GeorgiaFIRST Regional Recovery Coalition
GeorgiaFIRST is a regional coalition of financial institutions focused on developing a public-private partnership which will assist with contingency plans, emergency management plans, pandemic preparedness plans, and improvements in business continuity in the event of a natural disaster or manmade attack. By fostering relationships and points of contact with public, private and governmental partners locally, state-wide, and nationally, GeorgiaFIRST will promote the critical continuity of financial services to the communities it serves.
This effort has received support from the Georgia Department of Banking and Finance, and is recommended and supported at the national level by the United States Treasury Department, the FDIC and Financial Services Sector Coordinating Council. There are similar coalitions in Florida, Alabama, Texas, Minnesota, California and Illinois, with additional states in various stages of formation.
Lessons learned from 9-11, Katrina, and similar catastrophic events recognize that first responders are the local private citizens at ground zero of the crisis, closely followed by local emergency management personnel. This recognition, along with the increased complexity of our society and the nature of the threats against it, requires us to act together to mitigate the effects of these events that are sure to occur in the future.
The National Infrastructure Protection Plan (NIPP) identifies Banking and Finance as one of the 18 Critical Infrastructure/Key resources. It also recommends forming regional coalitions as a mechanism for coordination between government and private sector entities that can be used to implement the NIPP risk management framework. It goes on to list multiple areas in which each side can assist one another, but the primary benefit is reducing assumptions in our emergency planning by sharing information between public and private sector partners that identifies before a crisis/disaster the needs, resources, and challenges of the financial services sector and the emergency responders.
In addition, the Banking and Finance Sector Specific Plan recommends regional partnerships as a best practice to enhance and maintain the resilience of financial institutions in the face of crisis/disaster. Georgia's financial institutions are now preparing to be an integral part of our state's recovery efforts and can be counted on as a partner with the Georgia Emergency Management Agency during times of crisis/disaster.

REMINDER: Identity Theft "Red Flags" Rule Mandatory Compliance Date Approaching
The Identity Theft "Red Flags" rule, as required under the Fair and Accurate Credit Transaction Act (FACTA), was issued jointly on November 15, 2007 by the federal bank, credit union and thrift regulators and the Federal Trade Commission. The regulation and guidelines were effective on January 1, 2008, and mandatory compliance is required by November 1, 2008. As a reminder:
The regulation and guidelines implement sections 114 and 315 of the Fair and Accurate Credit Transactions Act of 2003. The regulation requires each financial institution or creditor to develop and implement a written Identity Theft Prevention Program to detect, prevent, and mitigate identity theft in connection with the opening of certain accounts or certain existing accounts. Supplement A to the guidelines contains a list of 26 "red flags" that financial institutions and creditors may consider incorporating into their identity theft prevention programs. The guidelines are intended to assist financial institutions in implementing the regulation. The regulation requires card issuers to assess the validity of change of address requests before issuing additional or replacement debit or credit cards. The regulation requires users of consumer reports to reasonably verify the identity of the subject of a consumer report in the event the user receives a notice of address discrepancy from the consumer reporting agency.
