State Codes Advisory Committee Officers For 2010-2011
Commissioner Mike Beatty has appointed the State Codes Advisory Committee (SCAC) leadership for the next term. The officers for the SCAC 2010-2011 term are Morgan Wheeler, Chairman; Tim Williams, Vice Chairman; and William Guinade, Secretary. They will serve two years in this capacity. In addition, effective August 1, 2010 Joel Rodriguez with Gwinnett County has been selected to serve out the remainder of the code enforcement officials vacancy.
The State Codes Advisory Committee plays a major role in the development and review of the State Construction Codes. The committee is made up of 21 members who are experts in the various codes and who are chosen to represent the diverse interests of Citizens, Builders, Codes Enforcement Officials, Designers, and other groups. The Commissioner of the Department of Community Affairs, the Georgia Safety Fire Commissioner and the Commissioner of the Department of Human Resources, or their designees, are ex officio members of the Advisory Committee. The remaining members are appointed by the Commissioner of DCA. The SCAC advises the DCA Board on the adoption of any new code editions and/or amendments.

2010 Legislative Session
HB 1196: No building code to require fire sprinklers in single family dwelling: Prohibits any state or local building code from requiring fire sprinklers to be installed in any one or two family dwelling. Neither DCA nor any local government will be permitted to adopt any provisions that require the installation of fire sprinklers in one and two family dwellings.
HB 516: Industrialized Buildings: comply with local ordinances: This bill relates to factory built buildings and dwelling units to provide that industrialized buildings shall be deemed to comply with state minimum standard codes and local ordinances and regulations applicable to such
buildings.
SB 370: Water; examine practices, programs, policies: Establishes measures to improve water
conservation in the state. DCA will be tasked with amending the Georgia State Minimum Standard Plumbing Code to require the installation of high-
efficiency plumbing fixtures in new construction. Also, DCA will be tasked with amending the Georgia State Minimum Standard Energy Code. The effective date of the requirements prescribed under these sections of the bill is July 1, 2012. In addition, DCA programs regarding Environmental Management and Comprehensive
Planning will be required to enhance programming and incentives for voluntary water conservation,
identify and provide rules, regulations or opportunities. DCA will coordinate with the Department of Natural Resources to establish administrative programs and procedures to encourage water conservation and to provide information for DNR's interim report to the Governor to be completed by July 1, 2010, the final report by August 1, 2010, and yearly reports by January 1 of 2011 through 2015.
All three pieces of legislation have been signed by the Governor.
2010 SCAC Amendment Review Subcommittee
The 2010 SCAC Subcommittee which was tasked with reviewing the proposed amendments to the Georgia State Minimum Standard Codes for construction will make their final report to the State Codes Advisory Committee (SCAC) at the July 29th SCAC meeting. Mr. Bill Guinade, Vice Chairman of the Subcommittee will be presenting the final report and recommendations to the SCAC. There is a total of (5) amendments that will be recommended for adoption, of these 5 Amendments; (1) Amendment is to the International Residential Code, (2) Amendments are to the International Mechanical Code (IMC), and (2) Amendments are to the International Plumbing Code (IPC) which included adoption of Appendix J: Reclaimed Water Systems for Buildings. If adopted by the Board of Community Affairs, the amendments will become effective January 1, 2011. 2009 International Energy Conservation Code Task Force Update
The 2009 IECC Task Force was charged with assessing the differences between the 2006 IECC with Georgia Supplements and Amendments (existing code) and the 2009 IECC. After seven meetings over a six month period the task force has completed its charge. The task force will make a recommendation regarding the adoption of the 2009 IECC and ASHRAE 90.1-2007 and 44 proposed supplements and amendments to the State Codes Advisory Committee (SCAC) at its July 29, 2010 meeting. When the Georgia Legislature approved and the Governor signed legislation in 1982 that established the Industrialized Buildings Program, they envisioned the program operating on program generated funds only. The citizens of Georgia were not to be taxed to support the Industrialized Buildings Program. Funds generated from program participants and the fee schedule established in 1982 have fully supported the Industrialized Buildings Program until now. It became obvious that fees charged to program participants would not be sufficient to fund the

funds.

Joel Rodriguez and his family arrived in the United States from Cuba when he was 14 months old. After spending time in south Florida while his father served with the U.S. Army, Joel and his family moved to Georgia in the early 60's. Joel attended schools in Fulton and DeKalb Counties. At the early age of twelve Joel began working during school breaks, with his father on construction projects. During this time Joel's uncle shared a DeKalb Community College refrigeration text book and Joel became instantly fascinated with the scientific aspects of the material. While finishing high school Joel attended technical school studying HVAC systems. It was at the technical school that Joel was inspired by the school's director Mr. Alvin Wilbanks (now CEO and Superintendent of the Gwinnett County school system). Joel recalls Mr. Wilbanks stating he was able to pay for higher education and other expenses as a technician repairing mechanical appliances. Joel purchased his first home in Gwinnett County at the age of 21and continued his career in the heating and air industry serving as Service Manager and Human Resources Manager with local mechanical contracting firms. To date, Joel has been involved in construction for over 30 years and has obtained multiple International Code Council building inspection certifications. He is licensed by the state of Georgia as a Conditioned Air Contractor. Joel has continued his professional education as exemplified by many factory training courses and certifications as well as certifications from the EPA and State of Georgia. In Addition, Joel is certified by the Georgia Soil and Water Conservation Commission as a level 1B erosion control inspector and a level II plan reviewer. These licenses and certifications require annual continuing education and training. He is currently preparing for advanced ICC building inspection certifications, as well as preparing to continue his academic education. Joel is active in community service organizations and has served as a translator for the Volunteer Interpreter Program with the Gwinnett County Police Department. In addition, Joel is very active in numerous professional organizations spanning boards of education, construction, and inspection associations. He served as an instructor at Gwinnett Technical College and currently holds the position as Chairman with an advisory board for their HVAC program. Joel has served on additional committees and boards throughout metro Atlanta including positions as; Chairman of the DeKalb County Employer Committee for the Georgia Department of Labor; Member on the school advisory committee for the DeKalb O.E.C. Tech School; Active participant with the Tech Prep Committee for the DeKalb County Board of Education.; President of the Metropolitan Atlanta Air-conditioning Contractors Association and the Metropolitan Atlanta Inspector's Association; and Secretary for the Service Managers of Georgia association. This past year he served the Building Officials Association of Georgia by participating on the Georgia Department of Community Affair's taskforce reviewing the latest International Energy Conservation Code. Joel has been asked to serve on the State Codes Advisory Committee. He enjoys the work in his community and has never missed a day of work due to an injury or illness. Joel's section includes very experienced and dedicated building and development inspectors who maintain a strong relationship with the inspectors in the Fire Marshal's office, and other departments. "Together we work to safeguard the natural resources, property and citizens of Gwinnett County".
