I hope this first newsletter of the 2007-2008 school years finds you doing well and excited about starting off the new school year. Things have continued to be busy at the DOE since the GACTE Summer Conference. However, I know that you are excited about a new school year and are enjoying the new classes of students which have probably already arrived. Allow me the opportunity to wish each of you the best as you begin this school year. NOTE: Please share this newsletter with your teachers and other members of your staff.
I would like to share some information with you regarding a couple of our staff members. The husband of Dr. Jamie Lawrence, our Central Region Coordinator out of Swainsboro, was seriously injured in an accident last Thursday, August 9. Jerry is currently in the trauma unit at the Medical College of Georgia in Augusta undergoing care. Jamie, of course, is by his side so should any of you in the Central Region have questions regarding your Consolidated Application, please contact Charles Banks. Also, Stan McCallar, Program Specialist for JROTC and High Schools That Work has been providing bedside care for his wife, Theresa, who is seriously ill. Both of these individuals are very dear members of our staff and their pain is our pain. Please remember them and their families! New Graduation Rule
At the August Meeting of the State Board of Education, the State Board initiated State Rule - 160-4-2-.48 High School Graduation Requirements for Students enrolling in the ninth grade for the first time in the 2008-09 school year and subsequent years.
The Graduation Rule establishes the minimum academic requirements a student must meet in order to graduate from a Georgia public high school. A local system may enact additional graduation requirements above and beyond the state rule. A new Graduation Rule is needed to align with the state's revised and improved curriculum, the Georgia Performance Standards. The new rule will be considered for approval by the State Board of Education later this year and will go into effect for the freshman class of the 2008-2009 school year.
The first draft of the Graduation Rule was created by a committee comprised of representatives from local school districts, GaDOE, the University System of Georgia, the Department of Adult and Technical Education, the Governor's Office of Student Achievement, as well as members of education stakeholder groups and the business community.

Sub-committees were created to discuss and make recommendations for specific academic areas as well.

Life Science Industry Sector Training
Phil Marvel of Northeast Georgia RESA has been asked to facilitate an initiative to work with CTAE administrators to build awareness and capacity for careers in the Life Sciences/Bio-Technology areas. The specific secondary school systems involved are located in the "Innovation Crescent" designated in the Governor's Strategic Industry Initiative which basically aligns with the GA 316 corridor. These include Barrow, Clarke, Gwinnett, Oconee , Oglethorpe, and Walton counties.
The format involves 4 days of seminar based activities and one day of industry site visits, scheduled from August through December 2007. During these 4 days, participants will conduct a comprehensive survey of the Life Science / Bio-Tech industry, explore careers, identify resources, map courses and curriculum that support Life Sciences and explore secondary-post secondary articulation processes.
You are encouraged to identify persons from your systems to participate in this no-cost professional learning. Participants could include yourself, school-level administrators or department chairpersons that would be willing to redeliver information in their school/system concerning Life Sciences. Individuals completing this workshop will receive 3 PLU's.
The first meeting is scheduled for Monday, August 27 at Northeast Georgia RESA. The subsequent meeting dates and locations will be scheduled by group consensus, all of which conclude by December 15, 2007. Be mindful that participation can benefit your system in terms of leveraging personnel, equipment and funding resources as well as local and state recognition. Curriculum Revision
Phase II of the Career, Technical and Agricultural Education (CTAE) curriculum revision consisting of 21pathways and three (3) related advanced courses for the Agriscience, Engineering, and Nursing pathways was approved by the State Board of Education on July 12, 2007. We now have 29 CTAE pathways approved. Additional information related to CTAE Career Pathways is on the CTAE and GeorgiaStandards.Org webpage at http://www.georgiastandards.org/career.aspx.
Phase III High School and Phase I Middle School curriculum writing committees are now being formed and additional information will be available in the near future.

Career Related Education Manual (CRE)
The Career Related Education Manual which includes Standards and Guidelines for Work Based Learning is now

available on the CTAE Resource Network web page. Log into www.ctaern.org with your password and the CRE Manual menu item should be indicated on the left side of the screen. All associated forms are available on this site to download as a WORD document.
New Youth Apprenticeship Coordinator Training
New Youth Apprenticeship Coordinator (YAP) training will be held August 22-24, 2007 at the Heart of Georgia Technical College in Dublin. All school systems receiving a YAP grant allocation are required by system assurances to have a trained YAP coordinator. All new YAP Coordinators or YAP Coordinators who have not previously attended YAP training should attend. Please note that this includes school-wide Work based Learning Coordinators who will be providing YAP services to students. Plan to register for the Youth Apprenticeship workshop on the CTAERN website at www.ctaern.org.

