I hope this newsletter finds everyone well as we enter the home stretch of another school year. I want to thank everyone for welcoming me into the CTAE family. I have met some wonderful professionals who have a passion for our mission. There has been a long history of good work in career development in Georgia. It is obvious that as the needs of America's workers have been and continue to change that Georgia CTAE professionals have been rising to meet these challenges. Much excellent work has been done in this area over the past three to five years. This is a fluid process and is constantly changing. We will need to tweak our models as the needs of the workforce changes.
I think everyone would agree that our workforce has to become more technically skilled and building in that rigor and relevance is our challenge. I believe you are meeting that challenge. In the future, there is a need to frequently review our curriculums, adjust when they need to be adjusted and develop a good plan for evaluating what skills and knowledge our students demonstrate.
I appreciate your patience while I have undergone and continue to go through a steep learning curve. There is still much to learn but I am beginning with the help of many of you and our DOE staff to understand what our issues are and will begin planning to address these. I look forward to working with you toward our goals and mission. I hope you find the information in this newsletter helpful.

Administrator Timely Topics CTAE Workshop The upcoming Administrators Timely Topics workshop on CTAE: Pathways to the Future will be held on two different dates: March 20 and 26, 2009. Although the workshop sessions will be delivered on two different dates and locations, the presentations and content will be the same.
1st Workshop: March 20, 2009, West Tower GaDOE, 10th Floor 2nd Workshop: March 26, 2009, Delivery from the DOE to Education Training Centers throughout the state. Delivery Time: 8:30-2:30 (both dates) Synopsis: The workshops are designed to provide information on a variety of topics relating to Career, Technical and Agricultural Education for local system staff members, including superintendents, principals, central office

Page |2 staff, counselors and others. A representative of the Governor's Workforce Development Office will discuss how the implementation of CTAE Career Pathways would impact Georgia's economy. In addition, a statewide panel of presenters will deliver information related to implementing career pathways, utilizing the Peachstate Pathways: Program of Study document, developing ECP partnerships, and creating or strengthening a Teacher as Advisors program. "Improvement Strategies for Middle School Transitions" Workshop The GaDOE will hold an "Improvement Strategies for Middle School Transitions" workshop led by Southern Regional Education Board (SREB) consultants on March 25, 2009, from 9:00 a.m. until 3:00 p.m., via the GaDOE instructional technology lab and the fourteen (14) Educational Training Centers throughout the state! This workshop will provide practical and informative strategies to assist principals, counselors and classroom teachers in improving transitioning both from elementary to middle and from middle to high school. SREB has been at the forefront of implementing transition strategies through their Making Middle Grades Workschool improvement initiative by working with states, districts and schools on effective, research-based transition practices.
Nontraditional Core Indicator 6S1 Workshop As a joint project in January between the Technical College System of Georgia and the Georgia Department of Education, selected secondary schools participated in a national training session via the Georgia Educational Training Centers. The national training session focused on a Five-Step Process for continuous improvement as it relates to Non-Traditional Core Indicator 6S1.
Please note that participating secondary schools were selected by their respective technical college. In an effort for all CTAE Administrators to benefit from this training, CTAE Region Coordinators will re-deliver the nontraditional workshop in an abbreviated format during the Spring CTAE Technical Assistance Workshops.
GaDOE will expand non-traditional training opportunities at the GACTE conference in July and through Elluminate sessions at the beginning of the 2009 school year.
High Schools That Work (HSTW) Conference The 23rd Annual HSTW Staff Development Conference will be held in Atlanta, Ga. at the World Congress Center July 8 - 12, 2009. The theme for this year's conference is Heads-On, Hands-On Learning: Key to Student Motivation and Achievement. This conference has attracted approximately 8,000 participants in recent years. 2009 GACTE Summer Conference The 62nd Annual GACTE Conference for 2009 will be held on July 1922, 2009, at the Cobb Galleria Center & Renaissance Waverly Hotel. This year's theme will be: "CTAE All Stars." Registration is available on the GACTE website at www.gacte.org .....Don't miss this wonderful conference opportunity!
Workshops for Work-Based Learning Coordinators Workshops will be held during the month of June 2009. Specific details are currently being worked out and posting will be available on the CTAERN website by April 15, 2009, for each workshop available.

