Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2018 To Date)
The average for the State Fiscal Year 2018 To Date reveals an increase of 3.6% since last State Fiscal Year. During the month of December 2017 there was an decrease in the total cases of 4.6% since November 2017. Comparatively Georgia had 4.9% increase in cases in December 2016 as compared to December 2017.

(State Fiscal Year 2018 To Date)
While Family Support cases decreased since October 2017 by 6.1% in December 2017 there was an overall improvement in the average cases of 6.3% decrease for the State Fiscal Year 2018 to date over State Fiscal Year 2017. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2018 To Date)
Through December 2017 (SFY 2018 to date) there was a 9.9% increase in the number of Family Preservation cases since SFY 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017 and increasing for the final two months of SFY 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only
(State Fiscal Year 2018 To Date)
Since the beginning of SFY 2018 Investigation cases have shown a 16.3% increase in average caseloads over SFY 2017. During July 2017 there was a 12% decrease over June 2017 cases followed by increases in August through October of 32% and decreases through December 2017. Investigation cases declined during the first semester through January 2017 by 43% during SFY 2017. A similar trend is seen from SFY 2014 SFY 2017 of an increase from February March.

Outcome II Recurrence of Substantiated Child Maltreatment (December 2016 December 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During December 2016 Georgia was below the national standard of 5.4%. One year later this ratio is reduced by over 39% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (December 2016 December 2017)
Of the CPS cases that had a disposition during the month of December 2017 42.2% were Family Support 28.9% were screen outs and 28.8% were Investigations. Only 21.6% of the Investigations were substantiated. The overall yearly trend shows the number of CPS Dispositions resulting in Family Support cases were higher through December 2017. Dispositions CPS Cases that were Screened Out cases while lower than Family Support were less than investigations in June July and August 2017. Total investigations increased through March 2017 with fluctuations marked by an increase in August 2017 with decreases in November and December 2017.

Outcome IV Subsequent Case-Types of Investigations (December 2016 December 2017)

According to December s data 15.7% of Investigations were subsequently opened as a Family Preservation case 11.3% of Investigations were opened as a Foster Care case and 73% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2018 To Date)
There was a slight increase in the number of placement services that were open during the month of January 2018 (19 400). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (January 2017 January 2018)
The number of children in foster care under the age of 18 increased to 14 189 during January 2018. The following slides reveal that there were 727 entries and 516 exits. On the last day of January 2018 there were 13 673 children in custody from this population. Of those who entered custody during December 2017 thirty-five children (4.8%) had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) ( January 2017 January 2018)
The number of children in Foster Care under the age of 18 during January 2018 was 14 189. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During January 2018 Region 14 had 1 604 children in DFCS custody followed by Region 1 with 1 435 children and Region 13 with 1 409 children. (for regional trends see appendix). Region 12 showed the highest change in population counts from December 2017 to January 2018 (35) which represented an 3.6% increase regionally.

Outcome VII Comparison of Foster Care Entries and Exits (January 2017 January 2018)
Multiple trends can be seen in this graph. There was a increase in the number of entries from June 2017 through August 2017 with a drop in September followed by fluctuations through December 2017. Exits also increased from May 2017 through August 2017 with a decrease in September and rebounds in October 2017 through December 2017. There was a net gain of 111 children who were removed from their homes versus those who were discharged from foster care which resulted in the overall population as of the last day of the month having an increase of 111 children from December 2017 to January 2018.

Outcome VIII Foster Care Re-Entries (January 2017 January 2018)
Reentries into foster care during January 2017 May 2017 and October 2017 were over the national standard. However from November 2017 through January 2018 there was improvement in the ratio of reentries. The re-entry rate and number of reentries for January 2018 (4.8%) increased both in ratio and actual counts compared to December 2017 s ratio. The number and proportion of re-entries to entries decreased during January 2018 compared to January 2017.

Outcome IX Foster Care Length of Stay (January 2017 January 2018)
During the month of January 2018 2017 the lengths of stay among the foster care populations remained close to December 2017 with a .3% decrease in those children who were 1 year to less than 2 years in custody. Comparison of the trend from January 2017 reveals that there are higher proportion of children who are staying in care for more than 24 months.
