Outcome II Recurrence of Substantiated Child Maltreatment Of all the children who were victims of substantiated maltreatment in the first 6 months of the year the percentage that had substantiated maltreatment within the following 6 months. Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2018 To Date)
During the month of October 2017 there was an increase in the total cases of 12.4% since September 2017. The average for the state fiscal year 2018 To Date reveals a slight increase of .2% since last state fiscal year. Comparatively Georgia had 8.8% more cases last year in October 2016 than October 2017.

(State Fiscal Year 2018 To Date)
While Family Support cases continued to increase during October 2017 by 19.3% since September 2017 there was an overall improvement in the average cases of 11.0% decrease for the first quarter of the current State Fiscal Year 2018 over State Fiscal Year 2017. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2018 To Date)
Through October 2017 (SFY 2018 to date) there was a 8.8% increase in the number of Family Preservation cases since SFY 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017 and increasing for the final two months of SFY 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only
(State Fiscal Year 2018 To Date)
Since the beginning of SFY 2018 Investigation cases have shown a 14% increase in average caseloads over SFY 2017. During July 2017 there was a 12% decrease over June 2017 cases followed by increases in August through October of 32%. Investigation cases declined during the first semester through January 2017 by 43% during SFY 2017. A similar trend is seen from SFY 2014 SFY 2017 of an increase from February March.

Outcome II Recurrence of Substantiated Child Maltreatment (October 2016 October 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During September 2016 Georgia was slightly below the national standard of 5.4%. One year later this value is reduced by over 60% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (October 2016 October 2017)
Of the CPS cases that had a disposition during the month of October 2017 28% were screen outs 44% were Family Support and 28% were Investigations. Only 21% of the Investigations were substantiated. The overall yearly trend shows the number of Family Support cases significantly higher through June 2017. Screened Out cases while lower than Family Support were less than investigations in June July and August 2017. Conversely total investigations declined during the first three months through December 2016 followed by increases through March 2017 followed by fluctuations of decreases and increases through October 2017.

Outcome IV Subsequent Case-Types of Investigations (October 2016 October 2017)
According to September s data 15.4% of Investigations were subsequently opened as a Family Preservation case 10.1% of Investigations were opened as a Foster Care case and 74.5% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2018 To Date)
There was a slight decrease in the number of placement services that were open during the month of November 2017(19 001) since August 2017. The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (November 2016 November 2017)

The number of children in foster care under the age of 18 increased to 14 021 during November 2017. The following slides reveal that there were 607 entries and 587 exits. On the last day of November 2017 there were 13 436 children in custody from this population. Of those who entered custody during November twenty-eight children (4.6%) had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) ( November 2016 November 2017)
The number of children in Foster Care under the age of 18 during November 2017 was 14 021. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During November 2017 Region 14 had 1 604 children in DFCS custody followed by Region 13 with 1 417 children and Region 1 with 1 372 children. (for regional trends see appendix). Region 2 showed the highest change in population counts from October 2017 to November 2017 (35) which represented an 4.2% increase regionally.

Outcome VII Comparison of Foster Care Entries and Exits (November 2016 November 2017)
Multiple trends can be seen in this graph. There was a increase in the number of entries from June 2017 through August 2017 with a drop in September and rebound in October 2017. Exits also increased from May 2017 through August 2017 with a decrease in September and rebounds in October 2017 and November 2017. There was a net gain of 22 children who were removed (20) and reentered (2) from their homes versus those who were discharged from foster care which resulted in the overall population as of the last day of the month having an increase of 22 children from October 2017 to November 2017.

Outcome VII Foster Care Re-Entries (November 2016 November 2017)
Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries increased over 100%. The re-entry rate and number of reentries for November 2017 (4.6%) decreased both in ratio and actual counts compared to October 2017 s ratio. The number and proportion of re-entries to entries decreased during November 2017 compared to November 2016.

Outcome VIII Foster Care Length of Stay (November 2016 November 2017)
During the month of November 2017 the lengths of stay among the foster care populations remained close to October 2017 with a .2% decrease in those children who were 12 months to less than 24 months in custody and a .2 increase in the number of children who were 3 years and less than 4 years in custody. Comparison of the trend from last November 2016 reveals that there are higher proportion of children who are staying in care for more than 24 months.

The number of children who reunified within 12 months increased from 59.3% in October 2017 to 68.4% in November 2017. November 2017 s proportion reveals and increase over November 2016 proportion by 6%.

Outcome XII Number of Finalized Adoptions (November 2016 November 2017)
There were 162 foster children adopted during November 2017. This represents a 36% improvement in finalizations compared to November 2016.