Curriculum Drafts - Posting for Public Review o The Phase IV High School and Phase II Middle School curriculum drafts will be posted on www.GeorgiaStandards.org for a minimum of sixty days for public review after the June 11, 2009 SBOE meeting. Please encourage participation in reviewing the curriculum drafts and providing feedback. Anticipated approval date for this phase of the curriculum is in October, 2009.
Small Business Development End-of-Pathway Assessment Piloting The CTAE Division will be piloting the ASK Institute's Fundamental of Business Concepts Exam as the end-ofpathway assessment for Small Business Development pathway completers this Spring. If your system has completers in Small Business Development and your system is interested in supporting the piloting activities, please email Ms. Mamie Hanson at mhanson@doe.k12.ga.us.
CTAE-Mathematics Integrated Projects/Teaching Units During 2007-08, CTAE and SREB/High Schools That Work (HSTW) conducted a collaborative series of integration workshops for teams of CTAE and mathematics instructors. Twenty-six (26) authentic teaching units linking CTAE and mathematics standards are now posted on the Georgia Standards.org website at www.GeorgiaStandards.org and on the GaDOE HSTW webpage under CTAE. CTAE Youth Apprenticeship (YAP) Annual Assessment All systems that are recipients of a Youth Apprenticeship grant for FY2009 are required to submit the Annual YAP Assessment by April 3, 2009. The assessment document is located on the GaDOE website and has instruction for submitting the form on the first page. CTAE Program of Work/Extended Day Grants The revised FY2010 Extended Day Manual is now available on the GaDOE website under the Accountability section entitled: Local Plan and On-line Forms http://www.gadoe.org/ci_cta.aspx?PageReq=CICTALocalPlan
Please note: March 15, 2009 is the first day that the new FY 2010 Program of Work (POW) is available on the CTAERN.ORG website.
Teachers who were not on state grant extended day in FY09 should automatically have the new Program of Work available on their menu after March 15.
All teachers who were approved and funded for Extended Day State Grant in FY09 must complete the Annual Report (and possibly Improvement Plan if all standards were not met) and have this approved by the school contact in order to make the new FY10 Program of Work available.
There is a new Program of Work for Work-based Learning Coordinators who can meet the CTSO standard by serving as co-sponsors to existing CTSOs.
In order for a Work-Based Learning Coordinator to use the new Program of Work, the following steps must be performed:
1. The school contact (or system contact) must designate the person in the school staff as a CTAE teacher in the "School Profile" section of the CTAE Resource Network at www.ctaern.org
2. There are multiple designations for school staff and the Work-Based Learning coordinator may currently be designated as such and not as a teacher.
3. The Work-Based Learning Coordinator (once designated as a CTAE teacher) must update their profile and select "WBL" from the concentration list.

Page |4 4. Logging back in, after making all changes, should make the extended day process appear on the teacher's
(WBL Coordinator) menu. The Program of Work for CTSO co-sponsor should become available. If not, the CTAE Resource Network Hotline should be contacted.
Junior Reserve Officers Training Corps (JROTC) Congratulations to Henry County's Union Grove High School, Luella High School and Henry County High School for winning first, second, and third place respectively at the recent national Civilian Marksmanship Program's 2009 Navy JROTC Service Championship, held at Camp Perry in Port Clinton, Ohio. Distinguished Marksman Abigail Casey of Union Grove took second place overall in the precision competition. Casey is currently ranked the number one shooter heading into the state Georgia High School Association's Area 5 riflery competition.

The Winter CTAE Leadership Conference was held February 8-10, 2009 at Callaway Gardens. The conference focused on the need for a strong workforce, economic development and the importance of education to both. Academic integration and recruitment of both traditional and non-traditional students was also an emphasis of the conference. Over 270 participants attended this event. Every conference evaluation that was completed was included in the overall evaluation of the conference.
During this time of year, many CTAE leaders at the system level and school level begin to make decisions to change jobs, change systems, or maybe even retire. If you find yourself in any of these situations, please let your Regional Coordinator know. It's important that we make a smooth transition from one CTAE leader to the new CTAE Leader, whether the leader is in a system level position or a school level position.
FY2010 Program Reviews and Plans of Improvement A CTAE Program Review is a review process conducted by peers. We sincerely appreciate the time you devote to the activity and the expertise you provide. Without your help, we would not be able to conduct quality program reviews. Many of you have signed up to participate in next year's Program Review process during the CTAE Winter Conference, but if you were not able to attend, I would appreciate your completing the attached form and faxing it to Roy Rucks at 678-889-4446. I also recommend that the systems that will have programs reviews in FY2011 (see attached spreadsheet) consider having teachers, counselors, and/or other administrators in your school/system participate in next year's reviews. This is an excellent learning opportunity and invaluable preparation for completing your self-study.

