal.

Monthly Update: The GBI website is scheduled to be migrated to Drupal in July. The migration will include a redesign of the website using one of eight style tiles that the GTA has created for State Agency websites. A meeting will be held with GTA representatives in June to choose GBI's design and finalize other details before the migration. The team continues to:

Improve readability to meet the e-government's recommendation of content being at a 5th 8th grade reading level.
Add pictures to complement existing text.
Delete any old/expired content.
Identify content that links to external sites and add an alert to notify the public that they are leaving the GBI website.
