THE STATE OF GEORGIA
EXECUTIVE ORDER
BY THE GOVERNOR:
WHEREAS: Businesses and health insurers alike have documented the high cost of health care for untreated alcoholics and addicts caused by a wide array of addiction related physical illnesses, accidents and injuries; and
WHEREAS: Many of the family members of persons with untreated addictions will eventually tum to welfare, Medicaid. or Medicare and shift the high health care costs to the Georgia taxpayer; and
WHEREAS:
The personal injury and property damage caused particularly by DUI offenders present significant public safety and public health challenges to Georgia to the degree that any successful effort to increase the sobriety in the population will have a beneficial effect on the health of the offender and the safety of Georgias citizens; and
WHEREAS: The General Assembly has determined that substance abuse prevention and treatment is essential to reducing the recidivism rate among DUI offenders and improving overall public health and safety; and
WHEREAS: The 1997 General Assembly passed Senate Resolution 232 creating the Joint Study Committee on the Prevention and Treatment of Substance Abuse. and which resolution was signed by me as Governor and became effective July 1, 1997 as Resolution Act 31;
NOW THEREFORE. PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
ORDERED: That the following named persons be and they are hereby appointed as members of the Joint Study Committee on the Prevention and Treatment of Substance Abuse.

IT IS FURTHER
ORDERED:
That the forenamed members shall serve at the pleasure of the Governor and shall, according to Senate Resolution 242, along with members appointed by the Lieutenant Governor and Speaker, submit a report of findings and recommendations to the Governor and General Assembly on or before December 31, 1997, and that the committee shall stand abolished on December 31, 1997.
