That Honorable Roy Richards, Jr. of Carroll County, Georgia be and he is hereby appointed to serve as a member of the Board of Directors of the Georgia Lottery Corporation to serve a term of office ending 12/15/02 to succeed Honorable E. Penn Nicholson, whose term expired.
