I hope everyone enjoyed their holidays. It is a new year. I hope we can make 2010 a special year for you and each of your students. We all have to continually adjust our goals and desired outcomes to meet the challenges of the changing world economy. These changes are adding to the list of competencies a high school graduate needs to be successful in today's workforce.
In this new year, please encourage your teachers to allow students to work in teams to solve problems. In addition, let's ensure that our students have access to reading materials at a higher reading level than most of our textbooks, and that they complete writing assignments that describe and evaluate classroom projects and tasks. These are only suggestions, but I know each of you share my desire to develop an emerging workforce here in Georgia that is second to none. I look forward to great achievements this year, and I stand ready to support your goals for your students.
The 2nd Annual Southeastern Workforce Summit is scheduled for January 31-February 2, 2010, at the UGA Tifton Conference Center in Tifton, Georgia. The Summit theme is "Aligning Education to Community for a Sustained Economy," thereby, focusing on the importance of comprehensive community, business, governmental and academic partnerships to deliver a quality workforce. Speakers and panels will discuss pioneering programs that: expose students at early ages, to a range of vocational contacts and experiences; provide students thorough guidance in channeling their aspirations and career choices; systematically link students to quality work-based training and inspiring mentor relations; integrate secondary, post-secondary and work components into a seamless career training, certification, and transition pathways. On behalf of the Development and Transition unit at GaDOE, I would like to wish each of you a very productive and happy 2010 year and to thank you for continuing to support the CTAE initiatives and programs! We appreciate those local systems that have agreed to have CTAE students take national end of pathway assessments between March and May 2010. We are very pleased that we currently have over 600 CTAE students/pathway completers scheduled to take one of the assessments! An in-depth look at End of Pathway assessments will be presented at each of our upcoming CTAE Winter Regional Meetings.
Work Based Learning -Dwayne Hobbs (dhobbs@doe.k12.ga.us)
Professional Learning Opportunities for Work-Based Learning (WBL): A professional learning opportunity is now posted on the CTAE Resource Network website (www.CTAERN.org) for teachers/coordinators holding the DCT endorsement. The three-course, 80 hour training has been condensed to 40 hours for this group. Session 1 will be at TIEGA in Statesboro and Session 2 will be a GACTE pre-conference. The deadline to register is January 22, 2010. Please pass this information on immediately, if you have a coordinator with the DCT endorsement that has not already attended the training.
1. Workshops for teachers/coordinators seeking the WBL endorsement will be held in June 2010 and will be posted on www.CTAERN.org in April. Exact dates and locations have not yet been decided, but those interested should "pencil in" the first three weeks in June on their calendars. The workshops will consist of Courses 1&2 of the three-course sequence required for an endorsement.
2. Plans are in place for a Professional Standards Commission (PSC) review in January 2010, for approval of courses for endorsements in Work-Based Learning and Culinary Arts. Details concerning the timeline of these courses and the registration process will be forthcoming after the review is successfully completed.
Teacher Awards for Work-Based Learning (WBL): WBL coordinators are eligible to receive recognition and an award at the 2010 GACTE conference for best practices in their programs. WBL coordinators may be nominated by one of their peers or may self-nominate themselves. If your WBL coordinator has exemplary best practices happening in his/her program, please encourage participation in the award process. The nomination forms, instructions and

Region Meetings for Work-Based Learning (WBL) Coordinators: Three regional WBL meetings are held each year to provide professional learning, information updates, and networking opportunities. Youth Apprenticeship (YAP) coordinators are required to attend these meetings, but all other WBL coordinators are welcome to attend. If you have a WBL coordinator interested in attending who needs more information, contact Dwayne Hobbs (dhobbs@doe.k12.ga.us). The next meeting dates are as follows:

