Emergency Managers Achieve Master Manager Status
While Georgia law now requires that all county emergency managers or deputy directors appointed since July 1, 1999, complete the Certified Emergency Manager training program, a select few have taken the initiative to exceed this obligation, according to the Georgia Emergency Management Agency (GEMA). Seven emergency management directors were recognized for achieving the status of Master Certified Emergency Manager, at GEMA's recent Contemporary Issues in Emergency Management Conference held at the Georgia Public Safety Training Center in Forsyth.
The Master Certified Manager program was initiated last year to encourage local emergency managers to expand their knowledge and outreach in their local communities. To achieve the Master Certified Emergency Manager status, applicants not only must complete the Certified Emergency Manager Program, but fulfill additional training and program development initiatives, as well. Applicants must also have served a minimum of five years in an emergency management position in order to participate in the program.
In 1999, Carroll County Emergency Management Agency (EMA) Director Tim Padgett and Blairsville-Union County (EMA) Director Charles G. Worden were the first to achieve the Master Certified Emergency Manager status. This year, the following emergency managers joined their ranks: Former Covington-Newton County EMA Director Newt S. Biggers; Ware County EMA Director Jack Hobbs; Forsyth County EMA Director Robert M. Lady, Sr.; GEMA Area I Coordinator Jack F. Scott and Thomaston-Upson County EMA Operations Officer Harry J. Thiel, III.
"Training is an essential component in the emergency management field," said GEMA Director Gary W. McConnell. "These managers are commended for their commitment to go beyond the basic training requirements and for their initiative to enhance local emergency management programs. They are truly an asset to their local communities."
GEMA Provides School Safety Training for Technical Institutes
Georgia's 33 technical institutes have received training on developing comprehensive safety plans from the Georgia Emergency Management Agency (GEMA). School safety coordinators from GEMA provided the training at the Central Georgia Technical College in Macon on July 7.
"Although the technical and adult education facilities were not covered under the school safety legislation, these institutions have voluntarily agreed to come in compliance with the requirements of this law," said GEMA Director Gary W. McConnell. "Keeping our campuses safe is important whether we are talking about elementary age students or adults. Georgia's technical institutes are to be commended for taking the initiative to develop and implement safety plans."
Legislation signed into law by Governor Roy E. Barnes on April 21, 1999, directs GEMA to provide training and technical assistance on the issues of school safety to the education, emergency management and public safety
communities of Georgia. These services are provided through 13 full time GEMA staff members dedicated to school safety.
GEMA Distributes $5.8 Million in Funding to 61 Ga. Communities
During the month of June, GEMA distributed a total of $5.8 million to 61 Georgia communities. GEMA Director Gary W. McConnell, acting on behalf of Governor Roy E. Barnes, said these funds will help local governments recover from recent disasters and close-out projects from other disasters.

Date Announced for Governor's Public Safety Awards Program
The third annual Governor's Public Safety Awards (GPSA) ceremony has been scheduled at the Georgia Public Safety Training Center in Forsyth for October 25, 3:30. The GPSA program was initiated in 1998 to recognize public safety personnel who have gone above and beyond the call of duty to protect the lives and property of the citizens of Georgia, according to GPSA Committee Chairman Gary W. McConnell. Nominations must be submitted by the eligible local governments and state agencies recognizing superior accomplishments occurring between July 1, 1999, through June 30, 2000.
