Outcome XIII Adoptions Finalized The number of children whose adoption was finalized within each month.. Source SHINES
Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
During the month of May 2017 there was an increase in the overall total of cases of 7.5% since April 2017. The average for the state fiscal year 2017 reveals a 7.6% decrease since last state fiscal year. Comparatively Georgia had 4% more cases last year in May 2016.

Outcome IA Child Protective Services Cases Family Support Cases Only (State Fiscal Year To Date)
Family Support cases increased during May 2017 by 5.8% since April 2017 showing a rebound in the decrease from March 2017 to April 2017. During SFY 2016 there was a decrease over the SFY 2015 average caseload of 19.4%. The State Fiscal Year 2017 to date trend reveals that Family Support Cases are being implemented with a 39.7% increase over SFY 2016 average caseload.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2017 To Date)
During May there was a 4% increase in the number of Family Preservation cases since April 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017. Currently the SFY 2017 year to date average is 17.1% lower than SFY 2016 s average. Both State Fiscal Years 2016 and 2017 show a marked decrease in Family Preservation Cases since SFY 2015.

Investigation cases declined during the first half through the beginning of the second semester of SFY 2017 to date by 43%. A similar trend is seen from SFY 2013 SFY 2017 of an increase from February March. During May 2017 there was a 13% increase over April 2017 although the overall cases since SFY 2016 decreased by 38.3%

Outcome II Recurrence of Substantiated Child Maltreatment (May 2016 May 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During May 2016 Georgia was above the national standard of 5.4%. One year later this value is reduced by over 50% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports
(May 2016 May 2017)
Of the CPS cases that had a disposition during the month of May 2017 29% were screen outs 45% were Family Support and 26% were Investigations. Only 24% of
the Investigations were substantiated. The overall yearly trend shows a jump in the number of Family Support cases in August 2016 and Screened Out cases.
Conversely total investigations declined during the first semester through December 2016 During the second semester Investigations increased through March 2017
followed by a decrease in April 2017 and a rebound in May 2017.

Outcome VI Children in DFCS Custody Under the Age of 18 (June 2016 June 2017)
The number of children in foster care under the age of 18 increased to 13 561 during June 2017. The following slides reveal that there were 651 entries and 637 exits. On the last day of June 2017 there were 12 924 children in custody from this population. Of those who entered custody during the month thirty-seven children (5.7%) children had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) (June 2016 June 2017)
The number of children in Foster Care under the age of 18 during June 2017 was 13 561. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During June 2017 Region 14 had 1 617 children in DFCS custody followed by Region 13 with 1 435 children and Region 1 with 1 289 children. (for regional trends see appendix).

Outcome VII Comparison of Foster Care Entries and Exits
(June 2016 June 2017)
Multiple trends can be seen in this graph. There was a decrease in the number of entries and exits in June 2017. there was a only net gain of 14 children removed from the home and placed into foster care during June 2017 versus those who were discharged. The overall population of the last day of the month had a slight increase of 14 children from May 2017 to June 2017.

Outcome VII Foster Care Re-Entries
(June 2016 June 2017)
Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries increased. Although there was an increase in the
number of re-entries during January of over 100% the number of entries also increased which allowed the rate to remain below the standard. The re-entry rate and number
of reentries for June 2017 (5.7%) decreased compared to April 2017 s ratio of 9.6%. The number and proportion of re-entries to entries decreased during June 2017
compared to June 2016.
