THE STATE OF GEORGIA
EXECUTIVE ORDER
BY THE GOVERNOR:
WHEREAS:
On Saturday December 7, 2019, Grady Memorial Hospital located in Atlanta, Georgia, suffered a catastrophic failure of its piping system, allowing thousands of gallons of water to flood multiple floors and irreparably damage a portion of its electrical system; and
WHEREAS: Grady Memorial Hospital is a level 1 trauma center and the regional coordinating hospital for Georgia's Department of Public Health; and
WHEREAS: Grady Memorial Hospital began total diversion of ambulance driven patients on December 7, 2019, and diversion protocols remain in place today; and
WHEREAS: Due to the increased patient load, other metropolitan Atlanta hospital systems are now at capacity and implementing or contemplating implementation of diversion protocols; and
WHEREAS: Metropolitan Atlanta residents and visitors require adequate trauma centers and hospital capacity to service the public need; and
WHEREAS: Assistance from the state of Georgia is necessary to provide for the public's safety and restore the social and economic welfare of the affected county; and
WHEREAS: Georgia law vests the Governor in O.C.G.A. 38-3-51 with the authority to bring emergency situations under control by issuing orders, rules, and regulations to protect the safety and welfare of the public.
NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
ORDERED: That a State of Emergency exists in Fulton County.
IT IS FURTHER
ORDERED:
That all resources of the state of Georgia be made available to assist in preparation, response and recovery activities, and the Georgia Emergency Management and Homeland Security Agency activate the Georgia Emergency Operations Plan.
This Executive Order shall be valid for a period of thirty (30) days, beginning on December 13, 2019, and ending at 11:59 p.m. on January 12,
2020.
