Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2018 To Date)
The average for the State Fiscal Year 2018 To Date reveals an increase of 2.6% since last State Fiscal Year of total CPS Cases. During the month of February 2018 there was a slight increase in total cases of 1% since January 2018. Comparatively Georgia had 4% increase in cases in February 2018 as compared to February 2017.

(State Fiscal Year 2018 To Date)
Family Support cases continued to decrease since October 2017 by 18.5% in February 2018 with an overall improvement in the average cases of 7.8% decrease for the State Fiscal Year 2018 to date over State Fiscal Year 2017. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2018 To Date)
Through February 2018 (SFY 2018 to date) there was a 9.9% increase in the number of Family Preservation cases since SFY 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017 and increasing for the final two months of SFY 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015.

Outcome IC Child Protective Services Cases
Investigation Cases Only
(State Fiscal Year 2018 To Date)
Since the beginning of SFY 2018 Investigation cases have shown a 15.9% increase in average caseloads over SFY 2017. During July 2017 there was a 12% decrease over June 2017 cases followed by increases in August through October of 32% and decreases through January 2018. February 2018 revealed a 5.6% increase over January 2018. Investigation cases declined during the first semester through February 2017 by 43% during SFY 2017. A similar trend is seen from SFY 2014 SFY 2017 of an increase from February March.

Outcome II Recurrence of Substantiated Child Maltreatment (February 2017 February 2018)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment since February 2017. The trend reveals that Georgia has consistently maintained a low recurrence rate below the national standard of 5.4%. Slight increases can be seen since October 2017.

Outcome III Disposition of Child Abuse and Neglect Reports
(February 2017 February 2018)
Of the CPS cases that had a disposition during the month of February 2018 41.3% were Family Support 27.5% were screen outs and 31.2% were Investigations. Only 19.9% of Investigations were substantiated. The overall yearly trend shows the number of CPS Dispositions resulting in Family Support cases were higher through February 2018. Dispositions of CPS Cases that were Screened Out cases while lower than Family Support were less than investigations in June July August of 2017 and January through February 2018. Total investigations increased through March 2017 with fluctuations marked by an increase in August and October 2017 decreases in November and December 2017 and increases in January through February 2018. Comparatively there were more investigations (33%) and substantiations (45%) in February 2018 than February 2017.

Outcome IV Subsequent Case-Types of Investigations (February 2017 February 2018)
According to February 2018 s data 14% of Investigations were subsequently opened as a Family Preservation case 10% of Investigations were opened as a Foster Care case and 76% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2018 To Date)
There was a slight increase in the number of placement services that were open during the month of March 2018 (19 621). The placement services include continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (March 2017 March 2018)
The number of children in foster care under the age of 18 increased to 14 810 during March 2018. The following slides reveal that there were 890 entries and 579 exits. On the last day of March 2018 there were 14 231 children in custody from this population. Of those who entered custody during March 2018 fifty-six children (6.3%) had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) ( March 2017 March 2018)
The number of children in Foster Care under the age of 18 during March 2018 was 14 810. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During March 2018 Region 14 had 1 672 children in DFCS custody followed by Region 1 with 1 513 children and Region 13 with 1 473 children. (for regional trends see appendix). Region 1 showed the highest change in population counts from February 2018 to March 2018 (56) which represented an increase of 3.8% regionally.

Outcome VII Comparison of Foster Care Entries and Exits (March 2017 March 2018)
Multiple trends can be seen in this graph. There was a increase in the number of entries from June 2017 through August 2017 with a drop in September and November followed by increases through March 2018. Exits also increased from May 2017 through August 2017 with a decrease in September with rebounds in October 2017 through December 2017 and decreases in exits in the first three months of 2018. There was a net gain of 311 children who were removed from their homes versus those who were discharged from foster care which resulted in the overall population as of the last day of the month having a population increase of 2% from February 2018 to March 2018.

Outcome VIII Foster Care Re-Entries (March 2017 March 2018)

The reentry rates for May 2017 and October 2017 were over the national standard. The average number of children who reentered care in the last 3 months is 53. The reentry rate and number of reentries for March 2018 (6.3%) decreased both in ratio and actual counts compared to February 2018 s ratio. The proportion of re-entries to entries increased during March 2018 compared to March 2017 revealing an increase in removals compared to March of last year.

Outcome IX Foster Care Length of Stay (March 2017 March 2018)

During the month of March 2018 the lengths of stay among the foster care populations for children in custody for less than 2 years remained constant at 72%. Comparison of the trend from March 2017 reveals that there are higher proportion of children who are staying in care for more than 24 months. (26% vs 28%).
