FILM SERVICE TO PUBLIC LIBRARIES
The Georgia Department of Education maintains a special collection of 16mm
films for use by the public libraries of the state in addition to the collection
of films for school use Public libraries may register to use both collections
subject to the regulations governing each
It is the purpose of the public library film collection to provide films
for county and regional libraries to use in their own library programs The
collection is also available to organized groups and agencies exclusive of
public schools who are following a serious education program and turn to the
library for program materials Local county or regional libraries offering this
service assume the responsibility for establishing regulations and policies
governing the care and use of the films
In addition to this catalog libraries giving film service to their commu
nities will want to avail themselves of certain basic film lists periodicals
and film rental catalogs to supplement the service The following have proved
to be helpful

1 Register with Audiovisual Service by filling out an application LAV1
and mail with 1250 annual fee to

2 Make requests on official blanks only AV2
3 Make requests in one of the following ways
a For a full month at one time Mail requests not later than the
20th of the preceding month
b Twice a month Mail requests for the first 15 days before the
23rd of the preceding month mail requests for the second half
of the month before the seventh of the month
4 List all requests in sequence by date Do not mix months and dates
5 Up to five films can be booked for any period of from one to 30 days
provided not more than five films are requested or on hand at any
one time Always specify entire length of time for which films are
requested
6 All requests must be signed by the librarian or film coordinator giving
complete street address and town Requests cannot be accepted from any
one else
7 If film is damaged return to Audiovisual Service at once with separate
cover letter describing damage Do not write message on shipping ticket
8 DO NOT REWIND FILMS Films are rewound as they are inspected by the
Audiovisual Service after each use
9 Always return films in the same cases in which they are received and in
time for them to arrive by the date due Do not keep films past the date
due without permission from Audiovisual Service
10 Leave shipping tickets in cases and make sure titles of cases and
shipping tickets correspond
11 Whet it is necessary for films to be cancelled always return the confirma
tion slip and check the space at the bottom of the blank indicating
cancellation
12 All films must be returned on serviceable straight sided reels the same
size as the reels on which they were received
13 If it is necessary to vary from these regulations write to the Audiovisual
Service

white and Negro fourth graders and analyzed by a psychiatrist who points to their

their allNegro ghetto the teenagers of North Richmond California present a film
of the economic social and educational limitations in the ghetto Documentary
records depict their activities in a community volunteer program in which high
school students operated a day care center for 600 children A permanently estab
lished teenage board seeks to influence the City Council to establish a Youth
Center The ambitions of these young people were not directed toward becoming
members of the white community or duplicating white ambitions but toward building
an educated economically secure physically and socially clean community based
on the black mans way of life Has the technical faults of all amateur films
but is nevertheless a penetrating statement made all the more eloquent by its

at that moment there is a hint of the strangeness between the Negro and the white
man The Negro returns to his family and the prospects of what he hopes will be a
good life A touching portrait is achieved in scenes that show him applying for
work receiving counseling from the Veterans Administration and being confronted
by several Negro militants who try to persuade him that he has been duped As he
wanders the streets of Chicago he speaks of his amazement at the hate and anger
he sees and a draft protest march adds to his confusion The film closes with him

National Wild Life Refuge in New Jersey only 30 miles outside New York City His
uncle encourages the boy to wander through the area discovering for himself the

discovers the beauty of a goldfinch is surprised by a skunk and joins others who
are bird watching He listens to the guide in the park tell a group about the
balance of nature and the predator prey chain He is befriended by the Refuge
Manager who takes time to explain about the animals and the importance of this
wilderness to people as well as to the wild species and plants The color photo
graphy story and natural performance of the young boy are combined to achieve

school had serious consequences After meeting a former classmate who had dropped
out and later returned to night classes he decides to return to school His
growing affection for the girl and coincidental meetings with other dropouts who
are weighted with family problems or in trouble with the law encourage him to
continue his work until he finally graduates Then a special technical course
given by his company qualifies him for a better job The films dramatic and per
sonal approach is penetrating in its presentation of the social emotional and
economic problems of the young person without adequate education or job training

can be reduced when these are provided and when good engineering techniques are