C-NET: Beginning in 2006, the CTAE Resource Network (CTAERN) has provided Georgia C-NET, an on-line database designed to maintain records for students enrolled in Work-Based Learning programs. Georgia C-NET is a valuable asset that aids GaDOE and local systems in assuring compliance with State Board Rule 160-4-3-.14 WorkBased Learning Programs and grant requirements of the Georgia Youth Apprenticeship Program. The data is critical in assisting with monitoring program implementation, securing support, and maintaining funding for WorkBased Learning programs. Therefore, it is important for teachers/coordinators to keep all data current, complete and up to date.
C-NET data is currently being reviewed and e-mail notices are being sent to system directors if incorrect or incomplete data issues are noted. Please meet with your Work-Based Learning coordinators and emphasize the importance of maintaining C-NET data in a timely manner. Work-Based Learning/Youth Apprenticeship Annual Assessment: The WBL/YAP Annual Assessment is required for all systems receiving the Youth Apprenticeship (YAP) grant. In addition, the grant has been modified to cover all Work-Based Learning programs. Please help us make sure that ALL WBL coordinators complete the Annual Assessment for their program. Dual Enrollment Webinar: Two Elluminate webinars will be held on Wednesday, January 27, 2010, on Dual Enrollment, including the new "Move On When Ready" program. The first webinar session will be from 9:30-10:30 a.m. for all middle and high school counselors. The second session will be from 1:30-2:30 p.m. for all administrators at the local school and system levels. System ECP Representatives may participate in either session. Remember, if you are not able to participate in either of the two webinars, the recorded Elluminate Dual Enrollment webinar will be posted within a few days on the Education Career Partnership/GaDOE web page for your viewing.
Career Pathways Leadership Certification On-Line Training: Final details are being arranged for the National Career Pathways Leadership Certification on-line training. The training will be delivered by Debra Mills from CORD (Center of Occupational Research and Development). Ms. Mills developed the training and is CORD's leading national trainer for this certification. There will be a 40-person limit on the training and registration is located on the CTAE Resource Network web site at www.ctaern.org.
Registration will be available until January 31, 2010, or until filled. Training will begin on February 15, 2010 and will be completed by March 31 2010. On-line assignments will be due on March 31, and certificates for all completers of the training will be sent by mail from CORD. Participants will be contacted via email by Ms. Mills prior to the training to receive details regarding materials, site information and time lines.

A continental breakfast and lunch will be provided. Registration will be through the CTAE Resource Network and will open soon. Please watch for posting of these workshops for registration.

Consolidated Application CTAE directors please review your grants to ensure that they have all been approved. Please note that if you have any grant that shows "Program Manager Revision Request," the requested revisions must be completed and sign-off by both yourself and your superintendent prior to us reviewing and approving the grant. Your system cannot receive any funds until the grant has been approved. If grants have not been signed-off by the system (both coordinator and superintendent), or "Program Manager Revisions Requested" have not been made by January 29, 2010, then the system will lose the grant funds. Also, CTAE directors are encouraged to work closely with their system's bookkeeper to ensure that funds are expensed based on how the funds are budgeted. In cases where a budget needs to be revised, the system will have to create an amendment to revise the budget.

Construction-Related Equipment Grants (CREQ) Systems that received notification of being approved for an FY10 CREQ grant should check their Consolidated Applications to ensure that the grant has been officially approved. Remember that all program information must be included, the grant agreement must be "uploaded", the budget must be complete and both the "Program Information" side and the "Budget" side of the grant application must be signed off first by the coordinator, then by the superintendent. If you do not have a completed application, the grant funds will not be available. If you are having any problems with completing this process, please contact Dr. Dennis Clarke ASAP. (dclarke@doe.k12.ga.us or 770-500-2029).
All FY10 CREQ grant recipient systems are encouraged to regularly submit requisitions for reimbursements as soon as possible. Do not wait until the end of the grant period (October 31, 2010) to begin the submission process. Please be sure to share the purchasing guidelines and reimbursement procedures with your financial grants submitters to avoid reimbursement delays. By January 2010, at least 50% of the grant funds should have been spent for eligible equipment and requisitions (via the GAORS system) should be submitted. For any item that is not on the state equipment list for the funded program, you must request and receive prior approval in order for reimbursement consideration. Send approval requests to dclarke@doe.k12.ga.us. Provide the name of the vendor, item name, item number, and price each. After a check of the vendor's web site, you will receive a response as to whether it is eligible for reimbursement with grant funds.
Systems that have made initial requests for FY11 funding should periodically check the CTAE web site for updated information about any grant criteria changes. We will not know about the funding for FY11 until after the legislative session sets a budget and the governor signs off on it. If your system made a request for FY11 but you have not or will not build or modify the lab(s) noted in your application for the start of the FY11 school year, please contact Dr. Clarke ASAP.

