Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2018 To Date)
During the month of November 2017 there was an decrease in the total cases of 1.5% since October 2017. The average for the state fiscal year 2018 To Date reveals an increase of 2.7 % since last state fiscal year. Comparatively Georgia had 5.2% increase in cases in November 2016 as compared to November 2017.

While Family Support cases continued to increase during November 2017 by 39.2% since July 2017 there was an overall improvement in the average cases of 7.7% decrease for the State Fiscal Year 2018 to date over State Fiscal Year 2017. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2018 To Date)
Through November 2017 (SFY 2018 to date) there was a 9.4% increase in the number of Family Preservation cases since SFY 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017 and increasing for the final two months of SFY 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only
(State Fiscal Year 2018 To Date)
Since the beginning of SFY 2018 Investigation cases have shown a 16.3% increase in average caseloads over SFY 2017. During July 2017 there was a 12% decrease over June 2017 cases followed by increases in August through October of 32% and a 3% decrease in November 2017. Investigation cases declined during the first semester through January 2017 by 43% during SFY 2017. A similar trend is seen from SFY 2014 SFY 2017 of an increase from February March.

Outcome II Recurrence of Substantiated Child Maltreatment (November 2016 November 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During November 2016 Georgia was slightly below the national standard of 5.4%. One year later this ratio is reduced by over 51% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (November 2016 November 2017)
Of the CPS cases that had a disposition during the month of November 2017 44.6% were Family Support 29.7% were screen outs and 25.7% were Investigations. Only 20.6% of the Investigations were substantiated. The overall yearly trend shows the number of CPS Dispositions resulting in Family Support cases were significantly higher through June 2017. Dispositions CPS Cases that were Screened Out cases while lower than Family Support were less than investigations in June July and August 2017. Conversely total investigations declined during the first two months through December 2017 followed by increases through March 2017 followed by fluctuations of decreases and increases through November 2017.

According to November s data 13.3% of Investigations were subsequently opened as a Family Preservation case 9.6% of Investigations were opened as a Foster Care case and 77.0% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2018 To Date)
There was a slight increase in the number of placement services that were open during the month of December 2017(19 140). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (December 2016 December 2017)
The number of children in foster care under the age of 18 increased to 14 096 during December 2017. The following slides reveal that there were 695 entries and 593 exits. On the last day of December 2017 there were 13 503 children in custody from this population. Of those who entered custody during November twenty-four children (3.5%) had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) ( December 2016 December 2017)
The number of children in Foster Care under the age of 18 during December 2017 was 14 096. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During December 2017 Region 14 had 1 577 children in DFCS custody followed by Region 1 with 1 413 children and Region 13 with 1 402 children. (for regional trends see appendix). Region 1 showed the highest change in population counts from November 2017 to December 2017 (41) which represented an 3% increase regionally.

Outcome VII Comparison of Foster Care Entries and Exits (December 2016 December 2017)
Multiple trends can be seen in this graph. There was a increase in the number of entries from June 2017 through August 2017 with a drop in September followed by fluctuations through December 2017. Exits also increased from May 2017 through August 2017 with a decrease in September and rebounds in October 2017 and November 2017. There was a net gain of 102 children who were removed from their homes versus those who were discharged from foster care which resulted in the overall population as of the last day of the month having an increase of 102 children from November 2017 to December 2017.

Outcome VIII Foster Care Re-Entries (December 2016 December 2017)
Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries increased over 100%. The re-entry rate and number of reentries for December 2017 (3.5%) decreased both in ratio and actual counts compared to November 2017 s ratio. The number and proportion of re-entries to entries decreased during December 2017 compared to December 2016.

Outcome IX Foster Care Length of Stay (December 2016 December 2017)
During the month of December 2017 the lengths of stay among the foster care populations remained close to November 2017 with a .2% increase in those children who were less than 12 months in custody and a .2 decrease in the number of children who were 2 years and less than 3 years in custody. Comparison of the trend from last December 2016 reveals that there are higher proportion of children who are staying in care for more than 24 months.

The number of children who reunified within 12 months decreased from 69.1% in November 2017 to 60.8% in December 2017. December 2017 s proportion is a .2% increase in the proportion from December 2016.
