Outcome II Recurrence of Substantiated Child Maltreatment Of all the children who were victims of substantiated maltreatment in the first 6 months of the year the percentage that had substantiated maltreatment within the following 6 months. PERMANENCY Children have permanency and stability in their living situations. Outcome V Number of Child Placement Services Cases
Count of unique children who were involved in an open Foster Care or Adoption stage during the month. In placement services each child who is the principal (PC) is considered a case. Source SHINES

Count of unique children who were in the legal custody of DFCS (17 years of age and under) at some point during the month

Outcome X Length of Time to Achieve Reunification Percentage of children who exited care during the month through reunification with their family that reunified in less than 12 months from the date of their removal. National Standard greater than or equal to 76.20% Source SHINES

Outcome XIII Adoptions Finalized The number of children whose adoption was finalized within each month.. Source SHINES
Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
The decline in CPS cases towards the end the last quarter of FFY 2017 continued during the month of January. Because the number of Family Support cases decreased from 12 530 in October 2016 to 10 691 (15% decrease) in January 2017 the trend is also reflected in the overall trend. Both Family Preservation and Investigation cases had a decrease of 2% and 8% respectively since the beginning of the last quarter.

Outcome IA Child Protective Services Cases Family Support Cases Only (State Fiscal Year To Date)
Cases in January 2017 were significantly lower than the prior three months in State Fiscal Year 2017. This trend s slope is similar to State Fiscal Year 2015 and State Fiscal Year 2016 at the same period with a slight increase followed by a lessening gradation. There was an 11% decrease from December 2017.

Family Preservation cases increased slightly since October 2016. Overall the average number of cases to date is 16.7% lower than SFY 2016. The drop of the percent of increase in State Fiscal Year 2016 was a difference of 94.1% over the prior State Fiscal Year 2015 which widely contrasts to only an 8% drop in State Fiscal Year 2017 to date over State Fiscal Year 2016..

Outcome II Recurrence of Substantiated Child Maltreatment (January 2016 January 2017)
The trend below reveals a decrease in the number of substantiated incidents of child maltreatment. During January2016 Georgia was above the national standard of 5.4%. One year later this value is 1.6% lower reflecting many changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (January 2016 January 2017)
Of the CPS cases that had a disposition during the month 28% were screen outs 50% were Family Support and 22% were Investigations. Only 21% of the Investigations were substantiated.

According to December s data 16.7% of Investigations were subsequently opened as a Family Preservation case 13.8% of Investigations were opened as a Foster Care case and 69.5% of Investigations were closed.

There were no significant increases in the number of placement services that were open during the month of February (18 021). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (February 2016 February 2017)
The number of children in foster care under the age of 18 remained constant during February with a slight increase at 13 202. The following slides reveal that there were 599 entries and 498 exits. On the last day of February 2017 there were 12 497 children in custody from this population. Of those who entered custody during the month only 57 children (8%) of them had a prior episode within 12 months.

The number of children in Foster Care under the age of 18 remained constant during January was 13 202. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time.

Outcome VII Comparison of Foster Care Entries and Exits (February 2016 February 2017)

Multiple trends can be seen in this graph. Entries decreased in February while exits are slightly increased. The ratio of entries to exits is 1.2 which accounts for a slight increase in the end of month population. The end of month trend shows that the Foster Care population is slightly increasing during February 2017.

Outcome VII Foster Care Re-Entries (February 2016 February 2017)

The re-entry rate improved during February 2017 by 1.6% following an increase from November 2016 with a subsequent 12-month low in December 2016. Although the number of entries increased in January 2017 the rate remains below the national standard.

Outcome VIII Foster Care Length of Stay (February 2016 February 2017)

Examining the length of stay of children who were in Foster Care during the month there was an increase of .5% from January 2017 to February 2017 of the number of children who were in custody from 12 months through less than 24 months. The graph also reveals a decline in the proportion of children who were in custody for less than a year from 53.9% in February 2016 to 45.4% in February 2017.

Outcome IX Length of Time to Reunification (February 2016 February 2017)

The number of children who reunified within 12 months increased in February 2017 to 65.9%. While this is lower than a year earlier it is an upward trend since December 2016 from 59.5%.

The federal measure for stability which is the number of moves per number of days per thousand has decreased from 5.45 in February 2016 to 4.70 twelve months later which is closer to the federal standard.
