Both Healthmaster applicants withdrew from the appeals process, and Doctors Home Health presented no evidence or argument before the hearing officer. On October 28, 1995, the hearing officer issued a written decision upholding the denial ofABC Home Health Services ofRome and Winthrop Home Health Agency. On November 4, 1995, the hearing officer dismissed the appeal ofABC Home Health Services of Canton. On November 30, 1995, Winthrop Home Health Agency appealed its denial by the hearing officer to the full review board. In a consent order dated January 29, 1996, the hearing officer approved CYD Home Health Services, Windsor Home Care ofGeorgia, andA-1 Home Health Services. The full review board remanded the appeal ofWinthrop Home Health Agency to the hearing officer on April 1, 1996, for further consideration, and the hearing officer scheduled a hearing for June 19, 1996.

On March 6, 1996, Candler Hospital requested a hearing before the full review board. The full review board conducted a hearing on May 1, 1996, and affirmed the hearing officer's decision on May 3, 1996. Candler Hospital filed a Petition for Judicial Review with the Superior Court ofFulton County on June 7, 1996.