C-NET
All teachers and coordinators who supervise students on Work-Based Learning Placements should record data regarding student placements on the Georgia C-NET, located on the CTAE Resource Network website at www.ctaern.org.
Work-Based Learning programs include Youth Apprenticeship, CBE, DCT, Marketing Co-op, FCS Co-op, CTI, and CCAE teachers. Georgia C-NET replaces VTECS as the GADOE recommended record keeping process.
In order to use C-NET, teachers/coordinators must be designated as a user by the system contact or school contact. Information regarding future training sessions for C-NET users may be found on the workshop menu of www.ctaern.org. Teachers As Leaders And Learners (TALL)
A CTAE Instructor Leadership Training Program At the end of the 2006-2007 school year, the Teachers as Leaders and Learners (TALL) program graduated twelve (12) new CTAE professionals. These CTAE professionals represent a cross section of every CTAE field and all areas of the state. The TALL graduates have moved into higher leadership roles in their respective systems and are reaching new heights in their career paths. The deadline for submitting applications for the 2007-2008 TALL Program is September 15, 2007. Applications and recommendations must be postmarked by this date to be considered eligible and are attached below. JROTC/NDCC News
Approximately 125 JROTC staff members attended the 2007 GACTE conference and fifty-two (52) JROTC staff members are members of the GACTE/ACTE organization. Thank you to local system administrators for providing funds to allow JROTC instructors to attend the GACTE conference.

The JROTC/NDCC program now falls under the area of CTAE and will begin receiving LAB ("K") funding during 20072008. Please ensure that FTE personnel are aware of this FTE change and that the courses are reported accurately. High Schools That Work (HSTW)
During 2007-2008, the High Schools That Work (HSTW) Assessment will be a requirement for schools planning to continue in the HSTW network. Please note that local systems should be prepared to pay approximately $2600 for the assessment that includes a random sampling of sixty (60) CTAE seniors.
State, local, or Perkins funds may be used to support this initiative.
Note: For this year's administration of the HSTW Assessment, students will receive a report indicating college/work readiness. If a school/system wishes to take the assessment, but is not currently in the HSTW network, please notify Stan McCallar via e-mail at smccalla@doe.k12.ga.us , in order to be placed on the information list.
Congratulations is extended to Peachtree Ridge High School on receiving a HSTW Gold award for increased student achievement at this year's national HSTW conference. Credit for this award is extended to the school's administration, faculty, and staff for their support of the HSTW initiative.
Principal Drive-In Conferences
The Curriculum & Instructional Services Division of GaDOE will be conducting two "Principal Drive In" Conferences in October 2007 and February 2008. We would encourage CTAE Administrators to participate in these conferences and share practices related to scheduling, teacher collaboration, supporting students with disabilities, implementing Teachers As Advisors, integrating CTAE and academics, as well as, carrying out Pathways, Standards Based Instruction, and interventions for students.

Business and Computer Science
Please welcome Sarah Heath as the new program specialist for Business and Computer Science. Sarah most recently was a Business teacher at Peachtree Ridge High School in Gwinnett Type County . Sarah brings a wealth of knowledge and experience to the job. She has served on the writing teams for the GPS and she has also served as a GPS Rollout Trainer. Sarah's expertise in the program pathways, along with her extensive involvement in FBLA at the state and local levels will be of great benefit to the state. Family and Consumer Sciences
FCCLA will be hosting regional meetings to train chapter officers and advisers for the upcoming year. Please visit the Georgia FCCLA website at www.gafccla.com for more details. The FCCLA Fall Leadership Rally will be held at the Georgia National Fair this year and will have youth sessions, a general session and competitive events for affiliated members. The date is Wednesday, October 10th.

The FACS Annual Winter In-service Conference will be held in Savannah on
January 13-15. CTAE directors and supervisors are welcome to attend.