Spring Technical Assistance Workshops There will be 18 Spring Technical Assistance workshops offered throughout the state in March and April. The purpose of these hands-on workshops is to assist CTAE Supervisors/Directors and any locally assigned person who completed the Consolidated Application, with completing the CTAE State and Federal Grant process on the Consolidated Application. Registration is required to reserve a computer station and the deadline for registration is Tuesday, March 10. You may register for one of these workshops through the CTAE Resource Network. Attached is a listing of all workshop dates and locations and a copy of the workshop agenda.

Agricultural Education Curriculum The Phase III GPS trainings for the Animal Science, Veterinary Science, Agricultural Mechanics and Agribusiness Management Pathways are being conducted this month. Your agriculture teachers have been given the details of these trainings which are being conducted via the ETC network. If your system plants to offer one of these pathways your teacher should participate in the training sessions.
The Phase I GPS redelivery which was scheduled for March 2, 2009 was cancelled due to the weather closing many of the ETC locations and local school systems. The new date for this delivery will be announced soon.
Georgia FFA-FCCLA Center The Melvin Johnson Cabin has been completed, and the dedication ceremony was on January 24th, 2009. Governor Sonny Perdue was onsite for the cabin dedication. The cabin was funded by the Department of Education and will be an excellent asset to the Camp. The cabin will be ready for the summer, housing up to 64 campers and advisors!
Camp John Hope Camp John Hope is working hard to revitalize buildings on Camp and increase usage in 2009! The first stage of improvements includes refurbishing two old bunk cabins into hotel-style cabins. Each cabin will have five rooms with private baths. The cabins will be named after Agricultural Hall of Fame members Mr. Josiah Phelps and Mr. Earl Cheek who served as honorable ambassadors of hard work, dedication and leadership in the FFA Organization.
Georgia FFA to hold 81st Annual Convention The Georgia FFA Association will hold its 81st annual State Convention at the Centreplex in Macon on April 2325, 2009. Nearly 3,000 members, advisors, sponsors and guests are expected to attend the Convention.
The theme for the 81st Georgia Convention is Step Up & Stand Out. FFA members attending will compete in state career development events, receive award recognition, participate in the Agriscience Fair, handle state Association business, and hear from motivational speakers. In addition, FFA members will participate in a variety of community service projects that will benefit the Middle Georgia Community Food Bank, Rebuilding Macon, and sending letters to U.S. soldiers.
The Georgia FFA Convention will be highlighted by some incredible FFA talent, the retiring addresses of the State FFA Officer team, and the recognition of many FFA sponsors. Keynote speakers include Clebe McClary, Josh Sundquist, and Georgia's own Regina Holliday, the 2008-2009 National FFA Vice-President. The Convention Concert on Friday night will feature the Georgia based band, The Lost Trailers. You are encouraged to attend the 81st Georgia FFA Convention. It will be a wonderful opportunity to see top-notch young people Step Up and Stand Out.

April is National Financial Literacy Month. Please encourage all CTAE teachers in your system to integrate financial learning into their classes as we face national financial crisis and need to educate our youth for tomorrow. Please be on the "look out" for an email blast with lesson plans and creative teaching suggestions for your teachers at the end of March to assist them with celebrating Financial Literacy Month.

FBLA - National Competitors Stipend Monty Rhodes has been working hard to be able to fund a stipend for all National Competitors representing Georgia FBLA. Monty will be meeting with all the advisers and students to explain our "pre-conference training" sessions. Monty and successful past competitors will be meeting in areas around the state to prepare/practice with our students who will be competing at Nationals. In order for a student to receive the stipend, they must attend one of these sessions in addition to a few other requirements. Students also receive more money for placing in the event once they are at Nationals. I wanted you to be aware of this for budgeting purposes. Are you trying to increase your CTSO Chapters to 60% or 60 members? Sign up for the ETC workshop on March 10, from 9:00-12:00 p.m. The workshop is located under general workshops. The presenter has the largest chapter of one of the CTSOs in the nation with 629 members. Debra Moore will share her success story to help others achieve the same results.

GPS Training will be available in March for the Consumer Services Pathway, and in May for the Interior Design Pathway. Please register on the CTAERN Web site at http://www.ctaern.org. The Culinary Arts Endorsement is still in the process; the PSC is working on a provider for the endorsement.

