Happy New Year and welcome to the first edition of Codes Quarterly for this year and for this century! I hope all of you had a safe and happy holiday season.
A lot of things have happened since our last edition in October, so let's get started!
NEW AMENDMENTS TO THE STATE MINIMUM STANDARD CODES BECOME EFFECTIVE
On January 1, 2000, the latest amendments to the State Minimum Standard Codes became effective. A copy of each of the new amendment packages were sent to every building inspection department and certain interested parties. In addition, the new amendment packages are available for download on the DCA website at www.dca.state.ga.us. If you do not have access to the internet and need a hard copy, please contact the Construction Codes Office at 404-679-3118. We have a limited number of copies available.
Please remember that the 1999 edition of the National Electrical Code (with Georgia amendments) also became effective on January 1st.
Briefly, the new amendments are as follows:
Standard Building Code, 1994 Edition
Amend Section 1005.6 so as to have requirements for means of egress for mezzanines be established by the Life Safety Code.

Revise Section 1609.2 regarding strength design.
Add a new Section 1906.1.2 that would require the cleaning of cells and cavities of masonry units before concrete placement.
Add a standard to Section 2301.2.5 regarding good engineering practice.
Revise Section 2301.4.7 regarding manufacturing standards of hardwood and decorative plywood.
Add a new Section 2304.6 requiring that concrete over-pours be removed for termite soil treatment.
Revise Section 2603.1.3 so as to add an exception for an approved method of protecting the foam plastic and structure from subterranean termite damage.
Revise Section 3502 Reference Standards so as to adopt the latest editions of certain reference standards.
Revise Section 3505 Organizations so as to update names and addresses of organizations.
CABO One and Two Family Dwelling Code, 1995 Edition
Revise Section 323.1.1 so as to add an exception for an approved method of protecting the foam plastic and structure from

subterranean termite damage.
Add a new Section 323.4 that would require the cleaning of cells and cavities of masonry units before concrete placement.
Add a new Section 323.5 requiring that concrete over-pours be removed for termite soil treatment.
Add a new Section 325 regarding Deck Construction.
Revise Section 403.1 regarding footings.
Standard Plumbing Code, 1994 Edition
Revise Section 506.2 regarding method of connecting a circulating water heater.
Delete Section 607.9.3 in its entirety.
Delete Section 607.9.4 in its entirety.
Revise Section 704.6 regarding Minimum Size Building Sewer.
Add a new Section 704.7 regarding Back Water Valves. Continued Next Page

Amend Section 603.3 so as to have requirements for portable fire extinguishers be established by the Life Safety Code.
Delete Section 907.3.5.6 regarding storage tanks and substitute new language.
National Electrical Code, 1999 Edition
Amend Section 210-8(b) so as to add a new location to the list of locations.
Amend Section 210-70(a)(1)

Revise Section 695-6(b) regarding Power Wiring; Circuit Conductors.
Delete Section 700-9(d) in its entirety and re-letter the remaining Sections.

LEGISLATIVE SESSION BEGAN ON JANUARY 10, 2000
The 2000 legislative began its work on January 10, 2000. There is always the potential that legislation will be introduced that affect construction codes. If you wish to monitor bills that are introduced in the Georgia house and senate, you can go to the State of Georgia web page at www.state.ga.us. Other good sources of information on legislation that effect local governments in Georgia are the Georgia Municipal Association (GMA) at www.gmanet.com and the Association County Commissioners of Georgia (ACCG) at www.accg.org.

Q: Do the new code amendment packages dated January 1, 2000 include all the current code amendments or just those that became effective on January 1, 2000.
A: The code amendment packages dated January 1, 2000 are a compilation of all the amendments adopted since the enactment of the currently state minimum standard codes for construction. These amendments supercede all previously published amendments.

NEW CODE CONSULTANT AT DCA!

Please help us in welcoming Michael "Mike" Lindsey, our newest addition to the DCA family of code consultants. Mike is originally from Atlanta, having graduated from St. Joseph High School. Mike also attended Georgia State University, having earned an associate degree in business.

Mike has worked with the AlbanyDougherty County Planning and Development Department as a code enforcer/housing inspector, and the

DeKalb County Housing Authority as a rehabilitation advisor. In addition, he has worked with Mickelbury General Contracting here in Atlanta as a project manager. He is certified by the Southern Building Code Congress International as a Housing Rehabilitation Inspector. He will begin his career at DCA on January 18, 2000.

GEORGIA STATE MINIMUM STANDARD CODES

January 1, 2000

On October 1, 1991, the Uniform Codes Act became effective in Georgia. This Act made the following eight construction codes mandatory as the Georgia State Minimum Standard Codes. Listed below are the code editions in effect as of January 1, 2000:

All of the above codes have Georgia amendments.

The Act requires local governments that elect to enforce codes within their jurisdictions to adopt administrative procedures and penalties to locally enforce any of these mandatory codes. Also, any applicable appendices of these codes must be adopted locally in order to be enforceable within a specific local jurisdiction.

The Act also made the following six optional codes available for local government adoption and enforcement. Local governments choosing to enforce any of these optional codes must adopt the code(s) they wish to enforce, as well as administrative procedures and penalties. Only the Swimming Pool Code and Housing Code have Georgia Amendments.

The Legislature specifically omitted the plumbing requirements of the CABO One and Two Family Dwelling Code. Therefore, the plumbing requirements of the Standard Plumbing Code must be used for 1 and 2 family dwelling construction. The DCA Board has elected to not adopt the electrical requirements of the CABO 1 and 2 Family Dwelling Code and requires the use of the National Electrical Code in 1 and 2 family dwelling construction.