Culinary Arts Pathway
The DOE has entered into a part-time agreement with Chef David Ross to work with the Culinary Arts programs as a Culinary Consultant. David is a certified chef and he currently teaches Culinary Arts on a part-time basis at North Gwinnett High School , and he also teaches summer courses at LeCordon Bleu.
David will work closely with the DOE in assisting our schools in setting up a culinary arts lab, obtaining industry assistance, hosting culinary endorsement workshops, and working with Culinary Arts teachers as needed.
Health Science and Medical Services
Over 130 Healthcare Science Educators attended this year's conference and participated in `Makin a Splash' for Georgia CTAE. Participants enjoyed a reception at the Georgia Aquarium and attended a variety of affiliate workshops on GPS mapping and implementation, motivating students with technology, electronic portfolios, industry certification, and DOE updates.
At the HSTEA luncheon our 2006-07 industry certified programs were recognized, as well as the State Advisory Committee. Please welcome Ms.
Anita Tinsley as our new HSTEA President and check out the new HSTEA website at www.gahstea.com.
Health Occupations Students of America (HOSA) We would like to extend a welcome to our new Executive Director, Mr. Allen Seigler. Mr. Seigler was on Georgia HOSA's first State Officer team and has worked with HOSA as an alumnus through the years and most recently as our State Officer Leadership Consultant. Please join me in congratulating him on his new leadership role. Mr. Seigler will be conducting Regional Advisor Leadership and Competitive Events Training Meetings this October.

At this year's HOSA National Leadership Conference and Competitive Events in Orlando, Florida Georgia HOSA brought back the "National HOSA Cup" for being the state association with the highest percentage membership increase and brought home the Gold in Medical Math and Dental Terminology!

Law and Public Safety
Dr. Tom Washburn will be facilitating the new GPS development for Law and Public Safety. Dr. Washburn's program and students at Centennial High School in Roswell, Georgia was recently recognized in the National ACTE publication Techniques magazine. Cosmetology
Georgia Cosmetology Educators in attendance at GACTE participated in affiliate workshops which were provided by Ms. Jestacia Jones and Associates, Cosmetology Educators of J&J Image Group, Inc a Certified Cosmetology Instructor Continuing Education workshop provider as recognized by the Georgia State Cosmetology Board for Continuing Education Classes.
The DOE Updates included information on participation in the Cosmetology State Advisory Committee. Engineering and Technology Education Program
The 2007-2008 school year is off to a great start. Teachers have had access to workshops at Georgia Southern University as well as through the Career, Technical and Agricultural Education Resource Network (CTAERN). Teachers both Middle School and High School participated in the Engineering and Technology Education Affiliate of the Georgia Association of Career and Technical Education Summer Conference in larger numbers than in recent years. Teachers have participated in in-field curriculum initiatives, teacher organization, and Career and Technical Student Organization (CTSO) leadership activities, as volunteers, to move their profession forward.
Teachers are ramping up for the new school year and they need support to continue offering students great engineering and technological educational experiences as well as leadership and competitive event experiences.
Support is crucial in not only monetary arenas but also administrative support for their efforts. Please encourage teachers to attend one of the focus group meetings to be held in Tifton on October 17th, Macon on October 18th, and in Conyers on October 26th at the Rockdale Career Academy leading into the Georgia Engineering and Technology Education Conference. These focus group meetings are a major part of the redirection effort for Engineering and Technology Education in Georgia . The dividend will be program improvement.
Georgia Technology Student Association (GA TSA) The new Georgia TSA State Director is Terri Hancock. Terri is a past Georgia TSA State President with over 17 years of experience with the association. As an educator she "...enjoys working with the students, teachers, and administrators to provide the best co-curricular experiences for students involved in the Engineering and Technology Education program".
We are pleased to have Terri on board with TSA. TSA had a number of winners at this year's National conference, which was held in Nashville, TN. Congratulations to Stanley Wyre, a student at Lovejoy High School in Clayton County , who was elected by his peers from across the country as the National TSA Sergeant-at-Arms.

The 2007 SkillsUSA Georgia Fall Leadership Conference will be held October

Everyone connected with agricultural education appreciates the cooperation and support that you provide to the teachers, students, and sponsors of the agriculture program in our state. As you know, agribusiness is the largest industry in our state and we are working to provide leading edge opportunities to the students enrolled in agricultural education in every part of our state. If anyone on our staff can ever provide assistance to you, we would appreciate the opportunity to work with you.
B.A.S.I.C. Training: Developing leaders and chapters for success!
Developing unity, communication, leadership and cooperation are essential characteristics that your chapter will learn at the Georgia FFA-FCCLA Center ! BASIC Training (Building and Achieving Success in Chapters) is a field trip program designed for any student organization. Through BASIC Training, students learn team skills in an exciting and hands-on low ropes course environment. The goal is to develop your chapter into a successful and effective team. All aspects of the program are flexible and can be tailored to your needs and goals.
The program is designed for officer teams, entire chapters, or multiple chapters. Multiple chapters are encouraged to participate in the program together. Camp Director Todd Teasley believes that "BASIC Training is a great way for CTAE Directors to bring your school's CTSO leaders and officers together in a team building and unifying experience!" Scheduling is flexible depending upon your needs and you can choose an overnight stay or a day-only event. Day only events are $20 per participant and include all instruction and lunch. Coming soon to the Center is a High Ropes Leadership Course! Construction begins in September, with an estimated opening later in the fall of 2007.

