THE STATE OF GEORGIA
EXECUTIVE ORDER
BY THE GOVERNOR:
WHEREAS: The United States Congress in 1990 passed certain amendments to the Clean Air Act, under which the federal government has established strict national standards for air quality; and
WHEREAS: The metropolitan Atlanta area has been designated by' the United States Environmental Protection Agency as a "nonattainment area" with serious air quality problems under the provisions of the 1990 Clean Air Act amendments; and
WHEREAS:
Vehicle usage is a primary source of air pollution and federal sanctions for nonattainment of clean air standards include the withholding of federal monies for transportation projects, which has caused delays and cancellation of major road and highway construction projects in the metropolitan Atlanta area and could lead to the loss of as much as $f billion in federal highway and transit funds over the next six years; and
WHEREAS:
According to a study by the Atlanta Regional Commission, population in the metropolifan Atlanta area grew between 1985 and 1995 by thirty-two percent, while employment grew by forty-two percent and vehicle miles traveled grew by sixty-five 4 percent during the same period, such factors having contributed to greater traffic congesttin with longer commute times, sprawling development with longer commute distances, lost business opportunities, reduced economic development opportunities and both a real and perceived decrease in the high quality of life generally enjoyed in this region; and
WHEREAS: Poor air quality can cause breathing-related health problems in individuals that can be severe and even life-threatening in extreme cases; and
WHEREAS: Other metropolitan areas of the state also are expected to fall below the Clean Air Act standards for air quality in the future; and
WHEREAS: The 1999 Georgia General Assembly passed Senate Bill 57, which was signed by me

on April 6, 1999, as Act # 38, and which creates the Georgia Regional Transportation Authority and provides that there shall be a Board of Directors of the Georgia Regional Transportation Authority; and
WHEREAS:
The primary purpose of the Georgia Regional Transportation Authority is to address in a comprehensive manner the coordination, planning, construction and operation of transportation systems and facilities in federal nonattainment areas of this state with the goal of improving quality of life in the 2 1 st century by increasing the efficiency of transportation systems and reducing overall vehicle emissions;
NOW THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
ORDERED:
That the following named persons be, and they are hereby appointed as, members of the Board of Directors of the Georgia Regional Transportation Authority for terms of office that are established beginning June 1, 1999, and expiring on the dates indicated below:
