Georgia Medicaid Begins Transition to Paperless Processes

To enhance providers' experiences for enrollment, claims filing, appeals and reimbursement, Georgia Medicaid has launched a paperless initiative that will be rolled out over the next six to 10 months. The project will include transitioning to online-only for provider enrollment, claims filing, appeals, and disbursement of payments to providers.
The first component of the program was instituted on September 1, 2014, with the encouragement of online-only enrollment for institutional providers. The department has published a Fact Sheet with details about online-only enrollment.
Other dates for components included in the transition to online-only are:
November 1, 2014 -- Online-only claims filing for certain groups (including dental, Medicare Advantage Plans EOBs, etc., who will be notified directly) December 1, 2014 -- Online-only claims filing for institutional and individual providers January 1, 2015 -- Online-only enrollment for individual providers
Providers are encouraged to enroll in Electronic Fund Transactions/Direct Deposit with their financial institution as soon as possible.
Georgia Medicaid will update providers throughout the transition process through articles in DCH-i, postings to the DCH website under Provider News, banner messages and other communications as this project progresses.

The DCH Revalidation and Application Fees process is underway. Many providers are already receiving notification that it's time to revalidate their enrollment information. DCH has also begun collecting the ACA-mandated Facility Application Fees upon initial enrollment and reenrollment.
To ensure that you receive your notices in a timely manner, providers are encouraged to immediately verify and update
their contact information in the Georgia Medicaid Management Information System (GAMMIS, www.mmis.georgia.gov). Providers will then receive a letter from Hewlett Packard (HP) notifying them when it is time to revalidate their information.
The process began several months ago with providers who enrolled in Georgia Medicaid before December 31, 2012. Providers should not begin revalidation until they receive correspondence from HP instructing them to do so. Providers will have 60 days from the date of their revalidation letter from HP to complete the process.
The revalidation process is designed to require minimal data input. Providers will be required to verify their name, date of birth, Social Security Number, NPI, Tax ID number and license numbers.

News from ICD-10
CMS Sets October 1, 2015, as Compliance Date
The implementation of the mandatory transition to ICD-10 Code Sets has been set by federal law (HR 4302) as October 1, 2015. This implementation affects all HIPAA-covered entities.
The Georgia Department of Community Health (DCH) is continuing its initiative for system remediation, internal and external testing, and provider awareness and provider education.
DCH encourages all providers, trading partners, clearinghouses and other stakeholders affected by the federally mandated transition to continue moving forward with transition plans to meet the compliance deadline of October 1, 2015.

DCH Unpaid Funds Policy Now in Effect
The Georgia Department of Community Health initiated its Provider Termination Policy for unpaid funds owed to DCH in the Medicaid and PeachCare for Kids Programs as of July 1, 2014.
Under this policy, providers who owe DCH amounts in excess of what can be collected from provider claims payments will be required to make an immediate payment of the excess funds owed. Providers who fail to make this payment within 15 days of their written notice of payment due will be suspended. Additionally, once suspended, providers who fail to make the required payment within 30 days of the suspended dates are subject to termination by the department.
Any provider who is terminated may apply for reenrollment into the Medicaid and PeachCare for Kids programs once the total amount of funds owed to DCH has been paid.

Mark Your Calendars for December's Medicaid Fair
Registration will soon be open for the upcoming Georgia Medicaid Fair on Thursday, December 4, 2014. It will take place in Macon at the Macon Marriott City Center, 240 Coliseum Drive, from 7 a.m. to 5 p.m.
Timely topics will be presented in the day's seminars, including information about ICD-10 readiness, hospital claims, billing, provider enrollment and revalidation, and more.
In addition to break-out sessions, Georgia Medicaid exhibitors and DCH staff will have displays in the Exhibitor Hall. Claims questions can be researched and addressed by both Hewlett-Packard Enterprise Services (HP) and Care Management Organization (CMO) personnel.

Nearly $223 Million Paid in EHR Incentives
Georgia's Medicaid Electronic Health Record (EHR) Incentive Program has issued nearly $223 million in payments of federal funds to eligible providers through October 3, 2014.
The program was launched on September 5, 2011.