New Agriculture Tag to Support FFA
Sports fans and animal lovers, make room. A new specialty license plate is available to Georgia drivers, and benefits students in two of the state's most popular youth groups. The new "Support Agriculture in Georgia " tag will directly benefit Georgia 's 4-H and FFA students. Before the new tags can be placed on vehicles, 1,000 tags must first be pre-purchased. The initial tag manufacturing fee is $25, and the total tag fee is $45 annually, $25 of which is the specialty tag fee. The tag can be ordered through local tag offices. Georgia 4-H and FFA will each receive $5 from each tag fee.
The new tag design, pictured above, was the brainchild of FFA members in the 2005 Agriscience Governor's Honors Program students. They studied similar tags from other states before developing the design concept.

As we enter the third year of our re-engineering process of CTAE, we are looking forward to a successful and satisfying year for each of you. Just looking back over the past two years, we want to express our gratitude and thanks for the flexibility you have shown as we made major changes in the application and reporting process of our various grants. We feel positively that our growing pains will bring simplification to a more satisfying process that will make our experience with the grants very pleasant. FY08 CTAE New Leaders' Reminder
The GaDOE Division of Career, Technical, and Agricultural Education (CTAE) and the CTAE Resource Network are sponsoring a newly designed FY08 CTAE Leadership Academy that is open to all new CTAE leadership personnel within Georgia 's school systems. Throughout FY 08, the newly designed leadership academy activities will include technical assistance at the local level as well as additional training sessions to be offered within the north, south, and central CTAE regions. The Academy is designed to assure a personalized learning plan for each new CTAE leader whether serving at the system or school level. FY 2008 CTAE Grants SEPTEMBER 30 DEADLINE
The new look and operation of the Consolidated Application requires two sign offs (Step 1 - Grant Proposal and Step

2 - Budget Detail) for the grant approval process with the exception of the following grants: AG - Extended Day, Extended Year, Food Processing, Young Farmers Grants, as well as the CTE Extended Day, Extended Year and FCCLA Grants.
NOTE: October 1, Consolidated Application will not be available for grant requests or sign offs by local systems. It will reopen after a brief period of time for LEA's to make amendments to grants signed off on or before September 30.
Capital Equipment Update
There will be a series of Capital Equipment Grants workshops held on August 21, 22, and 23, 2007 designed for those school systems who have been awarded a grant for the 2007-2008 school year (FY08) and for those who have applied for the 2008-2009 (FY09) school year or who desire more information about this grant program. Systems that are receiving a grant for FY08 and those who have applied for FY09 are required to send representatives to the appropriate meeting based on your grant designation. Participants should pre-register via the CTAE Resource Network (ctaern.org) where general workshop information is posted. Look for workshop numbers: South Region (8011-S and 8012-S); Central Region (8011-C and 8012-C) and North Region (8011-N and 8012-N). Regional Coordinators, Agriculture Coordinators and GaDOE Staff members will be present to provide assistance. The following meeting dates and location information should be helpful.

Perkins IV-Five Year State Plan
Preliminary efforts are on the way with collaboration from Department of Technical and Adult Education and Department of Education to develop the Five Year State Plan for submittal to OVAE for approval by April 15, 2008.
In conjunction with the Five Year State Plan, according to the federal guidelines each Local Education Agency (LEA) must also develop a Five Year Plan for submittal to DOE for approval. Further information and guidelines will be shared in upcoming workshops and meetings, please refer to the "SAVE A DATE" heading.
CTAE Program Review
The three CTAE Regional Coordinators are coordinating reviews for their respective regions during FY08. If you would like to be a part of a review team, contact your regional coordinator to sign-up and share in exciting experiences with your colleagues.

RECOMMENDATION FORM For
TALL "Teachers as Leaders and Learners"
Is applying as a candidate for the TALL Training Institute sponsored by the Georgia Association of Career and Technical Education (GACTE), the Career Agriculture Technical Education Division of the Georgia Department of Education, and Career Agriculture Technical Education Resource Network (CTAERN).
If selected as a TALL member, he/she will be expected to participate in planned activities to develop a better understanding of leadership skills in the areas of time management, involvement, communication, public relations, legislation relevant to CTAE, changes in technology, school accountability and the importance of industrial connections. Release time from school as well as support for minimum travel expenses will be needed.
