Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017)
During the month of June 2017 there was a decrease in the total cases of 7.1% since May 2017. The average for the state fiscal year 2017 reveals a 7.3% decrease since last state fiscal year. Comparatively Georgia had .8% less cases last year in June 2016 than June 2017.

Outcome IA Child Protective Services Cases Family Support Cases Only (State Fiscal Year 2017)
Family Support cases decreased during June 2017 by 14.8% since May 2017 closing out the SFY with a decrease in proximity to the beginning of the second semester. The chart reveals that there was an increase in SFY 2017 s case average of 39.4% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2017)
During June there was a 3.8% increase in the number of Family Preservation cases since May 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017. Currently the SFY 2017 year to date average is 16.7% lower than SFY 2016 s average. Both State Fiscal Years 2016 and 2017 show a marked decrease in Family Preservation Cases since SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only (State Fiscal Year 2017)
Investigation cases declined during the first half through the beginning of the second semester of SFY 2017 to date by 43%. A similar trend is seen from SFY 2013 SFY 2017 of an increase from February March. During June 2017 there was a .2% increase over May 2017 although the overall cases since SFY 2016 decreased by 37.7%

Outcome II Recurrence of Substantiated Child Maltreatment (June 2016 June 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During June 2016 Georgia was above the national standard of 5.4%. One year later this value is reduced by over 60% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports
(June 2016 June 2017)
Of the CPS cases that had a disposition during the month of June 2017 29% were screen outs 41% were Family Support and 30% were Investigations. Only 27% of
the Investigations were substantiated. The overall yearly trend shows a jump in the number of Family Support cases in August 2016 and Screened Out cases.
Conversely total investigations declined during the first semester through December 2016 During the second semester Investigations increased through March 2017
followed by fluctuations of decreases and increases through June 2017.

According to May s data 19.7% of Investigations were subsequently opened as a Family Preservation case 12.5% of Investigations were opened as a Foster Care case and 67.8% of Investigations were closed.

There was an increase in the number of placement services that were open during the month of July 2017(18 496). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (July 2016 July 2017)
The number of children in foster care under the age of 18 increased to 13 570 during July 2017. The following slides reveal that there were 684 entries and 686 exits. On the last day of July 2017 there were 12 884 children in custody from this population. Of those who entered custody during the month fifty-four children (7.9%) had a prior episode within 12 months.

The number of children in Foster Care under the age of 18 during July 2017 was 13 570. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During July 2017 Region 14 had 1 586 children in DFCS custody followed by Region 13 with 1 437 children and Region 1 with 1 328 children. (for regional trends see appendix).

Outcome VII Comparison of Foster Care Entries and Exits
(July 2016 July 2017)
Multiple trends can be seen in this graph. There was a increase in the number of entries and exits in July 2017. There was a net gain of 2 children discharged from foster care in July 2017 versus those who were removed from their homes which resulted in the overall population as of the last day of the month having a slight decrease of 2 children from June 2017 to July 2017.

Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries increased over 100%. The re-entry rate and number of reentries for July2017 (7.9%) increased compared to June 2017 s ratio of 6.2%. The number and proportion of re-entries to entries increased during July 2017 compared to July 2016.

During the month of July 2017 the length of stay among the foster care populations remained close to June 2017 with .4% increase in those children in custody from 36 months to less than 48 months. Comparison of the trend from last July 2016 reveals that there are higher proportion of children who are staying in care for longer than 12 months.
