THE STATE OF GEORGIA
EXECUTIVE ORDER
BY THE GOVERNOR:

WHEREAS:

Act 268, signed on April 19, 1999, established the Department of Community Health as the lead planning agency for all health care issues to remedy the current situation wherein the responsibility for health care policy, planning, and regulation is spread among many different agencies, and to minimize duplication and maximize administrative efficiency in the State's health care systems by removing overlapping functions and streamlining uncoordinated programs; and

WHEREAS: The Office of Rural Health was established by the Commissioner of Human Resources on June 4, 1998, and is currently within the Department of Human Resources; and

WHEREAS:

The responsibility of the Office of Rural Health is to improve access to health care services in underserved areas through the provision of technical assistance and other resources that promote the development of community based initiatives to address essential health care needs in rural areas of Georgia; and

WHEREAS: The State Primary Care Office was established by the Commissioner of Human Resources and is currently within the Division of Public Health, Department of Human Resources; and

WHEREAS: The role of the State Primary Care Office is to improve access and provide health care services to underserved populations in Georgia; and

WHEREAS:

The transfer of the Office of Rural Health and State Primary Care Office (collectively, the "Offices") from the Department of Human Resources to the Department of Community Health would minimize duplication and maximize administrative efficiency by coordinating the Offices with the divisions and other health functions of the Department of Community Health, thereby furthering the legislative intent of O.C.G.A. 31-5A-1 et seq.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

ORDERED:

That the functions, duties, and authority of the Office of Rural Health are hereby transferred to and vested in the Department of Community Health, specifically including $133,341 in state funds and two positions appropriated in House Bill 144, the General Appropriations Act of 2000.

IT IS FURTHER ORDERED:

That the functions, duties, and authority of the State Primary Care Office are hereby transferred to and vested in the Department of Community Health, specifically including $1,736,865 in state funds ($1,647,243 total funds) and 16 positions appropriated in House Bill 144, the General Appropriations Act of 2000.

IT IS FURTHER ORDERED:

That the transfer of the funding and positions for the Office of Rural Health and State Primary Care Office from the Department of Human Resources to the Department of Community Health shall be effective as of July 1, 1999, and that all persons employed by the Office of Rural Health and State Primary Care Office of the Department of Human Resources shall become employees of the Department of Community Health within such office or division of the Department of Community Health as determined by the Commissioner of Community Health.

IT IS FURTHER ORDERED:

That the Commissioner of Community Health is expressly authorized to organize the Offices within the Department of Community Health in such a manner as is necessary to promote the effective and efficient operation of their activities
