Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2018 To Date)
During the month of August 2017 there was a increase in the total cases of 7.9% since July 2017. The average for the State Fiscal Year 2018 of 19 291 reveals a 7.8% decrease since last state fiscal year. Comparatively Georgia has 11.1% more cases in August 2017 than August 2016.

Outcome IA Child Protective Services Cases Family Support Cases Only
(State Fiscal Year 2018 To Date)
Family Support cases increased during August 2017 by 8.8% since July 2017. This improvement represents a 20.7% average case decrease for the start of the current State Fiscal Year 2018 over State Fiscal Year 2017. August 2017 had 31.5% more cases than August 2016. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Outcome IB Child Protective Services Cases Family Preservation Cases Only (State Fiscal Year 2018 To Date)
During August 2017 (SFY 2018) there was a slight increase of .7% in the number of Family Preservation cases since July 2017. Caseloads decreased from August 2016 October 2016 with case counts remaining constant through April 2017 and increasing for the final two months of SFY 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date show a marked decrease in Family Preservation Cases since SFY 2015.

Outcome IC Child Protective Services Cases Investigation Cases Only
(State Fiscal Year 2018 To Date)
Since the beginning of SFY 2018 Investigation cases showed a 4% increase in average caseloads since 2017. During August 2017 there was a 12% increase over July 2017 cases. Investigation cases declined during the first semester through January 2017 by 43% during SFY 2017. A similar trend is seen from SFY 2014 SFY 2017 of an increase from February March.

Outcome II Recurrence of Substantiated Child Maltreatment (August 2016 August 2017)
The trend below reveals a decrease in the number of repeated substantiated incidents of child maltreatment. During August 2016 Georgia was above the national standard of 5.4%. One year later this value is reduced by over 65% reflecting many effective changes that have been implemented in Child Protective Services.

Outcome III Disposition of Child Abuse and Neglect Reports (August 2016 August 2017)

Of the CPS cases that had a disposition during the month of August 2017 28.8% were screen outs 42.6% were Family Support and 28.6% were Investigations. Only 25.6% of the Investigations were substantiated. Family Support cases show decreases toward the end of the yearly trend with an increase in August 2017. Screen-outs and Investigations also show decreases in June and July followed by an increase in August 2017. Total investigations declined during the first five months through December 2016 During the second semester Investigations increased through March 2017 followed by fluctuations of decreases and increases through August 2017.

Outcome IV Subsequent Case-Types of Investigations (August 2016 August 2017)
According to August s data 18% of Investigations were subsequently opened as a Family Preservation case 11% of Investigations were opened as a Foster Care case and 71% of Investigations were closed.

Outcome V Number of Children in Placement Services (State Fiscal Year 2018 To Date)
There was a slight decrease in the number of placement services that were open during the month of September 2017(18 747) of less than 1% since August 2017. The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (September 2016 September 2017)
The number of children in foster care under the age of 18 decreased to 13 656 during September 2017. The following slides reveal that there were 633 entries and 451 exits. On the last day of September 2017 there were 13 205 children in custody from this population. Of those who entered custody during the month forty two children (5.6% of entries) had a prior episode within 12 months.

Outcome VI-A Children in DFCS Custody Under the Age of 18 (Regional) ( September 2016 September 2017)
The number of children in Foster Care under the age of 18 during September 2017 was 13 656. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During September 2017 Region 14 had 1 563 children in DFCS custody followed by Region 13 with 1 382 children and Region 1 with 1 337 children. (for regional trends see appendix).

Outcome VII Comparison of Foster Care Entries and Exits (September 2016 September 2017)
Multiple trends can be seen in this graph. There was a decrease in the number of entries and exits from August 2017 through September 2017. There was a net gain of 182 children who were removed from their homes versus those who were discharged from foster care which resulted in the overall population as of the last day of the month from August 2017 to September 2017.

Outcome VII Foster Care Re-Entries (September 2016 September 2017)
Reentries into foster care fluctuated throughout the year span with the highest number of reentries occurring in May 2017. During the last three months there was a decrease in the number of children reentering although the rate increased during September due the low number of entries that occurred during September 2017. The re-entry rate and number of reentries for September 2017 (5.6%) improved in actual counts compared to July 2017 s counts. The number and proportion of re-entries to entries decreased during September 2017 compared to September 2016.

Outcome VIII Foster Care Length of Stay (September 2016 September 2017)
During the month of September 2017 the length of stay among the foster care populations remained close to August 2017 with .3% increases in those children in custody from 36 months to less than 48 months in children in custody from 24 months to less than 36 months and in foster children who have been in custody for 12 months to less than 24 months. Comparison of the trend from last August 2016 reveals that there are higher proportion of children who are staying in care for longer than 12 months.

The number of children who reunified within 12 months increased from 56.9% in August to 57.6% in September 2017. This proportion is significantly lower than last September s proportion of 66.8%.

Outcome XII Number of Finalized Adoptions (September 2016 September 2017)
There were 71 foster children adopted during September 2017. This represents a 12% decrease in finalizations compared to September 2016.
