On September 15, the U.S. Department of Health and Human Services announced a six: month moratorium on the entry of new home health agenoies into the Medicare Program. There have been questions about the impact this moratorium may have on the Agency's batohing review oycle for home
health services Certificate of Need (CON) applications. Since there is no way at this time to determine the effect this moratorium will have on the review of CON applications filed pursuant to this batching cycle, the Agency has decided to proceed with the cycle in accordance with the Batching Review Cycle Notification issued on September 2, 1997 and the Revised Need notification issued on September 4, 1997.
