After negotiations among the major tobacco companies and the tobacco producing states, on August 19, 1999, the "National Tobacco Grower Settlement Trust" became a reality; and
The tobacco companies have agreed to pay to the Trust on the order of $5.15 billion in annual payments through 2010; and
Georgia's share as the sixth largest tobacco state will be 5.85 percent; and
The 1999 Georgia General Assembly passed House Bill 872, which was signed by me on April 28, 1999, as Act 361, and which creates the Georgia Tobacco Community Development Board for the purposes of determining an equitable allocation among tobacco growers and tobacco quota owners of a portion of the monies derived from the Master Settlement Agreement; and
House Bill 872 provides that the Georgia Tobacco Community Development Board shall consist of the Governor, as chairperson; the Commissioner of Agriculture, as vice chairperson; the Attorney General, as secretary, and each serving ex officio; and six citizen members who shall be appointed by the Governor;

NOW THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
That, in accordance with House Bill 872, the following persons be, and they are hereby, appointed as members of the Georgia Tobacco Community Development Board for terms of office as designated:
