THEREFORE:

Slightly more than one in four Georgians do not complete high school. There are more than 1.3 million Georgians over the age of 2 5 without a high school credential. Of those individuals, only five percent are enrolled in literacy programs; and
Every dollar invested in literacy programs returns 30 dollars to the community in the form of reduced recidivism, bette r public health, engaged parents , and knowledgeable workers; and

Literacy organizations throughout the state offer critical support in improving the lives of Georgians through education, increasing the quantity and quality of literacy programing, as well as work and life skills training to give all Georgians the opportunity to reach their full potential, thereby creating a stronger workforce and healthy state economy; now
I, NATHAN DEAL, Governor of the State of Georgia, do hereby proclaim September 19-23, 2016, as LITERACY ACTION WEEK and the day of September 21 as LITERACY ACTION DAY in Georgia, saluting the valuable contributions of literacy volunteers, instructors, and supporters to the quality of life for all those in our state.
In witness thereof, I have hereunto set my hand and caused the Seal of the Executive Department to be affixed this 8th day of August in the year of our Lord two thousand sixteen.
