THE STATE OF GEORGIA
EXECUTIVE ORDER
BY THE GOVERNOR:
FLAGS ON STATE BUILDINGS AND GROUNDS ORDERED LOWERED TO HALF-STAFF
WHEREAS: Today, the Fort Valley State University Community, the family and friends affected and the citizens of Georgia mourn the loss of Donnell M. Phelps; and
WHEREAS: Donnell M. Phelps was a freshman Agriculture Engineering Technology student at Fort Valley State University from Marshallville, Georgia; and
WHEREAS: Mr. Phelps will be remembered for the heroic actions he displayed through aiding and preventing the assault and possible deaths of three women, of which resulted in a senseless and tragic loss of his own life; and
WHEREAS: The people of Georgia share the grief of the family and friends of the deceased, and we pray for their comfort and healing in the days to come.
NOW, THEREFORE, IN HONOR AND AS A MARK OF RESPECT FOR DONNELL
M. PHELPS, HIS FAMILY AND FRIENDS, AND OTHERS AFFECTED BY THIS
TRAGEDY, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
ORDERED: That the flag of the United States and flag of the Great State of Georgia be flown at half-staff on all State buildings and grounds on Friday, May 6, 2016, until sunset. This 5th day of May, 2016.