Lesson plans for Culinary Arts, ECE and Teaching pathways will be available this summer at GACTE, on the CTAERN DVD that will be given to attendees. Assessments for the Education pathways are in the process, with the hope of piloting them next fall.

It was great to put names with faces when I met many of you at the conference at Callaway (my county). I am here to support your teachers and you as you both implement the program areas I work with: Healthcare, Cosmetology, and Public Safety.
One area that I can help with is professional development. I have asked the teachers to let me know what they think their professional development needs are. I am then attempting to tailor our conference workshop sessions around "what teachers need." In addition to their requests, I am also placing a focus on technology, integrating academics, and working with business and industry. Many of the Healthcare and Public Safety teachers need CERT and CPR instructor training in order to implement their GPS. We offered one CPR class as a pre-conference at Winter Workshop and will be offering CERT and CPR as either pre or post GACTE events. Since they will all be coming to GACTE anyway, they can just come a little earlier or stay a little later and have the training without having to make an extra trip. I will also make them aware of CERT training that may already be offered in their communities. Please encourage attendance at the GPS roll-out sessions. You may not be offering the pathway that we are rolling out yet, but it may be something that will go along with the needs of your school and community at some point. In the roll-outs we are going over every standard and element and offering lesson ideas and resources to help them as they begin to offer a new pathway.
I hope you will also encourage your teachers to become a part of their professional organizations if they are not already a member. We hope that everyone that is a member will become actively involved. Cosmetology and Public Safety teachers should be involved with the Trade and Industrial Educators of Georgia (TIEGA) and Healthcare teachers should be involved with the Healthcare Science Technology Educators Association (HSTEA). When they join they will also join GACTE and ACTE our state and national organizations. Here are the Web sites for both groups: www.tiega.org and gahstea.com. HSTEA offers a mentoring program for new healthcare teachers and information about that is also on the Web site.
Teachers not only benefit from having a voice in their professional organizations, but they serve as a role model for their students. Our students should all be involved in their own "professional organizations" or Career and Technical Student Organizations (CTSOs) such as HOSA for Healthcare students and SkillsUSA for Cosmetology and Public Safety students. CTSOs will help get students excited about what they are learning in the classroom. CTSO involvement can be a great recruiting tool and offers teachers a way to enhance and compliment the curriculum.

Page |9 If you do have a new teacher coming on board, be sure they are aware of CTAE requirements for Healthcare and T &I teacher certification. The New Teacher Institute (NTI) at Valdosta State and Georgia State, and Preparation Academy for Career and Technical Educators (PACTE) for new CTAE teachers at UGA, continue to provide excellent programs for new CTAE teacher preparation. Dr. Janet Burns at GSU, Dr. Charles Backus at VSU, and Jimmy Williamson at UGA continue to be the contacts for new CTAE teachers to help prepare them for the classroom. Remember Healthcare and T& I teachers come straight from business and industry. Even though they may be experts in their content area, they will need the education training (provided by one of these three sites) to be more effective and comfortable in the classroom.

Do you wish you had time to explain to principals, curriculum directors, counselors, and others about the economic and educational relevance of the CTAE programs? If so, then start with Marketing Education. A school cannot go wrong by implementing any of the marketing pathways since marketing (buying, pricing, financing, promoting, researching, etc.) is the backbone of every business and every industry. Linda Smith, Marketing Program Specialist, is available to come to your system to explain why marketing, a very cost-effective program that pays big dividends, is so needed. In addition, Linda will "demonstrate" to administrators - not just "say" - how DECA competitive events are co-curricular, not extra-curricular. If this idea sounds good to you in relation to helping administrators better understand this viable program and/or encouraging administrators to instate this program, please contact Linda Smith.

Intervention Focus Group Meeting The unique components of Coordinated Career Academic Education and Project Success (CCAE/PS) support services are based on a sound foundation of educational policies related to retaining students in secondary settings. Therefore, CCAE curricula and intervention strategies target students who are resistant to traditional educational programs, and lack the resilient behaviors that lead to educational success.
In our efforts to provide continuity of the Coordinated Career Academic Education and Project Success programs, it is believed that dialogue among and across stakeholder groups is essential for addressing the many complex issues related to ensuring that our students in special populations receive a high-quality education. The Department of Education Intervention program brought teams of educators together to openly discuss opportunities and/or challenges that were being faced by our local school systems in working with at-risk students. The Focus Group meetings were held in Gwinnett, Covington and Tifton during the month of February. A report will be written to distribute to stakeholders to critique and provide feedback on how the programs can be of benefit to the local school systems.
