Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
The total Child Protective Cases cases during the month of February 2017 there was a decrease of 2.7% from the prior month of January. The overall average was a 10.6% decrease since last state fiscal year. Comparatively this marks a 11.4% decrease over last year at this time during the month of February 2016. The trends from SFY 2013 2017 reveal increases during the first half of their state fiscal year followed by a decrease around January to February.

Outcome IA Child Protective Services Cases Family Support Cases Only (State Fiscal Year To Date)
Family Support cases decreased during the prior two months to February 2017 which shows a slight increase in cases from January 2017 of 2%. During SFY 2016 there was a decrease over the SFY 2015 average caseload of 19.4%. The State Fiscal Year 2017 to date trend reveals that Family Support Cases are being implemented with a 32.5% increase over SFY 2016 average caseload.

Family Preservation cases decreased from August 2016 October 2016. Since the third quarter of SFY 2017 cases have continued to decrease. Currently the SFY 2017 year to date average is 17.2% lower than SFY 2016 s average.

Investigation cases declined during the first half through the beginning of the second semester of SFY 2017 to date by 43%. There is an increase in the number of investigation cases in February of 8% since January 2017 during State Fiscal Year 2017 to date.

Outcome II Recurrence of Substantiated Child Maltreatment (February 2016 February 2017)
The trend below reveals a decrease in the number of substantiated incidents of child maltreatment. During February 2016 Georgia was above the national standard of 5.4%. One year later this value is 2% lower reflecting many changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (February 2016 February 2017)
Of the CPS cases that had a disposition during the month of February 2017 29.1% were screen outs 48.4% were Family Support and 22.5% were Investigations. Only 19% of the Investigations were substantiated. The overall yearly trend shows a jump in the number of cases in August 2016 that were family support as well as screened out cases. Conversely total investigations declined during the first semester with a slight increase during the first month of the second semester.

According to February s data 17% of Investigations were subsequently opened as a Family Preservation case 11% of Investigations were opened as a Foster Care case and 72% of Investigations were closed.

There were no significant increases or decline in the number of placement services that were open during the month of March (18 004). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (March 2016 March 2017)
The number of children in foster care under the age of 18 increased by 1.3%. The following slides reveal that there were 712 entries and 643 exits. On the last day of March 2017 there were 12 705 children in custody from this population. Of those who entered custody during the month only 30 children (4%) of them had a prior episode within 12 months.

The number of children in Foster Care under the age of 18 during March 2017 was 13 348. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During March Region 14 had 1598 children in DFCS custody followed by Region 13 with 1357 and Region 1 with 1328. (for regional trends see appendix).

Multiple trends can be seen in this graph. Entries and exits increased in March. The ratio of entries to exits over the last 13 months is 1.1 which accounts for a slight increase in the end of month population trend from March 2016 to March 2017.

Outcome VII Foster Care Re-Entries
(March 2016 March 2017)
Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries doubled. There was a decrease in the number of entries during November causing the re-entry rate to rise suddenly. Because the number of entries increased in January the re-entry rate remained below the national standard. The re-entry rate and number of reentries for March 2017 was lower than it has been in 12 months.

Outcome VIII Foster Care Length of Stay (March 2016 March 2017)
Examining the length of stay of children who were in Foster Care during the month there was an increase of .4% from February 2017 to March 2017 of the number of children who were in custody from 24 months through less than 36 months. The increase over 13 months was 3.9%. The percentage of children who have been custody for less than a year has decreased to 45.2%. This chart also reveals that the number of children remaining in custody more than 48 months has increased by .7% over the last 13 months.