Office for Civil Rights Compliance Reviews There were five systems which participated in OCR Compliance Reviews for FY10. Thanks to all those who assisted with this review process. Those systems that participated this year (FY10) should complete and submit their Voluntary Compliance Plan within 30 days of receiving their Letter of Findings. There are several that are due now. Systems that will be subject to an OCR Compliance Review during FY11 will be identified during the late spring period. The remarkable thing is we have a choice everyday regarding the attitude we embrace for that day. We cannot change our past...we cannot change the fact that people act in a certain way. We cannot change the inevitable. The only thing we can do is play on the one string, we have, and that is our attitude...I am convinced that life is 10% what happens to me and 90% how I react to it. TIPs After School Staff Development Workshop The Intervention TIPs after school staff development workshop for teachers will be held on January 28, 2010, at various locations throughout the state. Session topics will include: How to identify and assess information that will lead to improved performance of Career and Technical Education for students in Special Population programs, and how to design and implement instructional lessons that reflect best teaching practices and target student learning needs using the system's required curriculum.

Educational Workshop The Intervention programs will participate in an educational workshop with the Atlanta Hawks this year on February 26, 2010, at the Phillips Arena. The workshop will focus on resume writing, interview tips, and information about job shadowing opportunities. Students will have the opportunity to hear about any of the careers and "behind the scenes" activities that go into running and maintaining a professional franchise. NEW to the event this year is a College Fair that will take place on the main concourse of the Phillips arena prior to the educational workshops.

Business Partner In keeping with the goal to take project-based instruction up a notch, Marketing Education has another business partner whose primary goal is to offer "real" projects in which students may participate. Atlanta Motor Speedway's project allows student teams to identify a potential client for the Speedway and develop a marketing/promotional campaign for the client. The Speedway will determine the best entries and allow these student teams to present to the Sales & Marketing professionals at the Speedway's corporate office. An overall winning student team will be determined. If

the potential client agrees to hear Atlanta Motor Speedway's sales pitch, the winning student team will be invited to attend the session and assist with the pitch.

Georgia DECA Career Development Conference Remember that Georgia DECA's Career Development Conference will be held in February this year rather than March. Teen Driving Safety Check out the web site created by the Riverdale High School Technology Team in Clayton County at www.dot.ga.gov/teendriving. Students from the Engineering and Technology Education program were given the opportunity to develop a web site and did a commendable job. Please visit the site which is your source for: Safety Tips, Driving Laws, Travel Information, and Environment and is a project for the Georgia Department of Transportation, the Governor' Office of Highway Safety, and the Georgia Department of Driver Services. The key student was a state officer in GA TSA and is now a Medical Student at Emory University.
Vex Robotics Events Engineering and Technology Education programs are actively involved in hosting VEX Robotics events in the coming months. We already have qualifiers for the World Championships and more to come. Get your students, teacher(s), and school involved in robotics and automation. Lowndes High School in Valdosta, Lambert High School in Forsyth County, Stephenson High School in DeKalb County, Rockdale Career Academy in Rockdale County, GA TSA State Conference in Athens Georgia are just a few of the sites that you will find active participation going on during this school year. The World Championships will be held in Dallas, TX, April 22-24, 2010, and the National TSA Conference will host state winners in Baltimore, MD, June 28 - July 2, 2010.
The GA TSA State Conference will be held in Athens on March 11-13. The International Technology Education Association (ITEA) Conference will be held in Charlotte, North Carolina, on March 17-20.

Don't forget to check the gactso.org website homepage for the quarterly membership report and participation chart for each CTSO. The membership levels are through December 1, 2009 for each school in the state.
Our unit has also provided a new report for participation in the CTSOs. Please find out how many teachers and students participated in Fall Leadership Conferences or similar activities. The new report provides participation numbers through December 15, 2009 for each school in the state.

State Leadership and Skills Contest Over the next thirty days, approximately 800 students will be competing at their region championships to determine who will advance to the next level of competition, the State Leadership and Skills Conference. The 2010 State Leadership and Skills Conference will be held March 1113, and offers the largest industry supported contest structure in the state as well as an amazing Career Expo that is sponsored by over 1,000 industry partners. The Career Expo is an event that you and your students will not want to miss as the Georgia International Convention Center will be filled with interactive career activities, displays and exhibits for participants to explore. This is a great opportunity for you to become involved and support your teachers and students on all levels by attending the Region Championship, the State Leadership and Skills Conference and Career Expo.
