WHEREAS:
The motion picture and videotape industry is important to the State of Georgia because of the substantial and widely dispersed economic benefits as well as the indirect benefits derived from increased promotion and tourism; and
Throughout the 1980s and early 1990s, the film and videotape industry in Georgia experienced steady growth and has had a direct cumulative impact over the years of more than $2.5 billion from the production of over 400 television and feature productions and countless commercials, music videos, industrial training videos and still photography shoots; and
Georgia ranked fifth in the nation in film production in 1992, but is no longer included in the top ten film production states due to a number of_extemal factors which have combined with the changing nature of the film and videotape industry to diminish Georgia's national ranking; and
While still having a significant economic impact, the overall number of film productions in Georgia has steadily declined in recent years; and
Georgia was among the first states to take the initiative to promote film and videotape production outside the traditional industry centers of Los Angeles and New York, and in 1973 created the Georgia Film and Videotape Office as the film division of the Georgia Department of Industry, Trade and Tourism, which is charged with actively promoting. the State of Georgia to the film and videotape industry; and
The Georgia Film and Videotape Advisory Board was originally created by executive order dated December 21, 1983, and was recreated by subsequent executive orders dated February 15, 1985, May 1, 1986, and September 6, 1991, and was charged with advising and assisting the Department of Industry; Trade and Tourism in promoting Georgia as a location for the filming of motion pictures, television films and commereials; and
