The Georgia Department of Com munity Affairs (DCA) State Codes Advisory Committee (SCAC) is moving forward with the adoption of new code editions. The DCA Board, on the recommendation of the SCAC, has adopted the 2000 Standard Plumbing Code, (2000 International Plumbing Code), 2000 Standard Gas Code (2000 International Fuel Gas Code) and 2000 Standard Mechanical Code (2000 International Mechanical Code). A: NO!
The CABO One and Two Family Dwelling Code (1307.3) as well as the Standard Gas Code (402.7) requires the elevation of ignition sources if located in a residential garage. Also the National Fuel Gas Code (5.1.9) requires elevation if located in a garage. The National Fuel Gas Code (5.1.8) states in part that: "Flammable liquids shall not be stored where gas appliances are present."
The Manufacturer's installation instructions generally state: Do not install appliance where flammable products will be stored or used unless the ignition source is at least 18" above the floor. The appliance warning label generally states: Do not use or store flammable products such as gasoline, solvents, or adhesives in the same room or area as the appliance. In summary, the Georgia State Minimum Codes do not require elevation of ignition sources unless the appliance is located in a garage.
lI B A N G L E
All buildings constructed in factories within the state of Georgia, and those manufactured in other states and brought into Georgia come under the auspices of Georgia's Industrialized Buildings Program. The Industrialized Buildings Program requires that all buildings and building components produced in Georgia or imported into Georgia from other areas have an insignia attached which indicates that its plans have been reviewed and it has been inspected during the manufacturing process by a DCA approved quality control agency.
Builders and developers are, to a greater extent than in previous years, incorporating industrialized buildings and building components into their development plans. This increased use of manufactured buildings and building components has brought a marked increase in the number of applications from industrialized building manufacturers seeking approval from the state of Georgia. Over the past twelve months, nine applications have been processed, and the newly approved manufacturers welcomed into the program. In previous years, only three to four applications would have been expected over this twelve-month period. With the addition of these newly approved manufacturers, Georgia now has 173 manufacturers approved for its Industrialized Buildings Program.
UPDATE ON ACCESSIBILIY IN ONE AND TWO FAMILY DWELLINGS
In 1998, the Department of Community Affairs (DCA) held a Task Force to address proposed state code amendments regarding Accessibility in One and Two Family Dwellings. The Task Force presented a final report to the State Codes Advisory Committee (SCAC) on July 23, 1998.
This Task Force recommended that the SCAC urge the Home Builders Association of Georgia (HBAG) to encourage and track the usage of its Voluntary Accessibility and Adaptability Guidelines Program. It also asked that the HBAG report back to the SCAC on an annual basis.
Since then, HBAG has surveyed its membership regularly for the number of homes that their builders have incorporated accessible features. The survey and results are published in HBAG's "Georgia Builder Magazine" biannually and in their quarterly newsletter "Builder Update".
The HBAG made their FY 2000
Accessibility Report to the SCAC at the October 26th meeting. In addition, HBAG announced a new marketing program called "Easy Living Home" that was developed in cooperation with several local and state organizations that advocate accessibility.
The SCAC was very pleased with their report and the proactive approach that HBAG has taken with accessibility. A copy of the survey and new program information may be obtained from the HBAG. For more information, please contact Bettie Sleeth, HBAG Regulatory Affairs Director, at (404) 763-2456.
