Great News in the Governor's Budget
Governor Deal's FY2012 Amended Budget and FY2013 Budget recommendations were announced on Wednesday January 11th and it was VERY good news!!! Advocacy efforts have paid off, and the Governor has recommended restoring all the proposed funding cuts to aging services. This means necessary services such as Home and Community Based Respite, Alzheimer's Respite, and services through the Center for the Visually Impaired will not be facing any funding reductions if this recommendation is supported by both the House and the Senate.
In addition, Governor Deal has recommended $1,611,520 in state funding for Long Term Care Ombudsman Services and Adult Protective Services in his FY 2013 budget document. As many of you may recall, in FY2010, state funding was not going to be available for these vital services as the economy diminished state revenues. The Federal Centers for Medicare Services ("CMS") allowed nursing home civil monetary penalty funds ("CMP funds") to be used to fund these critical services. However, in recent weeks CMS announced that CMP funds may no longer be used for the Long Term Care Ombudsman Program and Adult Protective Services after June 30, 2012. The Governor recommends restoring the state funding cut in FY 2010 and avoiding the repercussions of the CMP funding loss would bring.
Not all of the budget news was what we would have liked. The Georgia Council on Aging's small budget was not spared the 2% cut; so the funding which supports the Council members and staff who advocate year-round for aging services was again diminished to $3,961.

We are starting off this legislative session on a high note, but continue to speak to your legislators through calls, visits, letters, and e-mail. Please encourage them to keep the Governor Deal's recommended aging services funding in the FY2012 Amended and FY2013 Budgets.

New House Committee Chairs Named
Both the Senate and the House have released committee assignments for 2012, and we have some new faces in key leadership roles in the House. The Appropriations Human Resources Subcommittee has a new chairperson in Rep. Katie Dempsey (R 13th, Rome), and we have had wonderful support from outgoing Chair Penny Houston during the transition. Human Relations and Aging has a new chair as well, Representative Tommy Benton (R 31st, Jefferson), and outgoing Chair Ann Purcell is providing strong assistance to the transition. We are very pleased that we can continue to work with returning Appropriations Chair Representative Terry England and Health and Human Services Chair Representative Sharon Cooper.
We are also extremely pleased to continue working with Senator Jack Hill as Appropriations Chair and with Senator Renee Unterman as both Appropriations Human Development Vice-Chair and Health and Human Services Chair. The full Committee lists are available at www.legis.ga.gov website.
