Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
During the month of April 2017 there was an decrease in the overall total of cases of 5% from March 2017. The average for the state fiscal year 2017 reveals a 8.7% decrease since last state fiscal year. Comparatively Georgia has an 11% decrease since last April 2016. Similarly the trend increases from January to March in SFY 2014 SFY 2016 and SFY 2017.

Outcome IA Child Protective Services Cases Family Support Cases Only (State Fiscal Year To Date)
Family Support cases decreased during April 2017 close to the second quarter cases during October December 2016. During SFY 2016 there was a decrease over the SFY 2015 average caseload of 19.4%. The State Fiscal Year 2017 to date trend reveals that Family Support Cases are being implemented with a 37.5% increase over SFY 2016 average caseload.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2017 To Date)
Family Preservation cases decreased from August 2016 October 2016. The trend since August has remained within relative limits by not exceeding caseloads from August 2016 which witnessed a decline. Currently the SFY 2017 year to date average is 17.3% lower than SFY 2016 s average. State Fiscal Years 2016 and 2017 show a marked decrease in Family Preservation Cases since SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only
(State Fiscal Year 2017 To Date)
Investigation cases declined during the first half through the beginning of the second semester of SFY 2017 to date by 43%. However a similar trend is seen from SFY 2012 SFY 2017 of an increase from February March. There was an increase in the number of investigation cases in March of 20% over February 2017 followed by a 4% decrease in April 2017.

Outcome II Recurrence of Substantiated Child Maltreatment (April 2016 April 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During April 2016 Georgia was above the national standard of 5.4%. One year later this value is reduced by over 50% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports

(April 2016 April 2017)

Of the CPS cases that had a disposition during the month of April 2017 29.2% were screen outs 47.2% were Family Support and 23.6% were Investigations. Only 23.5% of the Investigations were substantiated. The overall yearly trend shows a jump in the number of cases in August 2016 that were family support as well as screened out cases. Conversely total investigations declined during the first semester continuing through the second semester through March 2017 with a decrease in April 2017.

According to March s data 19% of Investigations were subsequently opened as a Family Preservation case 12% of Investigations were opened as a Foster Care case and 69% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2017 To Date)

There was a increase in the number of placement services that were open during the month of April (18 125). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (May 2016 May 2017)
The number of children in foster care under the age of 18 increased to 13 544 during May 2017. The following slides reveal that there were 736 entries and 614 exits. On the last day of May 2017 there were 12 967 children in custody from this population. Of those who entered custody during the month sixty-nine children (9.4%) children had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 - (Regional) (May 2016 May 2017)
The number of children in Foster Care under the age of 18 during May 2017 was 13 544. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During May Region 14 had 1 616 children in DFCS custody followed by Region 13 with 1 388 children and Region 1 with 1 332 children. (for regional trends see appendix).

Outcome VII Comparison of Foster Care Entries and Exits (May 2016 May 2017)

Multiple trends can be seen in this graph. There was a decrease in the number of entries and exits in May. there was a net gain of 122 children removed from the home and placed into foster care during May 2017. The ratio of entries to exits over the last 13 months is 1.1 entries per exit.

Outcome VII Foster Care Re-Entries

(May 2016 May 2017)

Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries increased. Although there was an increase in the number of re-entries during January of over 100% the number of entries also increased which allowed the rate to remain below the standard. The re-entry rate and number of reentries for May 2017 showed an increase since April 2017. The number and proportion of re-entries to entries increased during May 2017 compared to May 2016.

During the month of May 2017 the length of stay among the foster care populations remained close to April 2017. Comparison of the trend from last May 2016 reveals that there are higher proportion of children who are staying in care for longer than 12 months.

There were 127 foster children adopted during May 2017. This represents a 43% improvement in finalizations compared to May 2016.

Over the last 13 months the federal measure for stability which is the number of moves per number of days per thousand has decreased from 5.17 to 4.74 which is closer to the federal standard.
